[Termes IGN] prospectiveRésumé : (auteur) Au niveau local, la compréhension et le traitement des enjeux environnementaux nécessite la mise en place d’approches de plus en plus transversales (pour la définition de stratégies, la mise en œuvre de projets, etc.). Cela doit se traduire par un décloisonnement des politiques publiques, via une gestion moins verticale et plus intégrée des différentes compétences de la collectivité. Dans ce contexte, on constate un besoin croissant de données de différentes natures, afin d’aider à la décision les pouvoirs publics et leurs parties prenantes, comme par exemple dans le cadre de projets de transformation urbaine. En parallèle, on assiste à un élargissement exponentiel des possibilités offertes par le numérique ainsi qu’à de nouvelles opportunités en matière de données mobilisables et de moyens de les traiter et de les valoriser via des outils pour la création de connaissance. Le présent article s’appuie sur l’analyse de l’environnement technologique et informationnel des données et des outils d’observation, d’analyse et de prospective territoriale, pour éclairer le paradoxe entre le besoin identifié d’appui à la décision publique et le faible développement de solutions adaptées pour y répondre de manière optimale. Articulée autour du cycle de vie des données, l’analyse des enjeux pour optimiser la valorisation des données territoriales et améliorer leur gouvernance apporte des pistes pour répondre à cette inadéquation. [Vedettes matières IGN] Ecologie forestièreRésumé : (auteur) The role of forests in the mitigation of natural hazards has been repeatedly demonstrated. The protective effect of mountain forests against rockfalls has especially been pointed out because it can constitute a natural and cost-effective protection measure in many situations. However, this particular ecosystem service may substantially differ according to the structure and the composition of the forest. Until now, the rockfall protection capability has always been studied at a local scale with only few forest types. Moreover, the comparison of the protective effect of the different forest types studied remains difficult because different methods and indicators were used. For the same reasons, it is not possible to draw conclusions about the influence of biological and structural diversities on the protection capabilities of forests from former works.
The aims of this study were (1) to quantitatively assess the protective effect of forests at the French Alps scale and build a classification based on the protection capability, (2) to compare the protective effect of the different forest types present in the French Alps and (3) to analyze the relations between the protective effect and the forest diversity in terms of stand structure and tree composition. For this purpose, the model Rockyfor3D was used to simulate the propagation of rocks on 3886 different forest plots spread over the whole French Alps. Quantitative indicators characterizing the protective effect of each forest plot were then calculated from the simulation results and used to perform the different analyses.
Our results emphasized the importance of taking into account the length of forest in the maximum slope direction for an accurate assessment of the protective effect. Thus, the minimum length of forest to get a reduction of 99% of the rockfall hazard was chosen as indicator to compare protective effect between forests. Using this indicator, half of the French Alpine forests presented a high level of protection after a short forested slope (190 m). A decreasing gradient in the protection capabilities was observed from forest types dominated by broadleaved species to those dominated by conifer species. Moreover, considering an equivalent proportion of conifers, stands dominated by shade-tolerant tree species showed better ability to reduce rockfall hazard. Human drivers solve this problem typically by having a deeper understanding of the scene. The technical equivalent of this is to provide a hazard map, which serves as a prior for self-driving cars, enabling them to adjust driving speed and processing thresholds.
In this paper, we present a method to derive such a hazard map using lidar mobile mapping. Pedestrians and cyclists are obtained from a sequence of point clouds by segmentation and classification. Their locations are then accumulated in a grid map, which serves as a "heat map" for possible hazardous situations. To demonstrate our approach, we generated a map using lidar mobile mapping, obtained by twelve measurement campaigns in Hanover (Germany). Remote sensing, especially the spaceborne sensors, provides the possibility to monitor a very large scale area in a short time and with regular revisit circle. Damage ranges and damage levels of the destructed urban areas are extremely important information for rescue planning after an event. Rapid mapping of the urban damage levels with synthetic aperture radar (SAR) is still challenging. Compared with single-polarization SAR, fully polarimetric SAR (PolSAR) has a better potential to understand the urban damage from the viewpoint of scattering mechanism investigation. In radar polarimetry, the dominant double-bounce scattering mechanism in an urban area is primarily induced by the ground-wall structures and can reflect the changes of these structures. In this sense, urban damage level in terms of destroyed ground-wall structures can be indicated by the reduction of the dominant double-bounce scattering mechanism, which is the basis of this study. This work first establishes and validates the linear relationship between the urban damage level and the proposed polarimetric damage index using polarimetric model-based decomposition. Then, efforts are focused on the development of a rapid urban damage level mapping technique which mainly includes two steps of urban area extraction and polarimetric damage level estimation. The 3.11 East Japan earthquake and tsunami inducing great-scale destruction are adopted for study using L-band multitemporal spaceborne PolSAR data. Experimental studies demonstrate that the estimated damage levels are closely consistent to the ground-truth. The final urban damage level map for the full scene is generated thereafter. Results achieved in this study further validate the necessity of exploring fully polarimetric technique for damage assessment.
