[Termes IGN] Trinité-et-TobagoRésumé : (Auteur) The levels of GIS use in local government departments in the U.K and in Government Departments in Trinidad and Tobago are examined. A representative sample of 22 local government departments in England and Wales and 10 government departments in Trinidad was used. The “success” in the level of GIS use as well as implementation approaches was evaluated based on two sets of five indicators derived from the literature. The indicators were used as benchmarks against which the performance of the departments was assessed and ranked. The results indicate that GIS use and implementation levels vary. These variations showed a significant relationship to the approach adopted by each of the authorities in introducing and implementing GIS. The outcomes also indicate that GIS implementation and usage in Trinidad and Tobago are similar to those in the U.K. but with a time lag of about five years. [Termes IGN] réseau routierRésumé : (Auteur) Recent growth of the geospatial information on the web has made it possible to easily access a wide variety of spatial data. The ability to combine various sets of geospatial data into a single composite dataset has been one of central issues of modern geographic information processing. By conflating diverse spatial datasets, one can support a rich set of queries that could have not been answered given any of these sets in isolation. However, automatically conflating geospatial data from different data sources remains a challenging task. This is because geospatial data obtained from various data sources may have different projections, different accuracy levels and different formats (e.g., raster or vector format), thus resulting in various positional inconsistencies. Most of the existing algorithms only deal with vector to vector data conflation or require human intervention to accomplish vector data to imagery conflation. In this paper, we describe a novel geospatial data fusion approach, named AMS-Conflation, which achieves automatic vector to imagery conflation. We describe an efficient technique to automatically generate control point pairs from the orthoimagery and vector data by exploiting the information from the vector data to perform localized image processing on the orthoimagery. We also evaluate a filtering technique to automatically eliminate inaccurate pairs from the generated control points. We show that these conflation techniques can automatically align the roads in orthoimagery, such that 75% of the conflated roads are within 3.6 meters from the real road axes compared to 35% for the original vector data for partial areas of the county of St. Louis, MO. [Termes IGN] système d'information géographiqueRésumé : (Auteur) Census is the count or inventory of specific phenomenon, such as population, wild life, industry, livestock etc. Another aspect is that census is carried out periodically to show the changing trends of the phenomenon and state. Space based imaging systems, from their vantage position, has unambiguously demonstrated their capability in providing vital information on natural resources. With the availability of high-resolution multi-spectral and panchromatic earth observation images and geographic information system, can we now consider a natural resources census? The census of natural resources - land, water, soils, forests and other elements conducted in a systematic manner and with a repeat cycle to depict changes and modifications can provide a "snap-shot" of a country's status of natural resource at a particular moment of time and help in identifying areas of rapid and significant changes, which can be monitored in detail. Such inventory with periodic monitoring would help in managing the natural resources and will provide inputs to meet the demands of large population in terms of more food production, more energy generation, water management, better civic amenities, more infrastructure built-up and increasing per-capital expenditure for maintaining a quality of life. In India, Natural Resources Census (NRC) programme has been conceptualized and is being implemented. The NRC will use Indian Remote Sensing satellite images and prepares natural resources information layers of 7 key themes (land use/land cover, soil, geomorphology, vegetation, snow/glacier, land degradation, wetlands) at 1:50,000 scale with the periodicity of 5-20 years for different themes. The NRC maps and data support the repository of natural resources information and contribute to the operationalisation of a spatial data infrastructure (SDI). Recognising that standardization of methodology for mapping and spatial database generation to enable NRC for SDI is important, few proto-type NRC studies has been conducted. This paper discusses the concept of a nation-wide NRC programme and the results of one of the proto-type studies (Bangalore urban district) that India has carried out. The concept, methodology and standards suggested for NRC will be certainly useful for any country. [Termes IGN] réseau géodésique localRésumé : (Auteur) L'analyse des réseaux géodésiques est une phase incontournable dans le processus de leur établissement. Elle permet de contrôler la qualité du réseau qui est caractérisée non seulement par la précision, mais aussi par la fiabilité et la robustesse du réseau :
- La fiabilité permet la détection des observations discordantes (outliers) non détectables par l'analyse statistique usuelle.
- L'analyse de robustesse est basée sur la combinaison de la fiabilité et de la déformation du réseau. Elle permet une évaluation fine des effets des erreurs d'observations sur les points du réseau, en termes de robustesse en échelle, en configuration et en orientation. Le présent article présente ces outils et leur application pour l'analyse des réseaux géodésiques. Les résultats obtenus lors des tests effectués sur un réseau cadastral de la ville d'Oran (Algérie), comportant 45 points dont 8 points d'appui, sont jugés acceptables en vue de la précision exigée en cadastre (+ 5.4 cm). L'évaluation de la fiabilité a permis la détection d'erreurs de l'ordre de 4 mgon dans les observations. La moyenne de leurs effets sur les paramètres du réseau est de l'ordre de 0.6 mgon en orientation et de 6.9 cm en planimétrie. La robustesse du réseau en termes de configuration, d'échelle et d'orientation est, respectivement, en moyenne de l'ordre de 190 ppm, 15 ppm et 12.6 mgon. Dans les zones de faiblesse du réseau, les valeurs de la robustesse sont importantes et ceci est dû au manque de redondance des observations.
