[Termes IGN] vulnérabilitéRésumé : (Auteur) In disaster insurance and reinsurance, GIS has been used to visualize and manage geospatial data and to help vulnerability and risk analysis for years. However, hazard insurance is a multidisciplinary issue that involves complex factors and uncertainty. GIS, if used alone, has limited functionality due to poor incorporation of intelligence and spatial statistics. The Spatial Decision Support System (SDSS) presented in this paper, addresses some of the deficiencies of traditional GIS, by providing powerful tools to support disaster insurance pricing that involves procedural and declarative knowledge. In the SDSS, the knowledge-based system shell, using the open-source CLIPS and supporting fuzziness and uncertainty, can be applied in at least three phases: hazard simulation, fuzzy comprehensive evaluation of risk, and query for insurance pricing. The libraries of statistics and spatial statistics provide a robust support for analysis of spatial factors, including spatial correlation between zones vulnerable to hazard and spatial variation of exposures. The GIS components provide sophisticated visualization and database management support for geospatial data, helping easily locate the insured points and risk zones as well as exploratory analysis of spatial data. Standard database management interfaces are used to manage other aspatial data. COM, an industry-wide interface protocol, tightly integrates these technologies (the expert shell, GIS, spatial statistics and DBM within an integral system), and can be used to develop mixed complex algorithms in support of other COM objects. An application of typhoon insurance pricing is demonstrated with a case study in Guangdong, China. Developed as a suite of generic tools with abilities to deal with the complex problem of disaster insurance involving spatial factors and field knowledge, this prototype SDSS can also be applied to other disaster insurance and fields that involve similar spatial decision making. [Termes IGN] utilisation du solRésumé : (Auteur) This paper is concerned with building up methodological guidelines for modelling urban land-use change through Geographical Information Systems, remote sensing imagery and Bayesian probabilistic methods. A medium-sized town in the west of Sào Paulo State, Bauru, was adopted as a case study. Its urban structure was converted into a 100m x 100m resolution grid and transition probabilities were calculated for each grid cell by means of the 'weights of evidence' statistical method and upon the basis of the information related to the technical infrastructure and socio-economic aspects of the town. The probabilities obtained from there fed a cellular automaton simulation model-DINAMICA-developed by the Centre for Remote Sensing of the Federal University of Minas Gerals (CSR-UFNIG), based on stochastic transition algorithms. Different simulation outputs for the case study town in the period 1979-1988 were generated, and statistical validation tests were then conducted for the best results, employing a multiple resolution fitting procedure. This modelling experiment revealed the plausibility of adopting Bavesian empirical methods based on the available knowledge of technical infrastructure and socio-economic status to simulate urban land-use change. It indicates their possible further applicability for generating forecasts of growth trends both for Brazilian cities and cities world-wide. [Termes IGN] prédictionRésumé : (Auteur) This paper compares two land change models in terms of appropriateness for various applications and predictive power. Cellular Automata Markov (CA-Markov) and Geomod are the two models, which have similar options to allow for specification of the predicted quantity and location of land categories. The most important structural difference is that CA-Markov has the ability to predict any transition among any number of categories, while Geomod predicts only a one-way transition from one category to one alternative category. To assess the predictive power, each model is run several times to predict land change in central Massachusetts, USA. The models are calibrated with information from 1971 to 1985, and then the models predict the change from 1985 to 1999. The method to measure the predictive power: 1) separates the calibration process from the validation process, 2) assesses the accuracy at multiple resolutions, and 3) compares the predictive model vis-A-vis a null model that predicts pure persistence. Among 24 model runs, the predictive models are more accurate than the null model at resolutions coarser than two kilometres, but not at resolutions finer than one kilometre. The choice of the options account for more variation in accuracy of runs than the choice of the model per se. The most accurate model runs are those that did not use spatial contiguity explicitly. For this particular study area, the added complexity of CA-Markov is of no benefit. [Termes IGN] végétationRésumé : (Auteur) Covering soils with vegetation during the fallow and planting seasons is one of the main ways to reduce water pollution, by restricting pollutant fluxes to aquatic systems. The bare soil/vegetation ratio monitoring can be carried out daily with a coarse spatial resolution using SPOT VEGETATION (1 km). Nevertheless, land-cover changes detected at a regional scale with this ratio may be due to winter vegetation cover changes as well as the influence of climatic events. Therefore, observed changes have to be validated from a local-scale analysis with higher spatial resolution data. The aim of this study is to develop a technique that allows high or low variations detected at a regional scale to be assessed from SPOT VEGETATION images with data acquired at a higher scale, SPOT High Resolution Visible and Infrared images in our case. In this study, the link between the images from the two sensors is achieved from the design of an artificial neural network method based on a Kohonen self-organizing map. The originality of this method lies in the use of external knowledge from ground observations and the use of temporal behavior to solve such a change of scale. Results of testing this method by using a potential change map based on the last few years' land-cover observations have shown a good correspondence between the observed and predicted bare soil/vegetation balance with regards to the spatial resolution difference between the two sensors. The methodology is applied to processes of residential spread in a part of the commuting periphery of Brussels. The model hypothesizes that households effect on urban development, through their valuation of neighbourhood externalities. A coarse sensitivity analysis is undertaken in order to explore the relationship between household neighbourhood preferences and emerging spatial morphologies. These macro structures are measured with different indices in order to parameterize the model.
