[Termes IGN] volcanRésumé : (Auteur) An innovative, Advanced Very High Resolution Radiometer (AVHRR)-based technique for improved automatic detection of volcanic Hotspots and thermal anomalies is proposed in this paper. It is mainly based on a multitemporal analysis of historical, long-term satellite records. Such a technique basically rests on the Robust AVHRR Techniques (RAT) approach, which has been already successfully applied to sevreral natural and environmental emergencies (e.g., fires, floods, earthquakes). In this work, the proposed technique has been tested on an extended set of eruptive events of Mt. Etna and Stromboli volcanoes. Results achieved, in terms of reliability (low false alarm rate) as well as of effectiveness (detection sensitivity), are described in detail. Moreover, the potential in low-level thermal anomaly detection, as possible pre-eruptive thermal signs, is also addressed and preliminary results obtained for a couple of events, discussed. The study cases here presented show the benefits of such a technique especially when different observational conditions (time/season of pass, atmospheric moisture content, solar illumination, satellite angles of view, etc.) are considered, making such a method globally applicable. The future prospects, also in terms of possible operational scenarios, coming from the implementation of such an approach on the new generation of satellite sensors (such as SEVIRI aboard Meteosat Second Generation) are also discussed. [Termes IGN] système d'information géographiqueRésumé : (Documentaliste) Afin de pouvoir étudier l'évolution du site dénommé Barels, groupement de hameaux de la commune de Guillaumes (Alpes-maritimes), le cadastre napoléonien de la commune a été numérisé. Les plans ont été numérisés, puis géoréférencés et les limites de parcelles ont été vectorisées. Les auteurs ont ainsi disposé du cadastre, des états de section et des matrices cadastrales. Ces différentes couches d'information interrogeables avec ArcView ont permis de réaliser des cartes et de mettre en évidence notamment, les aménagements des sols et le recul des terres cultivées au profit du pastoralisme. Les professions réglementées ne sont pas épargnées car la volonté de Bruxelles est très nettement de supprimer les activités monopolistiques. De nombreuses professions en France s'y opposent pour ce qui est des activités exercées pour le compte de l'Etat. Pour les géomètres-experts français, il s'agit de préserver de toute concurrence étrangère les travaux de délimitation foncière découlant de leur délégation de puissance publique. Les débats sont très vifs sur ce point et le résultat encore incertain. Ce qui est sûr en revanche, c'est que le territoire français doit, sous la pression de Bruxelles, s'ouvrir aux géomètre des autres pays. Ce qui entraîne une reconnaissance mutuelle des qualifications. Le diplômé d'un Etat membre doit pouvoir exercer dans un autre Etat membre. La profession doit se faire à une nouvelle donne : la concurrence étrangère. A elle de la transformer en chance, en conquérant des marchés à l'exportation en Europe, mais également dans le monde... Les opportunités existent, mais les géomètres-experts français ne sont pour l'heure pas assez réactifs. Elle a eu recours à ArcView 8.3 et à son extension Spatial Analyst pour programmer l'import des données sous Oracle relevées le jour même, les interpoler avec une méthode de krigeage et automatiser la mise en page pour diffuser une carte de la pollution à l'ozone sur la zone étudiée. Cette publication sur Internet a rencontré un vif succès et l'an prochain, l'association souhaite mettre en ligne des cartes de prévisions. [Termes IGN] transformation en ondelettesRésumé : (Auteur) Filtering the airborne laser scanner data is challenging due to the complex distribution of objects on Earth's surface and it is still in development stage. This problem has been investigated so far with varieties of algorithms, but they suffer from different magnitudes of drawbacks. This study proposed a new and improved hybrid method based on multi-resolution analysis. Wavelet was adopted in this multi-resolution clustering approach. It enabled the classification of objects based on their size and the efficiency to filter out unwanted information at a specific resolution, and the proposed algorithm is named the ALSwave (Airborne Laser Scanner Wavelet) method. ALSwave has been tested on two data sets acquired over the urban areas of Tokyo, Japan and Stuttgart, Germany. The results showed a well-filtered, bare earth surface coupled with acceptable computational time. The accuracy assessment was carried out by comparison between the filtered bare earth surface by ALSwave and the manually filtered surface. The Root Mean Square Error (RMSE) follows a linear relationship with respect to terrain slope. This wavelet-based approach has opened a new way to filter the raw laser data that subsequently generates fast and more accurate digital terrain models.
