[Termes IGN] système d'information géographiqueRésumé : (Auteur) In the past decades, the damage due to natural and man-made disasters increased worldwide in amount and magnitude. According to the Munich Re Group, the year 2005 set a new record with overall losses exceeding US$ 210 billion and more than one hundred thousand people killed as a result of natural catastrophes. Hurricane Katrina which caused the New Orleans flood in the United States was the most expensive natural catastrophe loss in history. Rapid population growth, global climate changes and the over-exploitation of natural resources are mainly responsible for these disasters. To break and, if possible, reverse this negative trend, International Federation of Surveyors (FIG) implemented a working group in 2003 to identify the current and future needs for research and action in the field of disaster risk management. After three years of research in the form of expert meetings, as well as papers and posters presented at five FIG conferences, the International Federation of Surveyors published this report, which presents those application-oriented concepts, methods, and instruments deemed to enable effective disaster risk management. The report shows clearly that disaster risk reduction could (and should!) be an essential field of application for the surveyor/geomatics/engineer/geodesist/land manager professional. The wide scope of surveyors’ abilities —such as, land management, geodetic engineering, geo-informatics, satellite technology, and remote sensing— can make an important contribution to improving, simplifying, and shortening the disaster management process. In addition to these engineering skills and knowledge, good governance and capacity development are central components of implementing sustainable and effective disaster risk management. FIG intends to contribute effectively to the success of mitigating natural and man-made disasters. I wish to thank the members of the FIG Working Group 8.4, the sister organizations of FIG, and other organizations who have contributed to this publication for their constructive and helpful work. My special thanks go to Svein Tveitdal, Director of UNEP/DEC/DEPI, for supporting the FIG work and for acting jointly with FIG to make sustainable development for future generations a reality. [Termes IGN] toile d'araignée mondialeRésumé : (Auteur) Imagine a large metropolitan area in which many cities have installed different highway video monitoring systems, all connected to the World Wide Web. Imagine a transportation manager using a map display interface to select highway segments or intersections the manager wants to view using video. The monitors have been installed independently at different times by different vendors using different equipment and software, but all the vendors have implemented a set of standards that enable the user's application to discover, control and access all of the monitors in the same way. Many of those standards - the OGC(r)'s Sensor Web Enablement (SWE) standards - have been approved by the OGC's membership and are beginning to be deployed in solutions. [Termes IGN] visualisation de donnéesRésumé : (Auteur) The paper is written jointly by two parties, computer scientists specializing in geovisualization and experts in forestry, who cooperated within a joint project. The authors tell a story about an attempt of the geovisualizers to introduce the foresters to the concept and principles of exploratory data analysis and to the use of visualization for systematic and comprehensive data exploration. This endeavor should be considered as an informal experiment rather than a rigorous scientific study. Unlike customary tests of the usability of specific tools and techniques, the geovisualizers did not give the forestry specialists a series of tasks to carry out by applying geovisualization tools and did not try to measure how well the foresters performed. The idea of the geovisualizers was to demonstrate the principles and power of exploratory data analysis to the foresters by example. For this purpose, the geovisualizers performed an exploration of a non-trivial data set by themselves and reported the procedure, the principles, the techniques, and the findings to the foresters. The reaction of the foresters uncovered a range of fundamental issues that are relevant to geovisualization and information visualization research. The authors analyze these issues from their perspectives and formulate a set of questions which researchers in geovisualization should be asking.
