This paper discuss two case studies in Texas which demonstrate the value cadstral surveyors create in preparing legal documentation for land and real estate and relating that documentation to the location of the property on the ground. It argued that the cadastral surveying system creates as much value in land real estate as does the legal system. [Termes IGN] Virginie (Etats-Unis)Résumé : (Auteur) A credit assignment approach to decision-based classifier fusion is developed and applied to the problem of land-cover classification from multiseason airborne hyperspectral imagery. For each input sample, the new method uses a smoothed estimated reliability measure (SERM) in the output domain of the classifiers. SERM requires no additional training beyond that needed to optimize the constituent classifiers in the pool, and its generalization (test) accuracy exceeds that of a number of other extant methods for classifier fusion. Hyperspectral imagery from HyMAP and PROBE2 acquired at three points in the growing season over Smith Island, VA, a barrier island in the Nature Conservancy's Virginia Coast Reserve, serves as the basis for comparing SERM with other approaches. [Termes IGN] San DiegoRésumé : (Auteur) With the development of new remote sensing systems, very high spatial and spectral resolution images now provide a source for detailed and continuous sampling of the Earth's surface from local to regional scales. This paper presents three strategies for selecting and integrating information from different spatial resolutions into classification routines. One strategy is to combine layers of image varying resolution. A second strategy involves comparing the a posteriori probabilities of each class at different resolutions. Another strategy is based on a top-down approach stating with the coarsest resolution. The multiresolution strategies are tested using simulated multiresolution images for a portion of the rural-urban fringe of the SanDiego Metropolitan Area. The classification accuracy obtained from using three multiple strategies was greater when compared with that from a conventional single-resolution approach. Among the three strategies, the top-down approach resulted in the highest classification accuracy with a Kappa value of 0,648 compared to a Kappa of 0,566 for the conventional classifier. [Termes IGN] United States Geological SurveyRésumé : (Auteur) When the means of production for national base mapping were capital intensive, required large production facilities, and had illdefined markets, Federal Government mapping agencies were the primary providers of the spatial data needed for economic development, environmental management, and national defense. With desktop geographic information systems now ubiquitous, source data available as a commodity from private industry, and the realization that many complex problems faced by society need far more and different kinds of spatial data for their solutions, national mapping organizations must realign their business strategies to meet growing demand and anticipate the needs of a rapidly changing geographic information environment. The National Map of the United States builds on a sound historic foundation of describing and monitoring the land surface and adds a focused effort to produce improved understanding, modeling, and prediction of landsurface change. These added dimensions bring to bear a broader spectrum of geographic science to address extant and emerging issues. Within the overarching construct of The National Map, the U.S. Geological Survey (USGS) is making a transition from data collector to guarantor of national data completeness; from producing paper maps to supporting an online, seamless, integrated database; and from simply describing the Nations landscape to linking these descriptions with increased scientific understanding. Implementing the full spectrum of geographic science addresses a myriad of public policy issues, including land and natural resource management, recreation, urban growth, human health, and emergency planning, response, and recovery. Neither these issues nor the science and technologies needed to deal with them are static. A robust research agenda is needed to understand these changes and realize The National Map vision. Initial successes have been achieved. These accomplishments demonstrate the utility of The National Map to the Nation and give confidence in evolving its future applications. [Termes IGN] vulnérabilitéRésumé : (Auteur) Assessing urban vulnerability to natural hazards such as earthquakes can be regarded as an ill-structured problem (i.e. a problem for which there is no unique, identifiable, objectively optimal solution). A review of the literature indicates a number of contrasting definitions of what vulnerability means, as well as numerous conflicting perspectives on what should or should not be included within the broad assessment of vulnerability in cities. This paper reports on the findings from a project in which a GIS methodology has been developed to assess urban vulnerability through a spatial analytical procedure. First, we highlight the deficiencies of current GIS approaches to urban vulnerability analysis and discuss the ill-structured nature of the vulnerability problem. We then propose a working definition for vulnerability assessment in which vulnerability is thought of as a spatial decision problem under the conditions of uncertainty. Next, we present a methodology to incorporate this definition into a GIS framework that combines elements from the techniques of spatial multicriteria analysis and fuzzy logic. The application of this methodology is then illustrated with a case study from Los Angeles County. The results suggest that the proposed methodology may provide a new approach for analyzing vulnerability that can add to our understanding of human/hazards interaction.
