[Termes IGN] surveillance hydrologiqueRésumé : (auteur) This paper presents an improved method of using threshold of peak rainfall intensity for robust flood/flash flood evaluation and warnings in the state of São Paulo, Brazil. The improvements involve the use of two tolerance levels and the delineating of an intermediate threshold by incorporating an exponential curve that relates rainfall intensity and Antecedent Precipitation Index (API). The application of the tolerance levels presents an average increase of 14% in the Probability of Detection (POD) of flood and flash flood occurrences above the upper threshold. Moreover, a considerable exclusion (63%) of non-occurrences of floods and flash floods in between the two thresholds significantly reduce the number of false alarms. The intermediate threshold using the exponential curves also exhibits improvements for almost all time steps of both hydrological hazards, with the best results found for floods correlating 8-h peak intensity and 8 days API, with POD and Positive Predictive Value (PPV) values equal to 81% and 82%, respectively. This study provides strong indications that the new proposed rainfall threshold-based approach can help reduce the uncertainties in predicting the occurrences of floods and flash floods. [Termes IGN] signature spectraleRésumé : (auteur) Hyperspectral unmixing (HU) is a crucial technique for exploiting remotely sensed hyperspectral data, which aims at estimating a set of spectral signatures, called endmembers and their corresponding proportions, called abundances. The performance of HU is often seriously degraded by various kinds of noise existing in hyperspectral images (HSIs). Most of existing robust HU methods are based on the assumption that noise or outlier only exists in one kind of formulation, e.g., band noise or pixel noise. However, in real-world applications, HSIs are unavoidably corrupted by noisy bands and noisy pixels simultaneously, which require robust HU in both the spatial dimension and spectral dimension. Meanwhile, the sparsity of abundances is an inherent property of HSIs and different regions in an HSI may possess various sparsity levels across locations. This article proposes a correntropy-based spatial-spectral robust sparsity-regularized unmixing model to achieve 2-D robustness and adaptive weighted sparsity constraint for abundances simultaneously. The updated rules of the proposed model are efficient to be implemented and carried out by a half-quadratic technique. The experimental results obtained by both synthetic and real hyperspectral data demonstrate the superiority of the proposed method compared to the state-of-the-art methods. [Termes IGN] surveillance agricoleRésumé : (auteur) The early and automatic identification of crops declared by farmers is essential for streamlining European Union Common Agricultural Policy (CAP) payment processes. Currently, field inspections are partial, expensive and entail a considerable delay in the process. Chronological satellite images of cultivated plots can be used so that neural networks can form the model of the declared crop. Once the patterns of a crop are obtained, the correspondence of the declaration with the model of the neural network can be systematically predicted, and can be used for monitoring the CAP. In this article, we propose a learning model with neural networks, using as examples of training the pixels of the cultivated plots from the satellite images over a period of time. We also propose using several years in the training model to generalise the patterns without linking them to the climatic characteristics of a specific year. The article also describes the use of the model in learning the multi-year pattern of tobacco cultivation with very good results. Geographic information system (GIS) is a powerful tool for providing information with a spatial context and analytical hierarchy process (AHP) is a well-established technique for multiple criteria decision making. In this study, GIS and AHP are combined to analyse seven fire-related factors related to climate, topography and human influence. Fire risk for a peat swamp forested area in Kuan Kreng, Nakorn Sri Thammarat province, Thailand is estimated in five categories. 705 historic fire events from 2006 to 2017 are used to validate our approach. 82% of the historic fire incidents occurred within the highest fire risk class categories while only a few omission errors were recorded. The combined approach of GIS and AHP techniques can yield useful fire risk maps, which can consequently be used for future planning and management of fire prone areas. In densely developed urban areas, open spaces can be seen as ideal evacuation areas and should thus be included in shelter planning. In this study, the public open spaces in Great Victoria were selected as the study area and evaluated using GIS technologies. A multi-criteria TOPSIS evaluation model was used to conduct comprehensive quantitative evaluations of the open spaces’ safety, accessibility, and availability. Through hybrid process, service area, and POI aggregation coupling analyses, a model is created that provides an overall evaluation at the district level. In addition to providing a model for evaluating open spaces as emergency shelters, applicable to most Canadian cities, this study emphasizes the importance and disadvantages of open space emergency shelters in Canada, which have heretofore been ignored by decision makers. In Great Victoria, we found that the distribution of open spaces does not match the dynamics of the population distribution, meaning that through inadequate preparation some districts lack a safe evacuation place—this in an area where people are at high risk of earthquake disasters and their subsequent effects.
