[Termes IGN] transport de matières dangereusesRésumé : (Auteur) The transport phase is an often neglected element in the risk assessment of non-nuclear hazardous waste life cycles. Data on special and hazardous waste movements originally collected by the Greater London Council during the 1980s give detailed information about waste consignments from cradle to grave, including UK grid references for waste producer and disposal sites, total tonnage and hazard category. Aqueous special wastes were chosen as a case study in wich a geographic information system was used to model the routing of waste consignments. Deficiencies in the consignment records required several assumptions to be made and various scenarios explored. Roads identified as likely to see passage of these waste materials, together with the estimated levels of tanker traffic, were then integrated with information on accident probabilities, groundwater vulnerability and the distribution of population to evaluate the risks the waste movements posed to different localities. Comparisons between specific disposal sites were undertaken and these assessments were also expanded to encompass the wider region. New and redesigned settlements are needed but appropriate plots of land are not usually available. A more efficient distribution of land is required. Land readjustment is one of the approaches to deal with these urbanisation problems. This paper briefly explains the land readjustment process and its potential use in urban development, then illustrates the development of a GIS-based land readjustment model for better land management in rural-to-urban land-use change procedures. [Termes IGN] utilisation du solRésumé : (Auteur) Urban planners are often confronted with complex urbanization issues which they cannot adequately address with their usual analytical tools. Among these issues, the redevelopment of derelict industrial sites, the protection of natural and urban landscapes against uncontrolled growth and the enhancement of the manmade environment, are but a few that the metropolitan region of Paris (Ile-de-France) is facing. To improve its planning instruments, IAURIF set up a GIS, the regional Geographic Information System (SIGR). It was applied in the framework of a master planning study concerning a strategic sector of the region : the Val-de-Seine. Located in the innerring of the metropolis, this area encompasses a section of the seine river along wich significant redevelopments occur due strong economic and real estate pressures. Most of the old industries formerly located on the river banks are shuting down and are being replaced by middle-rise office and housing developments. At the same time, major infrastructure works, both for new expressways, a tramway and a subway, are programmed in the sector. All these transformations, if not coherently planned, may threaten the historical landscape which constitute a major asset of the site. To address these issues, the study team developed a specific SIGR application aimed at analyzing past and potential land use changes. Base on a multidate comparison of 1982' and 1990' land use inventories, and on the combination of various layers such as building permits, building conditions, or cadastral parcels, this application significantly enhanced the scope of the study. [Termes IGN] système d'information géographiqueRésumé : (Auteur) This paper shortly addresses some prospects and problems of effectively using GIS technology for urban management & spatial planning purposes. It will be argued that GIS technology will have to be embedded in the framework of Spatial Decision Support Systems (SDSS) to become a more complete tool for spatial planning & policy making. After a short discussion of mainstream urban GIS applications and a review of the principal characteristics of SDSS, two examples of recent ITC research in this field will be describes : a prototype SDSS for school siting and a knowledge based GIS for urban property valuation. Both examples are integrated systems composed of a GIS, a modelbase, a domain specific user interface and a proprietary, rule-based expert system shell. The examples clearly indicate that an SDSS provides an environment where the check-list like part of planning and the generation of alternative scenarios can be handled by the system thus releasing the planner to concentrate on strategic tasks. Whether SDSS' will evolve to become really intelligent planning machines', however, remains to be seen. Much will depend on the particular application and the political context of the decision making environment. [Termes IGN] urbanisationRésumé : (Auteur) Simulation models are increasingly applied in the field of spatial planning. The frequently farreaching consequences of policy decisions have led to a growing need among policymakers for gaining the clearest possible insight into the advantages and disadvantanges of policy goals. This has contributed to a wider range of simulation models becoming available, which fortunately - by means of user-friendly interfaces - can also be used more and more by people who are not experts on the subject of models. In this article, a prototype of a simulation model will be presented, which will enable the users to determine, on the basis of alternative policy goals, which locations should be used for house building. Subsequently, the locations concerned can be examined as to what extent they will be able to meet future needs for expansion. This model has been called WODGIS, which is a contraction of the names of the two major components. Indeed, the WODYN-model is used for simulating developments on the housing market, while a GIS-application is used for selecting potential building sites. With this WODGIS-model, an attempt is made to demonstrate that the integration of existing model applications offers new uses. An attempt wich, however, is regarded as a first step in a process of development towards a fully integrated simulation model for making spatial effect-analyses.
