[Termes IGN] tarifRésumé : (Auteur) Should users pay for geo-data produced by government and institutions? This question has fostered a long and heated debate, often spiced by contributions fully in favour or fully opposed to free access. Based on an extensive review of the literature, and a knowledging that there is no-one-size-fits-all solution, the authors developed a framework for selecting proper funding models. Free access is the predominant model, but in some cases charging is both viable and justifiable. [Termes IGN] système d'information géographiqueRésumé : (Auteur) Both Geographic Information Systems and Information Retrieval have been very active research fields in the last decades. Lately, a new research field called Geographic Information Retrieval has appeared from the intersection of these two fields. The main goal of this field is to define index structures and techniques to efficiently store and retrieve documents using both the text and the geographic references contained within the text. We present in this paper two contributions to this research field. First, we propose a new index structure that combines an inverted index and a spatial index based on an ontology of geographic space. This structure improves the query capabilities of other proposals. Then, we describe the architecture of a system for geographic information retrieval that defines a workflow for the extraction of the geographic references in documents. The architecture also uses the index structure that we propose to solve pure spatial and textual queries as well as hybrid queries that combine both a textual and a spatial component. Furthermore, query expansion can be performed on geographic references because the index structure is based in an ontology. [Termes IGN] OCLRésumé : (Auteur) Integrity constraints can control topological relations of objects in spatial databases. These constraints can be modelled using formal languages such as the spatial extension of the Object Constraint Language (Spatial OCL). This language allows the expression of topological integrity constraints involving crisp spatial objects but it does not support constraints involving spatial objects with vague shapes (e.g. forest stand, pollution zone, valley or lake). In this paper, we propose an extension of Spatial OCL based on (1) a geometric model for objects with vague shapes, and (2) an adverbial approach for modelling topological constraints involving regions with broad boundaries. This new language provides an easiness in the formal modelling of these complex constraints. Our approach has been implemented in a code generator. A case study is also presented in the paper in the field of agriculture spreading activities. AOCL OVS takes account of the shape vagueness of spread parcel and improve spatial reasoning about them. [Termes IGN] utilisation du solRésumé : (Auteur) We examined the impact of temporal dependence between patterns of error in classified time-series imagery through a simulation modeling approach. This research extended the land-cover-change simulation model we previously developed to investigate: (1) the assumption of temporal independence between patterns of error in classified time-series imagery; and (2) the interaction of patterns of change and patterns of error in a post-classification change analysis. In this research, the thematic complexity of the classified land-cover maps was increased by increasing the number of simulated land-cover classes. Simulating maps with increased categorical resolution permitted the incorporation of: (1) higher-order, more complex spatial and temporal interactions between land-cover classes; and (2) patterns of error that better reproduce the complex error interactions that often occur in time-series classified imagery. The overall modeling framework was divided into two primary components: (1) generation of a map representing true change; and (2) generation of a suite of change maps that had been perturbed by specific patterns of error. All component maps in the model were produced using simulated annealing, which enabled us to create a series of map realizations with user-defined spatial and temporal patterns. Comparing the true map of change to the error-perturbed maps of change using accuracy assessment statistics showed that increasing the temporal dependence between classification errors did not improve the accuracy of resulting maps of change when the categorical scale of the land-cover classified maps was increased. The increased structural complexity within the time series of maps effectively inhibited the impact of temporal dependence. However, results demonstrated that there are interactions between patterns of error and patterns of change in a post-classification change analysis. These interactions played a major role in determining the accuracy associated with the maps of change. [Termes IGN] série temporelleRésumé : (Auteur) Doppler Orbitography Radiopositionning Integrated by Satellite (DORIS) is one of the four fundamental techniques contributing to the ITRF. The optimal coverage over the globe of the DORIS observing sites and sites co-located with GPS, allow a strong embedding of DORIS within the ITRF network. DORIS contributes to the access to ITRF through precise orbit determination of altimetric satellites with onboard DORIS receivers. The DORIS contribution to the ITRF2008 is enhanced by the fact that the solutions of seven analysis centers were included in the submitted combined time series of weekly station positions and daily polar motion. We evaluate the quality of the DORIS combined solution in terms of its agreement with the other techniques (VLBI, SLR, GPS) contributing to the ITRF2008 combination. We show in particular that the precisions of the current IDS products range between 1.5 to 2.6 mm for station positions (at the epochs of minimum variances); better than 1 mm/yr in velocities and between 170 and 260 micro-arc-seconds for polar motion, a significant improvement by a factor of three to five, compared to past data used in the ITRF2005 combination. This improvement is certainly due to improved analysis strategies employed by the seven IDS analysis centers that contributed to the combined weekly submitted solutions of station positions and polar motion. A spectral analysis of DORIS station height time series indicates that annual and semi-annual signals are dominant. However, TOPEX draconitic period of about 118 days is still detected in about 20% of the station position power spectra. DORIS height annual signals correlate well with GPS annual signal estimated at some co-located stations, which show that DORIS technique is able to detect loading signals.
