[Termes IGN] urbanisationRésumé : (éditeur) In current times, highly complex and urgent policy problems--e.g., climate change, rapid urbanization, equitable access to key services, land rights, and massive human resettlement--challenge citizens, NGOs, private corporations, and governments at all levels. These policy problems, often called 'wicked', involve multiple causal factors, anticipated and unanticipated effects, as well as high levels of disagreement among stakeholders about the nature of the problem and the appropriateness of solutions. Given the wickedness of such policy problems, interdisciplinary and longitudinal research is required, integrating and harnessing the diverse skills and knowledge of urban planners, anthropologists, geographers, geo-information scientists, economists, and others. This Special Issue promotes innovative concepts, methods, and tools, as well as the role of geo-information, to help (1) analyze alternative policy solutions, (2) facilitate stakeholder dialogue, and (3) explore possibilities for tackling wicked problems related to climate change, rapid urbanization, equitable access to key services (such as water and health), land rights, and human resettlements in high-, middle-, and low-income countries in the North and South. Such integrative approaches can deepen our understanding of how different levels of government and governance reach consensus, despite diverging beliefs and preferences. Due to the particularly complex spatiotemporal characteristics of wicked policy problems, innovative concepts, alternative methods, and new geo-information tools play a significant role. [Termes IGN] temps réelMots-clés libres : LEO constellation enhanced GNSS Résumé : (Auteur) Global Navigation Satellite System (GNSS) has been widely used in many geosciences areas with its Positioning, Navigation and Timing (PNT) service. However, GNSS still has its own bottleneck, such as the long initialization period of Precise Point Positioning (PPP) without dense reference network. Recently, the concept of PNTRC (Positioning, Navigation, Timing, Remote sensing and Communication) has been put forward, where Low Earth Orbit (LEO) satellite constellations are recruited to fulfill diverse missions. In navigation aspect, a number of selected LEO satellites can be equipped with a transmitter to transmit similar navigation signals to ground users, so that they can serve as GNSS satellites but with much faster geometric change to enhance GNSS capability, which is named as LEO constellation enhanced GNSS (LeGNSS). As a result, the initialization time of PPP is expected to be shortened to the level of a few minutes or even seconds depending on the number of the LEO satellites involved. In this article, we simulate all the relevant data from June 8th to 14th, 2014 and investigate the feasibility of LeGNSS with the concentration on the key issues in the whole data processing for providing real-time PPP service based on a system configuration with fourteen satellites of BeiDou Navigation Satellite System (BDS), twenty-four satellites of the Global Positioning System (GPS), and sixty-six satellites of the Iridium satellite constellations. At the server-end, Precise Orbit Determination (POD) and Precise Clock Estimation (PCE) with various operational modes are investigated using simulated observations. It is found out that GNSS POD with partial LEO satellites is the most practical mode of LeGNSS operation. At the user-end, the Geometry Dilution Of Precision (GDOP) and Signal-In-Space Ranging Error (SISRE) are calculated and assessed for different positioning schemes in order to demonstrate the performance of LeGNSS. Centimeter level SISRE can be achieved for LeGNSS. [Termes IGN] XMLRésumé : (auteur) With recent advances in remote sensing, location-based services and other related technologies, the production of geospatial information has exponentially increased in the last decades. Furthermore, to facilitate discovery and efficient access to such information, spatial data infrastructures were promoted and standardized, with a consideration that metadata are essential to describing data and services. Standardization bodies such as the International Organization for Standardization have defined well-known metadata models such as ISO 19115. However, current metadata assets exhibit heterogeneous quality levels because they are created by different producers with different perspectives. To address quality-related concerns, several initiatives attempted to define a common framework and test the suitability of metadata through automatic controls. Nevertheless, these controls are focused on interoperability by testing the format of metadata and a set of controlled elements. In this paper, we propose a methodology of testing the quality of metadata by considering aspects other than interoperability. The proposal adapts ISO 19157 to the metadata case and has been applied to a corpus of the Spanish Spatial Data Infrastructure. The results demonstrate that our quality check helps determine different types of errors for all metadata elements and can be almost completely automated to enhance the significance of metadata. In recent decades, water management has been moving towards nature-based solutions. These are assumed to be much more multi-purpose than traditional “grey infrastructures” and seem to be regarded as a panacea for many environmental issues. At the same time, such measures require more – and mostly privately owned – land and more diverse stakeholder involvement than traditional (grey) engineering approaches. They also present challenges related to different disciplines. Nature-based solutions for flood risk management not only require technical expertise, but also call for interdisciplinary insights from land-use planning, economics, property rights, sociology, landscape planning, ecology, hydrology, agriculture and other disciplines to address the challenges of implementing them. Ultimately, nature-based flood risk management is a multi-disciplinary endeavor. Featuring numerous case studies of nature-based flood risk management accompanied by commentaries, this book presents brief academic reflections from two different disciplinary perspectives that critically highlight which specific aspects are of significance, and as such, underscore the multi-disciplinary nature of the challenges faced.
