[Termes IGN] système d'information géographiqueRésumé : (Auteur) PROMETHEE is a well known multicriteria decision support method which gives insight into the preference structure of a whole set of alternatives. The retrieved preference information is used to give the partial or complete preorder of the available alternatives which makes PROMETHEE a well suited decision support tool if a ranking of available alternatives is desired. A relatively low degree of mathematical complexity makes PROMETHEE an attractive method for all non experts involved in a decision process. This paper discusses the integration of PROMETHEE in a GIS. It will be shown how the combination of a sophisticated decision support methodology with powerful spatial analysis and visualisation capabilities can be applied to evaluating decision alternatives that are made up of regular or irregular shaped zones of raster cells. Deterministic as well as stochastic PROMETHEE approaches are considered and general recommendations on the use of stochastic simulation methods are given. Moreover, a framework is presented which facilitates the application of the proposed approaches. [Termes IGN] unification des donnéesRésumé : (Auteur) As the place of change increases and new technologies emerge faster than we can assimilate them, we can be forgiven for occasionally feeling left breathless, with new technologies, new skills and new approaches required at regular intervals. In the geographic information industry new ways of collecting data, new data providers and new users entering the indusry, different ways of publishing maps and information, greater flexibility and ways of reaching all kinds of new users are all examples where the boundaries have been pushed back more in the last ten years than in the previous 100. Changes in the mainstream unferliying computing technology have enabled and facilitated this so much so more than radical new methods from within the industry. The impact of change on mapping and geographic information is great as much as any other industry or the change we witness in our own lives from day to day. However, when we stand back and consider what our overall goals are, better management of resources, better education, heath and quality of life, greater care in the use of environment etc. - these are much the same as they always have been. The difference today is that the technology now allows us to really start to address the key issues we have before us. How do we bring coherence to an apparently disconnected world ? How do we prevent difussion and potential chaos, especially when information integration is a critical success factor ? How do we organize ourselves to do that ? The paper will describe the concept of the Digital National Framework how this is now developing to support such an infrastructure and how new technologies e.g. GML are facilitating its development. The paper proposes that we have to start by simplifying the GI infrastruture and recognize the building blocks in the developing that infrastructure. We need to incorporate methods that unite and integrate difinitive information. This turn can be used to underpin all kinds of information in a joint-up way. Thereon it will support data sharing, decision making and problem-solving faster and more cost effectively than ever before. [Termes IGN] système d'information géographiqueRésumé : (Auteur) Le projet Syscolag (SYStèmes CÔtiers et LAGunaires) en Languedoc-Roussillon (LR) souhaite favoriser la gestion intégrée de la zone côtière (GIZC) et pour cela promeut la recherche pluridisciplinaire dont les apports pourront faciliter la prise de décision des gestionnaires. Le volet informatique présenté ici cherche à aider l'aspect intégré de la gestion de l'information en élaborant un service de partage et mutualisation d'information. La maîtrise des " sémantiques " sous-jacentes y joue un rôle pivot. Les équipes scientifiques diverses ont choisi de mettre en exergue prioritairement l'aspect spatial de l'information car celui-ci a l'avantage d'intervenir dans des champs thématiques très larges et permet de s'affranchir en partie des problèmes de terminologie interdisciplinaires. Le maillon essentiel du système est un service de " métadonnées ", au sens large, alliant un ensemble d'éléments descriptifs des ressources (basé sur la norme ISO 19115 et adapté au contexte spécifique) et des descriptions sémantiques contrôlées relatives aux thématiques concernées et à la perception de l'espace. L'utilisateur final du système dispose ainsi d'une ontologie thématique et spatiale pour accéder à l'information. Cette transformation nécessite une expertise technique et des outils logiciels adéquats permettant de travailler les pixels afin de représenter au plus près la réalité du terrain. Cette activité relève de la géographie, des mathématiques, de l'art et de la science afin de convertir des images satellitaires très techniques en cartes et en informations géographiques utilisables au quotidien, n'importe où dans le monde, sous forme de documents imprimé ou dans les SIG et autres systèmes cartographiques. Les compagnies d'assurance, les entreprises, les services publics, les responsables de l'urbanisme et de la gestion des ressources ne sont pas des spécilaistes de la télédétection, mais doivent disposer de documents utilisables dans leurs domaine d'application. Ces outils précieux leur permettent alors d'interpréter et de gérer la zone dont ils sont responsables.
