[Termes IGN] surveillance géologiqueRésumé : (auteur) Protection of natural and cultural heritage is encompassed by the United Nations’ 2030 Agenda for Sustainable Development and is among the innovative applications and services of the European Union’s Earth Observation programme Copernicus. We are currently witnessing an increasing exploitation of Interferometric Synthetic Aperture Radar (InSAR) methods to assess geohazards affecting cultural heritage. This paper offers the first data mining exercise to identify InSAR geoinformation that is digitally available and/or published and that spatially includes one or more cultural, natural and mixed UNESCO World Heritage Site (WHS). The exercise focused on the 45 countries of geographical Europe, Turkey, Israel and the Russian Federation, and their 445 WHS of Outstanding Universal Value. We built a database of academic and grey literature collated via a Boolean search of the ISI Web of Science catalogue and systematic skim-reading to a total number of 280 publications as of the end of 2016. Over 460 InSAR open access digital datasets were also analysed. We found clusters of WHS covered by InSAR data in Italy, the Netherlands, western Germany, eastern Spain, Greece and the UK that match with the geographic distribution of InSAR expertise and geohazard hotspots. The existing stock of InSAR geoinformation already provides an overall WHS coverage of 36%, with similar proportion of available data for ‘urban’ (40%) and ‘rural’ (34%) WHS. The sites with the highest number of publications are historic city centres (e.g. Amsterdam, Athens, Barcelona, Lisbon, Paris, Rome), as well as Permanent Geohazard Supersites (e.g. Mt. Etna, Naples, Istanbul), where the impact of natural and/or anthropogenic processes is well known. First generation SAR data (mainly ERS-1/2) predominate in the literature with over 15 new publications/year since 2002, whilst second and third generation data show less pronounced rates since 2007 and 2014, respectively. The current engagement level of end-users appears still limited (less than 1% of publications involve heritage stakeholders), and a shared guidance on the use of InSAR for heritage practitioners does not exist yet. Towards the development of Copernicus’ services and applications in support of cultural heritage preservation and management, our analysis contributes to: outline the existing capabilities; focus on requirements for bespoke InSAR-derived products and services; and consider possible implementation scenarios both in emergency and ordinary circumstances. [Termes IGN] TogoRésumé : (auteur) In West Africa, accurate classification of land cover and land change remains a big challenge due to the patchy and heterogeneous nature of the landscape. Limited data availability, human resources and technical capacities, further exacerbate the challenge. The result is a region that is among the more understudied areas in the world, which in turn has resulted in a lack of appropriate information required for sustainable natural resources management. The objective of this paper is to explore open source software and easy-to-implement approaches to mapping and estimation of land change that are transferrable to local institutions to increase capacity in the region, and to provide updated information on the regional land surface dynamics. To achieve these objectives, stable land cover and land change between 2001 and 2013 in the Kara River Basin in Togo and Benin were mapped by direct multitemporal classification of Landsat data by parameterization and evaluation of two machine-learning algorithms. Areas of land cover and change were estimated by application of an unbiased estimator to sample data following international guidelines. A prerequisite for all tools and methods was implementation in an open source environment, and adherence to international guidelines for reporting land surface activities. Findings include a recommendation of the Random Forests algorithm as implemented in Orfeo Toolbox, and a stratified estimation protocol − all executed in the QGIS graphical use interface. It was found that despite an estimated reforestation of 10,0727 ± 3480 ha (95% confidence interval), the combined rate of forest and savannah loss amounted to 56,271 ± 9405 ha (representing a 16% loss of the forestlands present in 2001), resulting in a rather sharp net loss of forestlands in the study area. These dynamics had not been estimated prior to this study, and the results will provide useful information for decision making pertaining to natural resources management, land management planning, and the implementation of the United Nations Collaborative Programme on Reducing Emissions from Deforestation and Forest Degradation in Developing Countries (UN-REDD). [Termes IGN] télédétectionRésumé : (Auteur) The estimation of total evaporation is fundamental for water accounting, considering its influence on water availability. Moreover, the current increase in water consumption (e.g. in sub-Saharan Africa and the world over), land cover/use changes, deteriorating water quality and the climate change projections in most regions of the world underscore the need to understand water loss. So far, different approaches have been developed and implemented in estimating the variations of total evaporation, with varying accuracies. The aim of this work was therefore, to provide a review of these different approaches for estimating total evaporation, as well as a detailed discussion of their strengths and weaknesses. Findings from this review have shown that total evaporation estimates derived, using ground-based meteorological and micro-meteorological methods are inadequate for representing its large-scale spatial variations. On the other hand, remote sensing technology, which acquires data at different resolutions (i.e. radiometric, spectral, spatial and temporal), provides timely, up-to-date and relatively accurate spatial estimates of total evaporation over large geographic coverage, for sustainable and effective water accounting, which is key for well-informed and improved management of water resources at both catchment and regional scales. In this regard, more details on the remote sensing-based methods of estimating total evaporation are provided, especially considering the robust technological advancements and its potential in characterizing earth features over time and space. This work has also managed to identify research gaps and challenges in the accurate estimation of total evaporation, using remote sensing, especially with the emergence of more advanced sensors and the characteristics of the landscape. However, off-nadir satellite images over dense urban areas suffer from severe occlusion. Therefore, large gaps will be created due to the unsuccessful matching in the occluded areas. Commonly, gap interpolation produces misleading information that destroys the quality of the subsequent information extraction application. Hence, the more reliable solution is to fill the occlusion gaps by supplementary data. However, disparity maps are the co-relation of one stereo pair. Hence, supplementary disparity maps cannot be directly generated and applied. Thus, this paper introduces the Double Projection Plane (DPP) method for constructing disparity proportionality among multi-view stereo satellite images and calculating analytically the transferring scales required for producing supplementary disparity data. Accordingly, based on multi-view stereo satellite images, this method is promising to provide gap-and-outlier-free disparity maps that have the potential to replace the need for elevation models to some extent. However, UHI studies on cities in mountain regions are still lacking. This study aims to contribute to this endeavor by monitoring and examining the formation of surface UHI (SUHI) in a tropical mountain city of Southeast Asia –Baguio City, the summer capital of the Philippines– using Landsat data (1987–2015).
