[Termes IGN] utilisation du solRésumé : (Auteur) La sécheresse, la dégradation de certains sols et la pression démographique ont amené les paysans du Sahel à chercher de nouvel-les terres à mettre en culture. Les bas-fonds, zones temporairement inondées, font ainsi l'objet d'une exploitation croissante. La qualité chimique des sols y est bonne et l'eau disponible. Ils représentent une alternative économique intéressante pour les paysans sahéliens qui peuvent y développer une production de sécurité ou de rente en saison des pluies (sorgho, maïs, riz). En saison sèche, c'est une zone de pâturage, qui offre aussi d'intéressantes possibilités de maraîchage, d'arboriculture et de cultures de contre-saison. La mise en valeur agricole de ces zones constitue l'une des réponses possibles à la crise actuelle des systèmes traditionnels de production. L'utilisation efficace des bas-fonds implique néanmoins d'installer des ouvrages hydrauliques pour mettre les terres à l'abri des crues, stocker et distribuer l'eau d'irrigation. Les aménagements doivent être techniquement fiables et gérables par les populations concernées. En effet , les bas-fonds constituent des écosystèmes fragiles, facilement dégradables. Le CIEH a coordonné un programme de recherche localisé sur cinq sites représentatifs au Sahel afin de mieux connaître le fonction-nement naturel d'un bas-fond, les difficultés actuellement rencontrées pour leur mise en valeur, et d'expérimenter des aménagements et des techniques appropriées. Les sites choisis se situent dans le Yatenga et la Comoé au Burkina Faso, dans la région de Sikasso au Mali, dans le Siné-Saloum et la Casamance au Sénégal. La recherche s'est inscrite dans le cadre du réseau R3S de la CORAF. Elle a associé plusieurs partenaires du Nord et du Sud qui ont élaboré ensemble des méthodes et des outils de recherche. Une analyse du bilan hydrologique et des crues ainsi qu'un suivi des nappes ont été réalisés sur plusieurs bassins versants de chaque site pilote. Ont été aussi étudiés la qualité chimique des eaux, les transports solides, les potentialités agronomiques des sols, les structures foncières, les systèmes de production et les itinéraires techniques des paysans. Parallèlement, des expérimentations agronomiques en station et en milieu paysan ont permis de connaître les possibilités d'intensifier et de diversifier les productions agricoles des bas-fonds. Cette recherche a été l'occasion de concevoir, mettre au point et tester de nouveaux appareils de mesure, des outils de diagnostic et des méthodes de gestion de l'eau. Une typologie des bas-fonds, débouchant sur une analyse des différentes possibilités d'aménagement hydro-agricole, a été réalisée. Les résultats de cette recherche concernant la conservation des eaux et des sols, l'amélioration de la fertilité et le contrôle de l'alimen-tation en eau des plantes cultivées permettent d'envisager, dans les régions étudiées, le passage d'une phase pilote à un projet de dévelop-pement sur des surfaces plus importantes. Considerable differences between European countries concerning agricultural production have led to a complex system of rules and subsidies which all rely on a certain level of precision of agricultural statistics.
Remote sensing seems to be the most promising technique for upgrading the agricultural statistics system. To obtain rapid improvements, while avoiding duplication of work and a diversity of methods, the Commission has set up a Pilot Project to introduce remote sensing into the European Community agricultural statistics system. The Joint Research Centre is in charge of this project, the objectives being defined according to the priorities of Directorate General VI - Agriculture, and the European Communities Statistical Office.
The first requirement is to distinguish, identify and measure the area of important crops. The second is to estimate production in good time so that decisions can be made.
