[Termes IGN] système d'information géographiqueRésumé : (Auteur) Le suivi de phénomènes géographiques avec un système d'information géographique (SIG) confronte l'utilisateur au problème de la gestion de la dimension temporelle. Des solutions existent ; la plupart sont techniques et spécifiques. Elles requièrent généralement des développements informatiques à façon, en fonction des phénomènes considérés. Mon travail développe une solution générique, formelle, fondée sur une méthode d'observation multi-niveaux et sur le concept de « portion de territoire ». Il s'attache, pour cela, à une étape particulière du processus de modélisation des phénomènes géographiques, fondé sur des données de même nature ; cette étape se situe entre la formalisation thématique et la formalisation technique. La méthode d'observation multi-niveaux propose de concevoir des indicateurs détaillés, simples à suivre dans un SIG et compatibles avec des informations existantes. Elle s'appuie sur une méthode d'agrégation qui lui permet d'intégrer des données de sources multiples pour créer des indicateurs relevant de niveaux différents et de domaines de caractérisation variés. L'objectif de la méthode d'observation multi-niveaux est de permettre aux utilisateurs de profiter des fonctionnalités d'analyse des SIG pour construire des informations utiles au suivi des phénomènes qu'ils étudient, à leur analyse, voire à une démarche plus prospective. La méthode propose des outils SIG de type tableau de bord et outils de veille, qui pourraient aider à prendre des décisions. [Termes IGN] raz-de-maréeRésumé : (Auteur) This paper outlines a new software tool, Water Modeler, which is a component of a Coastal Zone Decision Support System. The Water Modeler can analyze a time series of water-level records (tide gauge observations) to determine the risk associated with a high water level from a storm surge event or long-term sea-level rise. The new tool has been applied in two case studies in Nova Scotia, Canada, where coastal flood-risk maps have been derived from high-resolution LiDAR digital elevation models. The first case study is for Annapolis Royal on the Bay of Fundy side of the province, while the second looks at the Kingsburg area of Lunenburg County on the Atlantic shore. The Saint John, New Brunswick, and Halifax tide gauge records were used for Annapolis Royal and Kingsburg, respectively, in the Water Modeler to examine the risks of coastal flooding. The Groundhog Day storm of 1976, which caused coastal flooding around the Bay of Fundy, was used as a benchmark for Annapolis Royal. At current rates of sea-level rise, 22 cm/century, the average return period of this water level is 43 years (65 percent probability) and there is a very high probability (99 percent) that it will reoccur within 121 years. If relative sea-level rise rates increase to 80 cm/century from climate change, then the average return period reduces to 23 years, and there is a 99 percent probability of reoccurrence within 55 years. The benchmark storm used from the Halifax water record was Hurricane Juan, which occurred in September 2003. The cumulative flood-level probabilities were calculated for this water level and a return period of 95 years was determined, with an average return period of 52 years (65 percent probability) under current sea-level conditions. The combination of geomatics tools, such as high-resolution LiDAR digital elevation models (DEMs) for coastal flood inundation and the Water Modeler to estimate the associated risk, allows coastal communities to better plan for the future. [Termes IGN] système d'information géographiqueRésumé : (Auteur) Multicriteria analysis is a set of mathematical tools and methods allowing the comparison of different alternatives according to many criteria, often conflicting, to guide the decision maker towards a judicious choice. Multicriteria methods are used in spatial context to evaluate and compare spatial decision alternatives, often modeled through constraint-based suitability analysis and represented by point, line, and polygon features or their combination, and evaluated on several space-related criteria, to select a restricted subset for implementation. Outranking methods, a family of multicriteria methods, may be useful in spatial decision problems, especially when ordinal evaluation criteria are implied. However, it is recognized that these methods, except those devoted to multicriteria classification problems, are subject to computational limitations with respect to the number of alternatives. This paper proposes a framework to facilitate the incorporation and use of outranking methods in geographical information systems (GIS). The framework is composed of two phases. The first phase allows producing a planar subdivision of the study area obtained by combining a set of criteria maps; each represents a particular vision of the decision problem. The result is a set of non-overlapping spatial units. The second phase allows constructing decision alternatives by combining the spatial units. Point, line and polygon feature-based decision alternatives are then constructed as an individual, a grouping of linearly adjacent or a grouping of contiguous spatial units. This permits us to reduce considerably the number of alternatives, enabling the use of outranking methods. The framework is illustrated through the development of a prototype and through a step-by-step application to a corridor identification problem. This paper includes also a discussion of some conceptual and technical issues related to the framework.
