[Termes IGN] zone urbaineRésumé : (auteur) Canadian emergency management planners have historically ignored the self-motivated evacuation procedures of people who cannot initially choose the safest evacuation areas. In densely developed urban areas, open spaces can be seen as ideal evacuation areas and should thus be included in shelter planning. In this study, the public open spaces in Great Victoria were selected as the study area and evaluated using GIS technologies. A multi-criteria TOPSIS evaluation model was used to conduct comprehensive quantitative evaluations of the open spaces’ safety, accessibility, and availability. Through hybrid process, service area, and POI aggregation coupling analyses, a model is created that provides an overall evaluation at the district level. In addition to providing a model for evaluating open spaces as emergency shelters, applicable to most Canadian cities, this study emphasizes the importance and disadvantages of open space emergency shelters in Canada, which have heretofore been ignored by decision makers. In Great Victoria, we found that the distribution of open spaces does not match the dynamics of the population distribution, meaning that through inadequate preparation some districts lack a safe evacuation place—this in an area where people are at high risk of earthquake disasters and their subsequent effects. Most of the previous studies focus on the generalization of regular building clusters within a wide neighbourhood, but only few has concerned about the generalization of cluttered building clusters within the narrow space such as urban village. The buildings in urban villages show special characteristics in terms of individual properties and group properties, and thus their map generalization processes are often limited. This study proposes a framework to generalize the cluttered building clusters that allows for multi-scale mapping. It first adopts a heuristic method to group adjacent buildings based on the Delaunay triangulation model and then aggregates and simplifies each building group separately. Given that the aggregated buildings in urban villages often show cluttered alignments, our method further trims the jagged boundaries of building footprints by extracting the gap space between neighbouring buildings from the Delaunay triangulation model. [Termes IGN] pondérationRésumé : (auteur) The spatial pattern of urban growth determines how the physical, socio-economic and environmental characteristics of urban areas change over time. Monitoring urban areas for early identification of spatial patterns facilitates assuring their sustainable growth. In this paper, we assess the use of spatio-temporal metrics from land-use/land-cover (LULC) maps to identify growth patterns. We applied LULC change models to simulate different scenarios of urban growth spatial patterns (i.e., expansion, compact, dispersed, road-based and leapfrog) on various baseline urban forms (i.e., monocentric, polycentric, sprawl and linear). Then, we computed the spatio-temporal metrics for the simulated scenarios, selected the most informative metrics by applying discriminant analysis and classified the growth patterns using clustering methods. Two metrics, Weighted mean expansion and Weighted Euclidean distance, which account for the densification, compactness and concentration of urban growth, were the most efficient for classifying the five growth patterns, despite the influence of the baseline urban form. These metrics have the potential to identify growth patterns for monitoring and evaluating the management of developing urban areas. In mobile mapping systems, a simultaneous mapping of the environment using laser scanning and an accurate positioning using global navigation satellite systems are targeted. This requirement is often not guaranteed in shadowed cities where global navigation satellite system signals are usually disturbed, weak or even unavailable. We propose a novel approach which incorporates prior knowledge (i.e., a 3D city model of the environment) and improves the trajectory. The recorded point cloud is matched with the semantic city model using a point‐to‐plane iterative closest point method. A pre‐classification step enables an informed sampling of appropriate matching points. Random forest is used as classifier to discriminate between facade and remaining points. Local inconsistencies are tackled by a segmentwise partitioning of the point cloud where an interpolation guarantees a seamless transition between the segments. The general applicability of the method implemented is demonstrated on an inner‐city data set recorded with a mobile mapping system. [Termes IGN] urbanismeRésumé : (auteur) Urban visual pollution is increasingly affecting the built-up areas of the rapidly urbanizing planet. Outdoor advertisements are the key visual pollution objects affecting the visual pollution index and revenue generation potential of a place. Current practices of uninformed and uncontrolled outdoor advertising (especially billboards) impairs effective control of visual pollution in developing countries. Improving this can result in over 20% reduction of visual pollution. This article presents a spatial decision support system (SDSS) to facilitate all the stakeholders (development control authorities, advertisers, billboard owners, and the public) in balancing the optimal positioning of billboards under the governing regulations. In terms of its technical implementation, SDSS is based on well-known geospatial open source technologies and uses an analytical hierarchy process AHP-inspired approach in spatial decision-making. It can help users through its category-specific user interface to identify potential sites to position new billboards and the selection of boards from existing sites based on a wide variety of characteristics. The observations of all stakeholders have been recorded through panel feedback to assess the system’s initial effectiveness. The proposed system has been found functional in identifying hot spots for the focused management and exploration of the best suitable sites for new billboards. So, it helps the advertising agencies, urban authorities, and city councils in better planning and management of existing billboard locations to optimize revenue and improve urban aesthetics. The system can be replicated in other countries irrespective of spatial boundaries by incorporating jurisdictional rules and regulations.
