[Termes IGN] Royaume-UniRésumé : (Auteur) Ces derniers mois, l'Ordnance Survey, établissement cartographique national de la Grande Bretagne a modifié sa façon d'utiliser la photogrammétrie pour mettre à jour ses bases de données topographiques à grande échelle. Parallèlement, la nature même de ses bases de données a changé, au fur et à mesure que se développait la notion de structure nationale de base de données numérique. On présente dans cet article cette structure nationale de base et la façon dont intervient l'Ordnance Survey dans ce cadre pour la saisie des données topographiques ainsi que les méthodes qu'il utilise pour parvenir. On s'attache surtout dans cet article à l'emploi de la photogrammétrie dans le processus de mise à jour, en décrivant les méthodes utilisées dans le passé, celles actuellement en service en production et les perspectives offertes par la photogrammétrie à l'avenir à l'Ordnance Survey. The National Framework Survey was conducted by the National States Geographic Information Council and the Federal Geographic Data Committee. This paper presents findings from that survey about locally produced geodetic control and cadastral framework data. Included are specifics about spatial accuracy, completeness, and different data production activities. While the survey results provide evidence of the substantial work being done on these framework themes, they also illustrate the difficulties that remain before achieving the state goal of a national spatial data infrastructure. The results suggest that data about geodetic control, cadastral reference and publicly owned land framework are being produced widely, bin with some differences of quality and content. Ultimately these findings raise a question as to future strategies for the development of an NSDI. In particular, the survey highlights the inevitable conflict of using locally produced data as a fundamental element within a much larger network of data. [Termes IGN] modèle numérique de surfaceRésumé : (Auteur) This paper proposes and illustrates a decision analytical approach to compare the value of alternative spatial data sets. In contrast to other work addressing value of information, its focus is on value of control. This is a useful concept when choosing the best data set for decision making under uncertainty due to error in the reported data. Application of the concept requires probabilistic accuracy measures and a loss function representing the cost of incorrect judgement about some target property. This is illustrated by an assessment of the suitability of two digital elevation models (DEMs) for determining the volume of sand required for building a container port. To demonstrate flexibility of the approach, accuracy assessment was based on both a random and a systematic sample of error data, using designbased estimation and model-based prediction, that is geostatistics. Analysis results included the expected loss for each combination of DEM and sampling strategy. These indicated that both DEMs were equally suitable for the intended use. Operational practicability of the method is highly dependent on the willingness of database producers to give access to sample information similar to the quick looks provided to potential users of remote sensing imagery.
