Les données spatiales sont construites à partir des connaissances du territoire (l'information géographique), des moyens déployés lors de l'acquisition, des étapes ultérieures à son cycle de vie (création d'un système d'information) : la donnée a de multiples facettes qu'il est nécessaire de considérer pour assurer son utilisabilité14. J'analyse au sein de ce rapport le cycle de vie des données de la direction de l'environnement de la Province-Sud de Nouvelle Calédonie, en reprenant la grille de lecture des trajectoires-types d'appropriation des données. Pour cela, je considère les problématiques internes de la direction de l'environnement et celles liées aux travaux coopératifs impliquant d'autres organismes. Mon questionnement permanent est de comprendre les problématiques et de solutionner les disfonctionnements liés à l'utilisabilité des données géographiques dans l'organisation du système d'information à référence spatiale (SIRS) de la direction de l'environnement et plus largement ceux de la Province-Sud. Je présente enfin pourquoi un poste de géomaticien à la DENV est quasiment inévitable. Note de contenu : INTRODUCTION

Elaborate the theoretical concepts and methodologies needed for performing fast and automated QA/QC of ALS data. This embraces the definition of a methodology to automatically assess the quality of laser measurements and to evaluate the point-cloud coverage and homogeneity. A further objective is to establish a concept to assess the accuracy of derived surface models. 2. Implement the theoretical concepts in a fully functional in-flight QA/QC tool embedded in an ALS system. This requires merging data streams from different technologies (i.e. inertial navigation, GNSS positioning, laser measurements) in real-time (RT), developing its qualitative evaluation and presenting it to the system operator. 3. Provide a thorough analysis of the system performance using data acquired under real operating conditions. The objective is to demonstrate the usefulness of the provided QC information in-flight and to determine the achievable accuracies for ALS data processed in-flight. A particular attention is payed to the evaluations of benefits using real-time Kinematics (RTK) for improving the accuracy of the RT navigation, point-cloud generation and derivation of quality metrics. [Termes IGN] objet géographiqueRésumé : (Auteur) When integrating geo-spatial data sets, a join algorithm is used for finding sets of corresponding objects (i.e., objects that represent the same real-world entity). This article investigates location-based join algorithms for integration of several data sets. First, algorithms for integration of two data sets are presented and their performances, in terms of recall and precision, are compared. Then, two approaches for integration of more than two data sets are described. In one approach, all the integrated data sets are processed simultaneously. In the second approach, a join algorithm for two data sets is applied sequentially, either in a serial manner, where in each join at least one of the joined data sets is a single source, or in a hierarchical manner, where two join results can be joined. For the two approaches, join algorithms are given. The algorithms are designed to perform well even when location of objects are imprecise and each data set represents only some of the real-world entities. Results of extensive experiments with the different approaches are provided and analyzed. The experiments show the differences, in accuracy and efficiency, between the approaches, under different circumstances. The results also show that all our algorithms have much better accuracy than applying the commonly used one-sided nearest-neighbor join.
