[Termes IGN] propagation d'erreurRésumé : (Auteur) The aim of our study was to characterize statistical and spatial details of the errors in a fine toposcale DEM derived by contour data. The fine toposcale DEMs are typically represented in a 5-50 m grid and used in the application scale 1:10000-1:50000. The errors were determined by using high-quality reference data covering the entire study area from an airborne laser scanner. The work was motivated because of the essential role played by the correct characterization of DEM error in error-propagation studies. The results showed that the spatial autocorrelation of the fine toposcale DEM error was the result of a complex combination of random and systematic-like components, and its appropriate modelling by geostatistical methods is problematic because of the small extent of the areas in which the assumption of stationarity is valid. In addition, describing the shape of the DEM error distribution was impossible with a single parameter of dispersion. This was due to a large number of outliers, which suggests that more robust descriptors of the error should be used in addition to conventional error statistics. [Termes IGN] politique économiqueRésumé : (Auteur) Même si l'importance des infrastructures de données spatiales (IDS) est bien reconnue, leur mise en oeuvre est toujours gênée en raison du manque de recherches et de connaissances sur les enjeux économiques (macro et micro) reliés à la mise en oeuvre. Jusqu'à présent, la communauté des IDS--qui est principalement formée des intervenants institutionnels, des principaux usagers et des observateurs intéressés dans chaque pays--considère qu'il est très difficile de qualifier et de quantifier les avantages d'une IDS pour ceux qui contrôlent les cordons de la bourse dans les secteurs privé et public. Ceci a grandement gêné la capacité de la communauté de trouver un financement pour la mise en oeuvre et la maintenance de leurs IDS. En reconnaissance de ce fait, la communauté des IDS développe actuellement des mécanismes de financement structurés pour la mise en oeuvre et la maintenance des IDS. En appui à leur initiative, l'objectif principal de cet article est d'analyser le financement des IDS dans des pays européens sélectionnés et au Canada et, sur la base de cette analyse, de présenter des modèles de financement structurés pour la mise en oeuvre d'IDS dans les pays développés. [Termes IGN] villeRésumé : (Auteur) Les systèmes d'information géographique ont un rôle important à jouer en matière de développement durable urbain, tant pour ce qui concerne la collecte et l'analyse des propriétés environnementales des constructions et des espaces urbains, qu'en matière de communication et de concertation autour de ces enjeux dans les projets d'aménagement. A cette fin, les SIG doivent savoir prendre en compte la troisième dimension et s'interfacer avec des outils de simulation des phénomènes physiques urbains. Cet article présente une tentative de réponse à ces objectifs. Nous exposons la structure d'un SIG 3D environnemental urbain, actuellement développé et mis en œuvre dans des situations concrètes à Nantes, ainsi que les modalités d'intégration des données environnementales urbaines dans ce système.
