[Vedettes matières IGN] GénéralisationRésumé : (Auteur) Le travail présenté est issu d'une collaboration entre l'IGN et l'IFN (Inventaire forestier national), organisme en charge de l'inventaire permanent de la ressource forestière nationale. L'objectif est de mutualiser la production des données vectorielles relatives aux zones de forêt pour constituer un « fond vert » commun à partir duquel chacun pourrait dériver les données répondant à ses propres besoins. Le laboratoire COGIT a étudié dans quelle mesure il était possible de passer automatiquement des données végétation de l'IGN à ce fond vert commun, puis à des données répondant aux besoins propres des partenaires. Les techniques utilisées pour cela sont d'une part la généralisation pour simplifier les données, et d'autre part l'appariement pour mettre en correspondance des données saisies indépendamment. Cette étude testée sur trois zones représentatives a montré la faisabilité d'un processus de généralisation et d'intégration automatique répondant aux besoins des deux organismes. Elle a débouché sur une mise en production effective de certaines des propositions faites. [Termes IGN] web 2.0Résumé : (Auteur) The Internet has spawned the development of virtual communities or virtual social networks which generate and share information with one another, and with the public at large. Volunteered geographical information (VGI) refers to user-generated content that is made available as base data on public mapping websites or as third party data overlaid on virtual globes such as Google Earth and NASA World Wind. Several attempts have been made to determine and categorise what motivates the contributors of VGI. However, while the contributors themselves might generally understand VGI, this is not necessarily the case amongst geographical information professionals at large. We used a questionnaire to explore this by gathering data on the perceptions held by geographical information professionals of virtual globes, VGI, and spatial data infrastructures (SDI). These perceptions are important because they influence how VGI and virtual globes will be used in the future for more formal SDI environments of official mapping agencies and other official custodians of spatial data. The questionnaire was administered at a meeting in Addis Ababa, Ethiopia, in April 2009 and at another in Ekurhuleni, South Africa, in June 2009. The results are reported on here. Some of the results confirm previous research, while others raise questions that warrant further research. [Termes IGN] toitRésumé : (Auteur) This paper presents a solution framework for the segmentation and reconstruction of polyhedral building roofs from aerial LIght Detection And Ranging (lidar) point clouds. The eigenanalysis is first carried out for each roof point of a building within its Voronoi neighborhood. Such analysis not only yields the surface normal for each lidar point but also separates the lidar points into planar and nonplanar ones. In the second step, the surface normals of all planar points are clustered with the fuzzy k-means method. To optimize this clustering process, a potential-based approach is used to estimate the number of clusters, while considering both geometry and topology for the cluster similarity. The final step of segmentation separates the parallel and coplanar segments based on their distances and connectivity, respectively. Building reconstruction starts with forming an adjacency matrix that represents the connectivity of the segmented planar segments. A roof interior vertex is determined by intersecting all planar segments that meet at one point, whereas constraints in the form of vertical walls or boundary are applied to determine the vertices on the building outline. Finally, an extended boundary regularization approach is developed based on multiple parallel and perpendicular line pairs to achieve topologically consistent and geometrically correct building models. This paper describes the detail principles and implementation steps for the aforementioned solution framework. Results of a number of buildings with diverse roof complexities are presented and evaluated. [Termes IGN] système complexeRésumé : (Auteur) Many researchers throughout the world have been struggling to better understand and describe spatial data infrastructures (SDIs). Our knowledge of the real forces and mechanisms behind SDIs is still very limited. The reason for this difficulty might lie in the complex, dynamic and multifaceted nature of SDIs. To evaluate the functioning and effects of SDIs we must have a proper theory and understanding of their nature. This article describes a new approach to understanding SDIs by looking at them through the lens of complex adaptive systems (CASs). CASs are frequently described by the following features and behaviours: complexity, components, self-organization, openness, unpredictability, nonlinearity and adaptability, scale-independence, existence of feedback loop mechanism and sensitivity to initial conditions. In this article both CAS and SDI features are presented, examined and compared using three National SDI case studies from the Netherlands, Australia and Poland. These three National SDIs were carefully analysed to identify CAS features and behaviours. In addition, an Internet survey of SDI experts was carried out to gauge the degree to which they consider SDIs and CASs to be similar. This explorative study provides evidence that to a certain extent SDIs can be viewed as CASs because they have many features in common and behave in a similar way. Studying SDIs as CASs has significant implications for our understanding of SDIs. It will help us to identify and better understand the key factors and conditions for SDI functioning. Assuming that SDIs behave much like CASs, this also has implications for their assessment: assessment techniques typical for linear and predictable systems may not be valid for complex and adaptive systems. This implies that future studies on the development of an SDI assessment framework must consider the complex and adaptive nature of SDIs.
