[Termes IGN] système d'information géographiqueRésumé : (Auteur) The usefulness of remote sensing (RS), geographical information systems, and ground observations for monitoring changes in urban areas has been demonstrated through many examples over the last two decades. Research has generally focused on the relief phase following a disaster, but we have instead investigated the subsequent phases involving early recovery, recovery, and development. Our aim was to determine to what extent integration of the available tools, techniques, and methods can be used to efficiently monitor the progress of recovery following an earthquake. Changes in buildings within the Italian city of L’Aquila following the 2009 earthquake were identified from Earth observation data and are used as indicators of progress in the recovery process. These changes were identified through (1) visual analysis, (2) automated change detection using a set of decision rules formulated within an object-based image analysis framework, and (3) validation based on a combination of visual and semiautomated interpretations. An accuracy assessment of the automated analysis showed a producer accuracy of 81% (error of omission: 19%) and a user accuracy of 55% (error of commission: 45%). The use of RS made it possible for the identification of changes to be spatially exhaustive, and also to increase the number of categories used for a recovery index. In addition, using RS allowed the area requiring extensive fieldwork (to monitor the progress of the recovery process) to be reduced. Ce comportement conduit généralement à une situation dans laquelle certaines stations sont pleines et d'autres vides. Le système est d'autant plus contraint que les véhicules sont électriques et qu'un temps de recharge minimal est nécessaire. Dans ce travail, nous proposons des heuristiques qui optimisent la redistribution des voitures et la gestion du service. Ces heuristiques permettent de calculer le nombre de voitures, le nombre d'agents et les différentes opérations de redistribution à réaliser sur une journée donnée. Les algorithmes proposés sont appliqués sur le réseau Auto Bleue de la ville de Nice et une cartographie est réalisée sur QuantumGlS à partir des demandes estimées. Cette situation place aujourd'hui les décideurs et les opérateurs de transport face à de nouveaux défis pour anticiper l'évolution des mobilités dans le cadre prospectif d'une ville plus durable. Dans ce contexte, l'objectif de cet article est de présenter la plateforme de simulation MobiSim appliquée à l'exemple de Besançon, et de montrer comment l'information géographique y est reconstruite et prise en compte pour simuler les mobilités. À partir de bases de données standard fournies par l'IGN et l'INSEE, la mobilité quotidienne d'une population synthétique d'agents est modélisée à l'aide une démarche proche des modèles à quatre étapes. Les simulations produites sont validées par comparaison aux données de l'enquête ménages déplacements (EMD) et montrent que le modèle peut être mobilisé pour fournir une aide à la décision utile à la planification de l'urbanisation et des politiques de transport. [Vedettes matières IGN] Traitement de données GNSSRésumé : (Auteur) Global Positioning System (GPS) data from 181 permanent stations extracted from different networks covering France and the Italian part of the Alps are used to estimate a homogeneous set of tropospheric parameters over 14 years (from January 1998 to May 2012). The tropospheric Zenith Total Delay (ZTD) quantified in the GPS data analysis is closely related to the value of integrated water vapor above each GPS station. GPS ZTD is already successfully used for operational weather prediction and meteorological analyses, providing valuable data to improve our comprehension of the tropospheric water cycle and in particular to improve the prediction of precipitations. Moreover, GPS tropospheric measurements are intrinsically stable, so that long-term observations represent a signi``ficant contribution to climatological studies. The results of a homogeneous reanalysis of up to 14 years of data with MIT’s GAMIT/GLOBK software are presented. The estimated tropospheric parameters are one ZTD every 2 h and one couple of horizontal tropospheric gradients, seven times a day for each station, simultaneously with a daily positioning solution. A quality check of the tropospheric parameter time series identifies offsets, for example, due to instrument changes at individual sites. Our analysis strategy using the empirical GMF is validated by a comparison with the new GPT2 model. Moreover, a comparison with the IGS analysis of 1 year is provided for common stations. The resulting verified time series can be used for meteorological and climatological studies. As first examples, we present a convergence test for the ZTD change in time and a regional climatological approach that could permit identifying specific patterns of ZTD variation that are related to severe weather events. The 181 ZTD and gradient time series are made available in the Reseau National GPS permanent (RENAG) database. [Termes IGN] tomographie radarRésumé : (Auteur) Modern spaceborne synthetic aperture radar (SAR) sensors, such as TerraSAR-X/TanDEM-X and COSMO-SkyMed, can deliver very high resolution (VHR) data beyond the inherent spatial scales of buildings. Processing these VHR data with advanced interferometric techniques, such as SAR tomography (TomoSAR), allows for the generation of four-dimensional point clouds, containing not only the 3-D positions of the scatterer location but also the estimates of seasonal/temporal deformation on the scale of centimeters or even millimeters, making them very attractive for generating dynamic city models from space. Motivated by these chances, the authors have earlier proposed approaches that demonstrated first attempts toward reconstruction of building facades from this class of data. The approaches work well when high density of facade points exists, and the full shape of the building could be reconstructed if data are available from multiple views, e.g., from both ascending and descending orbits. However, there are cases when no or only few facade points are available. This usually happens for lower height buildings and renders the detection of facade points/regions very challenging. Moreover, problems related to the visibility of facades mainly facing toward the azimuth direction (i.e., facades orthogonally oriented to the flight direction) can also cause difficulties in deriving the complete structure of individual buildings. These problems motivated us to reconstruct full 2-D/3-D shapes of buildings via exploitation of roof points. In this paper, we present a novel and complete data-driven framework for the automatic (parametric) reconstruction of 2-D/3-D building shapes (or footprints) using unstructured TomoSAR point clouds particularly generated from one viewing angle only. The proposed approach is illustrated and validated by examples using TomoSAR point clouds generated using TerraSAR-X high-resolution spotlight data stacks acquired from ascending orbit covering two differen- test areas, with one containing simple moderate-sized buildings in Las Vegas, USA and the other containing relatively complex building structures in Berlin, Germany.
