[Termes IGN] qualité des donnéesRésumé : (auteur) Using volunteered geographic information (VGI) as a cost-saving environmental monitoring and public participation mechanism has been thought to be a proof of concept to assist environmental decision-making with insufficient managerial resources. However, research literature also often found institutional resistance when implementing VGI as part of the decision-making process. This research develops a conceptual framework as the foundation to conduct a cross-case comparison for four empirical cases in recreation and invasive species monitoring, but general enough for other such case comparisons. The VGI Reporting Assessment Framework (VGI-RAF) adopted aspects of the Decision Situation Assessment (DSA) framework as the foundation to address institutional flexibility, stakeholder dynamics, and technical considerations. Using a comparison can accumulate deep observations from cases and increase validity of insights through comparing processes. Results show that eight aspects of the VGI-RAF reveal the suitability of embedding voluntary information within existing institutional decision-making processes. VGI-RAF depicts considerations for: (1) existing participation arrangements, (2) institutional arrangements, (3) managers’ needs and stakeholder expectation, and (4) interaction mechanism and technical needs. The cross-comparison results indicate that a public participation mechanism should be accompanied by VGI development to increase effectiveness. Institutional arrangements should match local government's information needs with participants’ expectations. Knowledge gaps between institutional information needs and volunteer knowledge should be filled through technology enhancements. For ease of implementation and to promote long-term success, we recommend that volunteered information be connected with existing communication channels to minimize changes to existing information systems. [Termes IGN] système d'information géographiqueRésumé : (Auteur) Reconstructing past landscapes from historical maps requires quantifying the accuracy and completeness of these sources. The accuracy and completeness of two historical maps of the same period covering the same area in Israel were examined: the 1:63,360 British Palestine Exploration Fund map (1871–1877) and the 1:100,000 French Levés en Galilée (LG) map (1870). These maps cover the mountainous area of the Galilee (northern Israel), a region with significant natural and topographical diversity, and a long history of human presence. Land-cover features from both maps, as well as the contours drawn on the LG map, were digitized. The overall correspondence between land-cover features shown on both maps was 59% and we found that the geo-referencing method employed (transformation type and source of control points) did not significantly affect these correspondence measures. Both maps show that in the 1870s, 35% of the Galilee was covered by Mediterranean maquis, with less than 8% of the area used for permanent agricultural cropland (e.g., plantations). This article presents how the reliability of the maps was assessed by using two spatial historical sources, and how land-cover classes that were mapped with lower certainty and completeness are identified. Some of the causes that led to observed differences between the maps, including mapping scale, time of year, and the interests of the surveyors, are also identified. Point-cloud accuracy should be clearly differentiated from the accuracy of individual points, as it is influenced by positional errors and adjacent error spaces. Furthermore, it cannot be determined by the sum of positional errors. In this paper, it is proposed that the average error-ellipsoid model is favourable for evaluating the accuracy of point clouds. Central to this model is the computation of the overlap between adjacent error ellipsoids and the determination of a functional relationship between the average volume of error ellipsoids and the point-cloud accuracy. This paper outlines the key advantages of the proposed evaluation model, such as the capability of providing an estimate of local point-cloud accuracy. The effectiveness of the model is discussed using a validation experiment. [Termes IGN] variableRésumé : (auteur) Machine learning approaches such as random forest have increased for the spatial modeling and mapping of continuous variables. Random forest is a non-parametric ensemble approach, and unlike traditional regression approaches there is no direct quantification of prediction error. Understanding prediction uncertainty is important when using model-based continuous maps as inputs to other modeling applications such as fire modeling. Here we use a Monte Carlo approach to quantify prediction uncertainty for random forest regression models. We test the approach by simulating maps of dependent and independent variables with known characteristics and comparing actual errors with prediction errors. Our approach produced conservative prediction intervals across most of the range of predicted values. However, because the Monte Carlo approach was data driven, prediction intervals were either too wide or too narrow in sparse parts of the prediction distribution. Overall, our approach provides reasonable estimates of prediction uncertainty for random forest regression models.
