[Vedettes matières IGN] Inventaire forestierRésumé : (auteur) In the past decade, the United States Department of Agriculture Forest Service's Forest Inventory and Analysis Program (FIA) has replaced regionally autonomous, periodic, state-wide forest inventories using various probability proportional to tree size sampling designs with a nationally consistent annual forest inventory design utilizing systematically spaced clusters of fixed-area plots. This has resulted in significant changes in the spatial-temporal distribution of observations on the nation's forest resource. This paper discusses the resulting changes in the observation of the distribution of tree diameters measured at 1.37 m above ground level. We show that in three of the four FIA regions, a significant portion of the upper end of the diameter distribution has thus far gone unobserved by the new inventory design. We conclude that the reason is not that the larger diameter trees have become less common but rather that there is a low enough probability of observing these trees that they are not being observed. This postulate is supported by the observation that large-diameter trees are not missing from the data acquired by the fourth FIA region (the Pacific Northwest), which uses an additional sampling mechanism for large-diameter trees. We explore the implications of this effect in addition to potential solutions. [Termes IGN] parcoursRésumé : (Auteur) The use of unmanned aerial vehicles (UAVs) for natural resource applications has increased considerably in recent years due to their greater availability, the miniaturization of sensors, and the ability to deploy a UAV relatively quickly and repeatedly at low altitudes. We examine in this paper the potential of using a small UAV for rangeland inventory, assessment and monitoring. Imagery with a ground resolved distance of 8 cm was acquired over a 290 ha site in southwestern Idaho. We developed a semiautomated orthorectification procedure suitable for handling large numbers of small-footprint UAV images. The geometric accuracy of the orthorectified image mosaics ranged from 1.5 m to 2 m. We used object-based hierarchical image analysis to classify imagery of plots measured concurrently on the ground using standard rangeland monitoring procedures. Correlations between imageand ground-based estimates of percent cover resulted in r-squared values ranging from 0.86 to 0.98. Time estimates indicated a greater efficiency for the image-based method compared to ground measurements. The overall classification accuracies for the two image mosaics were 83 percent and 88 percent. Even under the current limitations of operating a UAV in the National Airspace, the results of this study show that UAVs can be used successfully to obtain imagery for rangeland monitoring, and that the remote sensing approach can either complement or replace some ground-based measurements. We discuss details of the UAV mission, image processing and analysis, and accuracy assessment. [Termes IGN] géoïde localRésumé : (Auteur) Comparing published NAVD 88 Helmert orthometric heights of First-Order bench marks against GPS-derived orthometric heights showed that GEOID03 and GEOID09 perform at their reported accuracy in Connecticut. GPS-derived orthometric heights were determined by subtracting geoid undulations from ellipsoid heights obtained from a network least-squares adjustment of GPS occupations in 2007 and 2008. A total of 73 markers were occupied in these stability classes: 25 class A, 11 class B, 12 class C, 2 class D bench marks, and 23 temporary marks with transferred elevations. Adjusted ellipsoid heights were compared against OPUS as a check. We also tested networks in which no phase-center variations were applied and in which all vectors (including "substandard" vectors) were included. [Termes IGN] utilisation du solRésumé : (Auteur) This study investigates urban growth dynamics from regional to local scales in the Twin Cities Metropolitan Area and demonstrates how metropolitan growth can be driven by policies. Urban change from 1975 to 2006 was detected using Landsat imagery. Future growth in 2030 was modelled based on two scenarios with or without regional development policies incorporated. City- or township-level growth was examined by a zonal analysis. Results show urban grew 126,700 ha from 1975 to 2006. The Markov-Cellular Automata model projected at least another 67,000 ha of urban growth from 2006 to 2030. When regional development policies were incorporated, homogeneous and compact growth patterns were predicted along the urban periphery; however, actual land supplies within the cities along the urban edge are facing challenges to accommodate the projected growth as large portions of suitable lands are located outside of the 2030 Municipal Urban Service Area boundary.
