[Termes IGN] XMLRésumé : (auteur) In this paper, we describe a markup language for semantically annotating raw texts. We define a formal representation of text documents written in natural language that can be applied for the task of Named Entities Recognition and Spatial Role Labeling. The proposal relies on a multi-layer annotation process based on a core generic layer, which can be freely adapted into more specific layers depending on the intended goal. Our markup language is based on the TEI Guidelines to propose a generic and extensible markup language. This language is particularly dedicated for the text mining task and ready to use to be layered with more semantic relationships between elements of the text. We show the feasibility of this proposal from a generic annotation of texts describing itineraries toward a geospatial semantic annotation. Note de contenu : Paris France. Jusqu'ici, nous nous étions essentiellement concentrés sur l'aspect langage et sur la découverte de bibliothèques qui pouvait être utiles à la résolution de tâches courantes en géomatique ou télédétection. Dans la suite de cette série, nous allons maintenant nous intéresser à la liaison entre Python et le logiciel libre QGis. Tout d'abord, nous allons survoler la manière de créer une interface graphique en Python grâce à la bibliothèque PyQt, qui réalise l'interface entre le langage et le "toolkit" Qt, l'une des bibliothèques d'interface utilisateur les plus populaires. Puis nous verrons comment faire appel aux fonctions publiées par l'API de QGis pour réaliser sa propre petite application SIG adaptée à ses besoins. Enfin, nous verrons, à l'inverse, comment réaliser ses propres plugins pour intégrer au sein de l'environnement QGis. [Termes IGN] toponymeRésumé : (auteur) Text labels in maps provide valuable geographic information by associating place names with locations. This information from historical maps is especially important since historical maps are very often the only source of past information about the earth. Recognizing the text labels is challenging because heterogeneous raster maps have varying image quality and complex map contents. In addition, the labels within a map do not follow a fixed orientation and can have various font types and sizes. Previous approaches typically handle a specific type of map or require intensive manual work. This paper presents a general approach that requires a small amount of user effort to semi-automatically recognize text labels in heterogeneous raster maps. Our approach exploits a few examples of text areas to extract text pixels and employs cartographic labeling principles to locate individual text labels. Each text label is then rotated automatically to horizontal and processed by conventional OCR software for character recognition. We compared our approach to a state-of-art commercial OCR product using 15 raster maps from 10 sources. Our evaluation shows that our approach enabled the commercial OCR product to handle raster maps and together produced significant higher text recognition accuracy than using the commercial OCR alone. In these map/text couples, maps give a spatial portrayal of the text issues, thus they make the spatial issues easier to understand. TEXTOMAP aims to design the geographical window of the text, based on the notion of important toponyms according to text issues. The important toponym selection is based on indicators which may be spatial, linguistic or semantic. Examples of geographical window calculation are shown and compared with the corresponding CLAVIN geographical focus. The work is in progress and perspectives are offered.
