[Termes IGN] vulnérabilitéRésumé : (Auteur) In disaster insurance and reinsurance, GIS has been used to visualize and manage geospatial data and to help vulnerability and risk analysis for years. However, hazard insurance is a multidisciplinary issue that involves complex factors and uncertainty. GIS, if used alone, has limited functionality due to poor incorporation of intelligence and spatial statistics. The Spatial Decision Support System (SDSS) presented in this paper, addresses some of the deficiencies of traditional GIS, by providing powerful tools to support disaster insurance pricing that involves procedural and declarative knowledge. In the SDSS, the knowledge-based system shell, using the open-source CLIPS and supporting fuzziness and uncertainty, can be applied in at least three phases: hazard simulation, fuzzy comprehensive evaluation of risk, and query for insurance pricing. The libraries of statistics and spatial statistics provide a robust support for analysis of spatial factors, including spatial correlation between zones vulnerable to hazard and spatial variation of exposures. The GIS components provide sophisticated visualization and database management support for geospatial data, helping easily locate the insured points and risk zones as well as exploratory analysis of spatial data. Standard database management interfaces are used to manage other aspatial data. COM, an industry-wide interface protocol, tightly integrates these technologies (the expert shell, GIS, spatial statistics and DBM within an integral system), and can be used to develop mixed complex algorithms in support of other COM objects. An application of typhoon insurance pricing is demonstrated with a case study in Guangdong, China. Developed as a suite of generic tools with abilities to deal with the complex problem of disaster insurance involving spatial factors and field knowledge, this prototype SDSS can also be applied to other disaster insurance and fields that involve similar spatial decision making. [Termes IGN] séismeRésumé : (Auteur) De nombreuses études ont été réalisées afïn de démontrer les potentialités des images satellites dans la détection de dommages et l'estimation des pertes consécutives à des catastrophes naturelles. La plupart de ces études portaient sur les phénomènes d'inondation ou de cyclone, cependant, concernant les séismes, les premières études ont été réalisées seulement à partir de 1995 suite au séisme de Kocaeli (1999). Ces études ne faisaient pas encore appel aux images à très hautes résolutions, et de ce fait, ne permettaient pas de détecter des dommages à l'échelle des bâtiments. Avec l'arrivée récente des images sub-métriques, l'imagerie spatiale a ouvert de nouvelles opportunités de détecter et cartographier les dommages. Néanmoins, si la très haute résolution permet l'identification d'objets de plus en plus petits, il demeure que les méthodes classiquement employées en traitement d'image à moyenne résolution ne semblent pas particulièrement adaptées à ces nouvelles images. Dans cette étude, nous présentons une nouvelle approche d'identification des dommages à partir d'images Ikonos acquises peu de temps après le séisme d'Alger (2003). Cette nouvelle méthode de la recherche des anomalies morphologiques permet d'identifier rapidement un ensemble d'anomalies de formes des bâtiments que nous corrélons ensuite à un niveau d'endommagement. Bien qu'encore expérimentale, la méthode des anomalies morphologiques pourrait, à terme, permettre une cartographie rapide des dommages aux immeubles et maisons, et venir épauler les équipes de secours qui interviennent sur terrain après un séisme. [Termes IGN] TurquieRésumé : (Auteur) This study presents detection of the collapsed buildings caused by earthquakes using digital elevation models (DEMs) created from pre- and post-earthquake stereo aerial photographs. It is based on the idea that changes in the heights of collapsed buildings can be detected. The study was conducted using aerial photographs taken before (1994) and after (1999) the Izmit earthquake in Turkey. DEMs were created automatically from both pre- and post-earthquake aerial photographs at 5m spatial resolution. The DEMs created from the two epochs were then differenced and the difference DEM obtained was analysed building by building to detect those buildings whose height difference between pre- and post-earthquake exceeded a specified threshold level. The producer's accuracy for detecting the collapsed buildings was found to be 84%. The results show that the difference DEM of the pre- and post-earthquake aerial images can reveal successfully the collapsed buildings caused by the earthquake. It was found that determining an optimum threshold level between change and no change pixels of the difference DEM is important. Entre les vidéos amateurs et les reportages officiels, se sont aussi glissées quelques images satellites, parfois très percutantes. Sur Internet, jamais la circulation de cartes, d'images satellites et de spatiocartes liées à un 'événement n'a été aussi intense : de nombreux organismes dans le monde entier se sont mobilisés, proposant au fil des jours des produits de qualité variable. La communauté industrielle et scientifique sait désormais mettre à profit les nombreuses sources disponibles. Reste peut-être à pérenniser et à renforcer une organisation pour éviter certaines erreurs de jeunesse.
