[Termes IGN] United States Geological SurveyRésumé : (Auteur) When the means of production for national base mapping were capital intensive, required large production facilities, and had illdefined markets, Federal Government mapping agencies were the primary providers of the spatial data needed for economic development, environmental management, and national defense. With desktop geographic information systems now ubiquitous, source data available as a commodity from private industry, and the realization that many complex problems faced by society need far more and different kinds of spatial data for their solutions, national mapping organizations must realign their business strategies to meet growing demand and anticipate the needs of a rapidly changing geographic information environment. The National Map of the United States builds on a sound historic foundation of describing and monitoring the land surface and adds a focused effort to produce improved understanding, modeling, and prediction of landsurface change. These added dimensions bring to bear a broader spectrum of geographic science to address extant and emerging issues. Within the overarching construct of The National Map, the U.S. Geological Survey (USGS) is making a transition from data collector to guarantor of national data completeness; from producing paper maps to supporting an online, seamless, integrated database; and from simply describing the Nations landscape to linking these descriptions with increased scientific understanding. Implementing the full spectrum of geographic science addresses a myriad of public policy issues, including land and natural resource management, recreation, urban growth, human health, and emergency planning, response, and recovery. Neither these issues nor the science and technologies needed to deal with them are static. A robust research agenda is needed to understand these changes and realize The National Map vision. Initial successes have been achieved. These accomplishments demonstrate the utility of The National Map to the Nation and give confidence in evolving its future applications. [Termes IGN] vulnérabilitéRésumé : (Auteur) Assessing urban vulnerability to natural hazards such as earthquakes can be regarded as an ill-structured problem (i.e. a problem for which there is no unique, identifiable, objectively optimal solution). A review of the literature indicates a number of contrasting definitions of what vulnerability means, as well as numerous conflicting perspectives on what should or should not be included within the broad assessment of vulnerability in cities. This paper reports on the findings from a project in which a GIS methodology has been developed to assess urban vulnerability through a spatial analytical procedure. First, we highlight the deficiencies of current GIS approaches to urban vulnerability analysis and discuss the ill-structured nature of the vulnerability problem. We then propose a working definition for vulnerability assessment in which vulnerability is thought of as a spatial decision problem under the conditions of uncertainty. Next, we present a methodology to incorporate this definition into a GIS framework that combines elements from the techniques of spatial multicriteria analysis and fuzzy logic. The application of this methodology is then illustrated with a case study from Los Angeles County. The results suggest that the proposed methodology may provide a new approach for analyzing vulnerability that can add to our understanding of human/hazards interaction. They involve space and thematic information, which is subject to change in time, while history should be maintained. On the other hand, these structures may be irregular (i.e. they do not necessarily conform to a fixed schema), because associated data is usually collected based on different specifications and multiple resolutions. Hence, the representation of geographical entities in traditional data models, such as the relational or object-oriented, is not always feasible. In this respect, this paper investigates the use of semi-structured data (SSD) models -an innovative approach recently developed in Information Technology- for modelling dynamic geographical entities. A framework for the representation of geographic entities in Object Exchange Model (OEM), a popular model for semistructured data, is introduced. Additionally, it is shown how useful information can be extracted from such a representation using the LOREL query language for SSD. A simplified case study in the application domain of cadastre involving SSD is examined closely. [Termes IGN] zone semi-arideRésumé : (Auteur) Monitoring crop condition and production estimates at the state and county level is of great interest to the U.S. Department of Agriculture. The National Agricultural Statistical Service (NASS) of the U.S. Department of Agriculture conducts field interviews with sampled farm operators and obtains crop cuttings to make crop yield estimates at regional and state levels. NASS needs supplemental spatial data that provides timely information on crop condition and potential yields. In this research, the crop model EPIC (Erosion Productivity Impact Calculator) was adapted for simulations at regional scales. Satellite remotely sensed data provide a real-time assessment of the magnitude and variation of crop condition parameters, and this study investigates the use of these parameters as an input to a crop growth model. This investigation was conducted in the semi-arid region of North Dakota in the southeastern part of the state. The primary objective was to evaluate a method of integrating parameters retrieved from satellite imagery in a crop growth model to simulate spring wheat yields at the sub-county and county levels. The input parameters derived from remotely sensed data provided spatial integrity, as well as a real-time calibration of model simulated parameters during the season, to ensure that the modeled and observed conditions agree. A radiative transfer model, SAIL (Scattered by Arbitrary Inclined Leaves), provided the link between the satellite data and crop model. The model parameters were simulated in a geographic information system grid, which was the platform for aggregating yields at local and regional scales. A model calibration was performed to initialize the model parameters. This calibration was performed using Landsat data over three southeast counties in North Dakota. The model was then used to simulate crop yields for the state of North Dakota with inputs derived from NOAA-AVHRR data. The calibration and the state level simulations are compared with spring wheat yields reported by NASS objective yield surveys.
