For some years prior to these agencies had each implemented a series of automation initiatives and strategies. These was also a small inter- agency government unit, set up to ensure co-ordination via a form of common indexing and linking ; however, this unit could not by itself achieve any significant degree of process integration or automation. The author describes the transition of cadastral surveying from a largely paper-based system serving a faily specific market and need to an automated system. [Termes IGN] traitement interactifRésumé : (Auteur) A rule-based expert system has been the most common artificial intelligence (AI) technique for system integration with geographic information systems (GIS) because of its simple rule structure. In this paper, a rule-based expert system is presented that uses an interactive question-and-answer sequence integrated with GIS for spatial data mapping. The integrated system consists of three main parts: expert, user and map. Rules can be constructed easily in the expert part using English. Users can derive a solution to a specific problem from the rules in the user part through the interactive question-and-answer sequence. The solution can then be mapped directly in the GiS (map) part. This system is applied to the interactive interpretation and mapping of aerial photographs for an urban area. The land-uselland-cover map results in 93.44 percent overall accuracy with a kappa index of 0.9288. The right of ownership to a parcel gives the right to use the volume above and below the parcel. As long as there is only one user on a parcel the cadastral registration, which is based on a division of land in parcels, is sufficient to provide insight into the property situation. However, problems occur when different types of use with different owners are located on top of each other, e.g. a parking garage or shopping mall below an apartment complex or a tunnel. Multifunctional use of space is becoming more important and the value of property has increased considerably during the last decennia. Also, not the land itself but the construction above, on or below the land has become the most valuable object. Because of these developments, the current cadastre should better reflect the true principle of property rights that entitle persons to volumes or constructions and not to just a surface. In addition a growing attention for risk management requires a cadastral registration that provides insight into 3D property situations.
In the thesis '3D Cadastre' it is studied how cadastral registration can provide insight into 3D property situations. The research has resulted in an extensive background analysis, conceptual models for a 3D cadastre, prototypes and recommendations. The thesis shows the major preconditions to establish a 3D cadastre within current and future juridical, technical and cadastral frameworks.Note de contenu : 1 Introduction

Le projet de Base de données Renseignement Terrain (BDRT) initié à la SGM vise à mettre en place un programme de capitalisation de données géographiques. L'objectif du stage est d'étudier et valider le modèle de la base centralisée de données géographiques conçu précédemment, de vérifier le processus de chargement des données et d'élaborer une étude fonctionnelle. Au travers du dossier d'analyse fonctionnelle, des problèmes ont pu être identifiés ainsi que des solutions. Note de contenu : INTRODUCTION
