[Termes IGN] toitRésumé : (Auteur) This paper integrates light detection and ranging (LiDAR) data and topographic maps and predicts the quality of 3D building model reconstruction. In this paper, the tensor voting algorithm and a region-growing method are adopted to extract building roof planes and structural lines from LiDAR data, and a robust least squares method is applied to register LiDAR data with building outlines obtained from topographic maps. The minimal square sum of the separations of the most peripheral points to building outlines is adopted as the criterion for determining the transformation parameters in order to improve the efficiency of data fusion. After registration, a novel quality indicator of data fusion based on the tensor analysis of residuals is derived in order to evaluate the quality of the automatic reconstruction of 3D building models. Finally, an actual LiDAR data set and its corresponding topographic map demonstrate the fusion procedure and the quality of the predictions related to automatic model reconstruction. [Termes IGN] zone à risqueRésumé : (Auteur) En montagne, les aléas naturels comme les chutes de blocs sont une des principales menaces pesant sur la population et les infrastructures. Un document cartographique des zones concernées par un aléa et une qualification précise du risque sont nécessaires pour que les autorités publiques puissent prendre les décisions en matière d'aménagement du territoire. En France, les Plans de Prévention des Risques naturels prévisibles (PPR) sont des documents qui cartographient les zones de risques et qui s'imposent aux documents d'urbanisme pour une durée moyenne de dix ans. Lors de la révision du PPR de Veyrier-du-Lac (Haute-Savoie, France), une nouvelle méthodologie utilisant la géomatique pour l'estimation du risque de chute de blocs a été développée. L'analyse conjointe de données à haute résolution LiDAR, de relevés terrain et de simulations balistiques 2D et 3D sous SIG a permis de réaliser des cartes d'aléa précises en combinant les fréquences et intensités des phénomènes. Cette méthode prend en compte l'éventuel effet protecteur du couvert forestier dans un environnement urbanisé. Le SIG a permis aux autorités de tester différents seuils de risque avant de valider le zonage PPR. Cette approche SIG permet une coopération plus facile entre experts scientifiques et autorités publiques. For instance, forest fire detection and analysis is important to provide early warning systems and identify impact. In this environmental context, availability of up-to-date information is very important for reducing damages caused. Environmental applications are deployed on top of Geospatial Information Infrastructures (GIIs) to manage information pertaining to our environment. Such infrastructures are traditionally top-down infrastructures that do not consider user participation. This provokes a bottleneck in content publication and therefore a lack of content availability. On the contrary mainstream IT systems and in particular the emerging Web 2.0 Services allow active user participation that is becoming a massive source of dynamic geospatial resources. In this paper, we present a web service that implements a standard interface, offers a unique entry point for spatial data discovery, both in GII services and web 2.0 services. We introduce a prototype as proof of concept in a forest fire scenario, where we illustrate how to leverage scientific data and web 2.0 content.
