[Termes IGN] qualité des donnéesRésumé : (auteur) OpenStreetMap (OSM) produces a huge amount of labeled spatial data, but its quality has always been a deep concern. Numerous quality issues have been discussed in the vast literature, while the fitness of OSM for road navigability is only partly explored. Navigability depends on logical consistency, which focuses on the existence of logical contradictions within a data set. Researchers have discussed the insufficiency of established methods and the lack of a computational paradigm to assess the quality of the OSM data. To address the research gaps, the current work extended the capabilities of the Quantum GIS Processing Toolbox for assessment of spatial data. The models and scripts developed are able to assess logical consistency based on geographical topological consistency, semantic information, and morphological consistency. The established and proxy indicators are selected for measuring the logical consistency of OSM data for navigability. For empirical validation, OSM Punjab data are compared with authoritative data from HERE (proprietary) and the Remote Sensing Centre (RSC), Punjab, India. The results conclude that even the proprietary road data sets are not free from logical inconsistencies and data contributed by the masses are credible and navigable. OSM has produced better results than the RSC, but needs more crowd contributions to improve its quality. [Termes IGN] Réunion, île de laRésumé : (Auteur) In the study described here, the capability of space-borne high-resolution L-band synthetic aperture radar (SAR) images (ALOS-2/PALSAR2 data in StripMap SM1 mode) for deriving and mapping two components of the deformation of slow landslides has been investigated. The deformation characterization was carried out on the basis of sub-pixel correlation offset tracking techniques and differential SAR interferometry. On the Hell-Bourg landslide (located on La Réunion Island, with displacements up to about 1 m/year), the deformation maps produced performed significantly better than the C-band or lower-resolution SAR data used in previous studies. A comparison was carried out with Global Navigation Satellite System data acquired on the test site. Even with a reduced image set (seven acquisitions), detailed deformation maps and information on deformation evolution during 2014–2016 could be generated. The combination of L-band data and high resolution was the source of the improved performance provided by this new kind of data. [Termes IGN] vapeur d'eauRésumé : (auteur) In this article, a methodology to retrieve the precipitable water vapor (PWV) from a differential interferometric time series is presented. We used external data provided by atmospheric weather models (e.g., ERA-Interim reanalysis) to constrain the initial state and by Global Navigation Satellite System (GNSS) to phase ambiguities elimination introduced by phase unwrapping algorithm. An iterative least-square is then used to solve the optimization problem. We applied the presented methodology to two time series of differential PWV maps estimated from synthetic aperture radar (SAR) images acquired by the Sentinel-1A, over the southwest part of the Appalachian Mountains (USA). The results were validated using an independent GNSS data set and also compared with atmospheric weather prediction data. The GNSS PWV observations show a strong correlation with the estimated PWV maps with a root-mean-square error less than 1 mm. These results are very encouraging, particularly for the meteorology community, providing crucial information to assimilate into numerical weather models and potentially improve the forecasts. [Termes IGN] typologieRésumé : (auteur) Addressing environmental governance conflicts requires the adoption of a complexity approach to carry out an adaptive process of collective learning, exploration, and experimentation. In this article, we hypothesize that by integrating community-based participatory mapping processes with internet-based collaborative digital mapping technologies, it is possible to create tools and spaces for knowledge co-production and collective learning. We also argue that providing a collaborative web platform enables these projects to become a repository of activist knowledge and practices that are often poorly stored and barely shared across communities and organizations. The collaborative Webmap of Water Conflicts in Andalusia, Spain, is used to show the benefits and potential of mapping processes of this type. The article sets out the steps and methods used to develop this experience: (i) background check; (ii) team discussion and draft proposal; (iii) in-depth interviews, and (iv) integrated participative and collaborative mapping approach. The main challenge that had to be addressed during this process was to co-create a tool able to combine the two perspectives that construct the identity of integrated mapping: a data-information-knowledge co-production process that is useful for the social agents—the environmental activists—while also sufficiently categorizable and precise to enable the competent administrations to steer their water management. [Termes IGN] ville intelligenteRésumé : (auteur) Natural disasters such as flooding, wildfires, and mudslides are rare events, but they affect citizens at unpredictable times and the impact on human life can be significant. Citizens located close to events can provide detailed, real-time data streams capturing their event response. Instead of visualizing individual updates, an integrated spatiotemporal map yields ‘big picture’ event information. We investigate the question of whether information from affected citizens is sufficient to generate a map of an unfolding natural disaster. We built the Citizen Disaster Reaction Multi-Agent Simulation (CDR-MAS), a multi-agent system that simulates the reaction of citizens to a natural disaster in an urban region. We proposed an rkNN classification algorithm to aggregate the update streams into a series of colored Voronoi event maps. We simulated the 2018 Montecito Creek mudslide and customized the CDR-MAS with the local environment to systematically generate stream data sets. Our experimental evaluation showed that event mapping based on citizen update streams is significantly influenced by the amount of citizen participation and movement. Compared with a baseline of 100% participation, with 40% citizen participation, the event region was predicted with 40% accuracy, showing that citizen update streams can provide timely information in a smart city.
