[Termes IGN] système d'information géographiqueRésumé : (Auteur) Geographic applications are often over-constrained because of the stakeholders’ multiple requirements and the various spatial, alphanumeric and temporal constraints to be satisfied. In most cases, solving over-constrained problems is based on the relaxation of some constraints according to values of preferences. This article proposes the modelling and the management of constraints in order to provide a framework to integrate stakeholders in the expression and the relaxation of their constraints. Three families of constraints are defined: static vs. dynamic, intra-entity vs. inter-entities and intra-instance vs. inter-instances. Constraints are modelled from two points of view: system with the complexity in time of the different involved operators and user with stakeholders’ preferences. The methodology of constraints relaxation is based on primitive, complex and derived operations. These operations allow a modification of the constraints in order to provide a relevant solution to a simulation. The developed system was applied to reduce the streaming/floods risks in the territory of Pays de Caux (Seine Maritime, France). [Termes IGN] Rhône (bassin)Résumé : (Auteur) La concession de la Compagnie Nationale du Rhône (CNR) couvre le parcours français du fleuve Rhône. L'ensemble des données géographiques décrivant la concession et l'ensemble des données altimétriques d'exploitation sont référencées dans les systèmes historiques NTF Lambert Zone et NGF/Lallemand (orthométrique). Afin de pouvoir diffuser ses données dans les systèmes légaux, la CNR a commandé au Service de géodésie et nivellement (SGN) de l'Institut de l'information géographique et forestière (IGN) de créer un outil performant de conversion altimétrique pour l'ensemble des services. A partir de ses données historiques, le SGN a développé Circé Rhône, dérivé de Circé France. Ce logiciel permet, via deux grilles de transformation altimétriques spécifiques au Rhône, d'obtenir en tout point de la concession CNR les valeurs de correction entre les altitudes orthométriques, les altitudes normales et les hauteurs ellipsoïdales. La précision de la grille Ortho/Normale est infra centimétrique sur la vallée du Rhône. [Termes IGN] montagneRésumé : (Auteur) Cartosat–1 is the first Indian Remote Sensing Satellite capable of providing along-track stereo images. Cartosat–1 provides forward stereo images with look angles +26° and -5° with respect to nadir for generating Digital Elevation Models (DEMs), Orthoimages and value added products for various applications. A pitch bias of -21° to the satellite resulted in giving reverse tilt mode stereo pair with look angles of +5° and -26° with respect to nadir. This paper compares DEMs generated using forward, reverse and other possible synthetic stereo pairs for two different types of topographies. Stereo triplet was used to generate DEM for Himalayan mountain topography to overcome the problem of occlusions. For flat to undulating topography it was shown that using Cartosat-1 synthetic stereo pair with look angles of -26° and +26° will produce improved version of DEM. Planimetric and height accuracy (Root Mean Square Error (RMSE)) of less than 2.5 m and 2.95 m respectively were obtained and qualitative analysis shows finer details in comparison with other DEMs. For rugged terrain and steep slopes of Himalayan mountain topography simple stereo pairs may not provide reliable accuracies in DEMs due to occlusions and shadows. Stereo triplet from Cartosat-1 was used to generate DEM for mountainous topography. This DEM shows better reconstruction of elevation model even at occluded region when compared with simple stereo pair based DEM. Planimetric and height accuracy (RMSE) of nearly 3 m were obtained and qualitative analysis shows reduction of outliers at occluded region. [Termes IGN] séquence d'imagesRésumé : (Auteur) Glaciar San Rafael in the Northern Patagonia Icefield, with a length of 46 km and an ice area of 722 km2, is the lowest latitude tidewater outlet glacier in the world and one of the fastest and most productive glaciers in southern South America in terms of iceberg flux. Spatio-temporal velocity fields in the region of the glacier front were determined from monoscopic terrestrial image sequences recorded by an inter-vallometer mode high-resolution digital camera over several days. In these image sequences, a large number of glacier surface points were tracked by subpixel accuracy feature tracking techniques. Scaling and georeferencing of the trajectories obtained from image space tracking was performed using a multi-station GPS-supported photogrammetric net-work. The technique allows for tracking hundreds of glacier surface points at a measurement accuracy in the order of one decimeter, for typical glacier movement rates, and an almost arbitrarily high temporal resolution. The results show velocities of up to 16 meters per day.
