[Termes IGN] vulnérabilitéRésumé : (Auteur) Assessing the vulnerability and resilience to coastal hazards is a critical worldwide issue, especially for hurricane-prone coastal regions such as the Caribbean. However, the development of a useful metric for vulnerability and resilience assessment has a lot of challenges. Cartography and GIS analysis can contribute effectively to the solution of the issue by integrating natural and human data layers for assessment, mapping, and visualization. This paper uses the new Resilience Inference Measurement (RIM) model to assess the resilience of 25 countries in the Caribbean region to hurricanes. The RIM indices of the countries were computed using three variables representing three dimensions: exposure, damage, and recovery, and eight variables representing social-environmental capacity. The RIM resilience indices were mapped and compared with the vulnerability indices computed in a previous study. The results show that Turks & Caicos Islands had the highest resilience, whereas Montserrat had the lowest. This paper contributes to the hazard literature by demonstrating new vulnerability and resilience assessment methodologies that include validation and enable inference. The paper also contributes to the cartography and GIS literature by demonstrating the need to integrate data and perspectives from multiple disciplines and regions, as well as the ability of geospatial technology, in producing useful decision-making tools for a very pressing societal problem. [Termes IGN] variabilitéRésumé : (auteur) Automatically detecting forest disturbances as they occur can be extremely challenging for certain types of environments, particularly those presenting strong natural variations. Here, we use a generic structural break detection framework (BFAST) to improve the monitoring of forest cover loss by combining multiple data streams. Forest change monitoring is performed using Landsat data in combination with MODIS or rainfall data to further improve the modelling and monitoring. We tested the use of the Normalized Difference Vegetation Index (NDVI) from the Moderate Resolution Imaging Spectroradiometer (MODIS) with varying spatial aggregation window sizes as well as a rainfall derived index as external regressors. The method was evaluated on a dry tropical forest area in lowland Bolivia where forest cover loss is known to occur, and we validated the results against a set of ground truth samples manually interpreted using the TimeSync environment. We found that the addition of an external regressor allows to take advantage of the difference in spatial extent between human induced and naturally induced variations and only detect the processes of interest. Of all configurations, we found the 13 by 13 km MODIS NDVI window to be the most successful, with an overall accuracy of 87%. Compared with a single pixel approach, the proposed method produced better time-series model fits resulting in increases of overall accuracy (from 82% to 87%), and decrease in omission and commission errors (from 33% to 24% and from 3% to 0% respectively). The presented approach seems particularly relevant for areas with high inter-annual natural variability, such as forests regularly experiencing exceptional drought events. [Termes IGN] séismeRésumé : (auteur) The analysis of landslide hazard requires continuous and high frequency surface displacement monitoring at numerous and geomorphologically relevant locations. Ground-based geodetic methods (GNSS, tacheometry) allow very accurate and high frequency temporal observations while remote sensing methods (InSAR, terrestrial and satellite photogrammetry, LIDAR) allow spatially distributed observations at high spatial resolution. A single surface deformation monitoring technique coupling all these capabilities is still missing.
The Geocube system has been designed to partly overcome this pitfall by creating a low-cost, flexible, easy to install and wireless GPS receiver. Dense Geocube monitoring networks can be set easily for operational observations. Furthermore, the monitoring of other landslide properties (micro-seismicity, seismic waves) or triggering factors (meteorology, slope hydrology) is possible with the capacity of integrating additional sensors to the Geocube.
This work presents the Geocube system and the results of a field campaign performed during the summer 2012 at the Super-Sauze landslide, southern French Alps, with a network of wireless low-cost GPS. The objective was to assess the performance of the Geocube system in real field monitoring conditions. Our results document the spatial and temporal evolution of the landslide during a period of 40 days. [Termes IGN] vapeur d'eauRésumé : (auteur) The rapid development of the Chinese BeiDou Navigation Satellite System (BDS) brings a promising prospect for the real-time retrieval of zenith tropospheric delays (ZTD) and precipitable water vapor (PWV), which is of great benefit for supporting the time-critical meteorological applications such as nowcasting or severe weather event monitoring. In this study, we develop a real-time ZTD/PWV processing method based on Global Positioning System (GPS) and BDS observations. The performance of ZTD and PWV derived from BDS observations using real-time precise point positioning (PPP) technique is carefully investigated. The contribution of combining BDS and GPS for ZTD/PWV retrieving is evaluated as well. GPS and BDS observations of a half-year period for 40 globally distributed stations from the International GNSS Service Multi-GNSS Experiment and BeiDou Experiment Tracking Network are processed. The results show that the real-time BDS-only ZTD series agree well with the GPS-only ZTD series in general: the RMS values are about 11–16 mm (about 2–3 mm in PWV). Furthermore, the real-time ZTD derived from GPS-only, BDS-only, and GPS/BDS combined solutions are compared with those derived from the Very Long Baseline Interferometry. The comparisons show that the BDS can contribute to real-time meteorological applications, slightly less accurately than GPS. More accurate and reliable water vapor estimates, about 1.3–1.8 mm in PWV, can be obtained if the BDS observations are combined with the GPS observations in the real-time PPP data processing. The PWV comparisons with radiosondes further confirm the performance of BDS-derived real-time PWV and the benefit of adding BDS to standard GPS processing. [Termes IGN] réflectance spectraleRésumé : (auteur) After atmospheric correction, an algorithm for the removal of thin cirrus cloud as well as alto-thin clouds or thin clouds collectively within visible and near infrared bands (Bands 1 through 5) of Landsat-8 was developed. The algorithm removed cirrus clouds using Band 9 first, and the remaining thin clouds using quality assurance (QA) band. Using a Landsat-8 sub-image of 129/39 (path/row) acquired on 16 December 2013, we evaluated the algorithm. Thin clouds disappeared visually. Reflectance values of Bands 1 through 4 decreased in both steps. Reflectance values of Band 5 decreased in step one, and then stayed the same. With a nearly cloud-free image acquired on 30 November 2013 as the “truth,” the spatial correlation coefficients of cloud-covered pixels within the December image were 0.84 or higher. Changes in reflectance values of Bands 1 to 5, and the high correlation coefficient values indicated the validity of the algorithm.
