[Termes IGN] urbanismeRésumé : (auteur) Decisions are a key element of spatial planning processes and in the face of increasing public participation in local governance, they become even more complex. The diversity of stakeholders in planning processes causes a significant increase in the number and scope of articulated expectations, needs, and knowledge that could be integrated into the process. Along with the participatory approaches in spatial planning, a departure from the expert-oriented decision-making model towards its collaborative form is expected. As everyday users of space, residents have knowledge about the functioning of its elements resulting from their experience, the so-called experiential knowledge. The study aimed to investigate the role of residents’ input in diagnosing space in spatial planning processes using public participation geographic information systems (PPGIS). The article presents the study’s results conducted in Poznan, Poland, among residents and urban planners using geo-questionnaires and in-depth interviews. The article presents the characteristics of the residents’ contribution to the spatial diagnosis and the possibilities and limitations of the involvement of residents’ knowledge collected using a geoweb tool in the professional work of urban planners. [Termes IGN] ville intelligenteRésumé : (auteur) Social media data analysis in a smart city context can represent an efficacious instrument to inform decision making. The manuscript strives to leverage the power of Natural Language Processing (NLP) techniques applied to Twitter messages using supervised learning to achieve real-time automated event detection in smart cities. A semantic-based taxonomy of risks is devised to discover and analyse associated events from data streams, with a view to: (i) read and process, in real-time, published texts (ii) classify each text into one representative real-world category (iii) assign a citizen satisfaction value to each event. To select the language processing models striking the best balance between accuracy and processing speed, we conducted a pre-emptive evaluation, comparing several baseline language models formerly employed by researchers for event classification. A heuristic analysis of several smart cities and community initiatives was conducted, with a view to define real-world scenarios as basis for determining correlations between two or more co-occurring event types and their associated levels of citizen satisfaction, while further considering environmental factors. Based on Multiple Regression Analysis (MRA), we established the relationships between scenario variables, obtaining a variance of 60%–90% between the dependent and independent variables. The selected combination of supervised NLP techniques leverages an accuracy of 88.5%. We found that all regression models had at least one variable below the 0.05 threshold of the , therefore at least one statistically significant independent variable. These findings ultimately illustrate how citizens, taking the role of active social sensors, can yield vital data that authorities can use to make educated decisions and sustainably construct smarter cities. [Termes IGN] transport collectifRésumé : (auteur) The accessibility provided by the transportation system plays an essential role in driving urban growth and urban functional land use changes. Conventional studies on land use simulation usually simplified the accessibility as proximities and adopted the grid-based simulation strategy, leading to the insufficiencies of characterizing spatial geometry of land parcels and simulating subtle land use changes among urban functional types. To overcome these limitations, an Accessibility-interacted Vector-based Cellular Automata (A-VCA) model was proposed for the better simulation of realistic land use change among different urban functional types. The accessibility at both local and zonal scales derived from actual travel time data was considered as a key driver of fine-scale urban land use changes and was integrated into the vector-based CA simulation process. The proposed A-VCA model was tested through the simulation of urban land use changes in the City of Toronto, Canada, during 2012–2016. A vector-based CA without considering the driving factor of accessibility (VCA) and a popular grid-based CA model (Future Land Use Simulation, FLUS) were also implemented for comparisons. The simulation results reveal that the proposed A-VCA model is capable of simulating fine-scale urban land use changes with satisfactory accuracy and good morphological feature (kappa = 0.907, figure of merit = 0.283, and cumulative producer’s accuracy = 72.83% ± 1.535%). The comparison also shows significant outperformance of the A-VCA model against the VCA and FLUS models, suggesting the effectiveness of the accessibility-interactive mechanism and vector-based simulation strategy. The proposed model provides new tools for a better simulation of fine-scale land use changes and can be used in assisting the formulation of urban and transportation planning. [Termes IGN] ZambieRésumé : (auteur) Protected forest areas are fraught with severe threats from mining, agriculture and settlement expansion, and unsustainable use of forest resources. Due to funding and technical challenges, the inadequate monitoring and lack of information limits the conservation efforts in Zambia in general and Solwezi district in particular. Field-based methods in monitoring forest quality and suitability are time consuming and inefficient especially in inaccessible areas. However, with the advent of technology, Geographical Information System (GIS) and remote sensing, important data for forest quality can easily be accessed. This study aimed at assessing the state of protected forest areas in Zambia’s Solwezi Copper mining district, prone to forest fragmentation. Furthermore, this study identifies suitable areas for conservation, based on standardized criteria that combine Multi Criteria Decision Analysis (MCDA) and GIS approach. A suitability model was developed for the selection of the suitable areas, and elimination of the unsuitable ones, using GIS and Analytical Hierarchy Process (AHP). Five suitability criteria and two restriction criteria were used in this model. The results show different ranked levels of suitability which include 15.4% restricted, 18.1% lowly suitable, 14.9% moderately suitable, 21.2% highly suitable and 30.4% extremely suitable. Our approach informs conservationists, and other stakeholders about the status of protected forest areas and avails novel opportunities for creating new ones. This study’s modelling approach can be a prerequisite to sustainable forest management by policy makers and practitioners, and an essential input into forest monitoring. [Termes IGN] ZambieRésumé : (auteur) Past and current cadastral records are among the most valuable information that different countries need to solve land management and planning problems. However, many countries still face critical challenges in adopting modern temporal cadastral systems, including a sound integration of time constructs, efficient data integration and representation methods in the designed models. This research developed a new temporal GIS model to manage spatial and non-spatial temporal cadastral data, namely cadastral parcels, land-use and land-ownerships. Three-time dimensions defined by decision and valid and transaction times were formulated to qualify parcels data. A hybrid approach fusing on the Base State with Amendment and Space-Time Composite models is used to store significant parcel changes and their relationships in two interdependent sub-databases. We used administrative plot identifiers to associate with land use and ownership records, experiencing distinct temporal variations in the third sub-database within the same main repository. We experimented our model with data from Tanzania, and the results from queries demonstrate that the designed model can store all three temporal cadastral data and track their variations semantically and effectively. This model is very useful for storing cadastral parcels, reasons, events, and the transformed parcels’ values to improve decision-making processes.
