[Termes IGN] surveillance écologiqueRésumé : (Auteur) The impact of global change on land surface attributes will not be uniformly distributed geographically. Changes in land surface attributes have major implications for ecosystem processes, geochemical cycles and society. Assessing the regions “at risk” of rapid land-cover changes and/or natural disasters is therefore a priority for global change research and for policies aimed at mitigating the impact of these changes. The paper describes a change detection technique based on the multi-temporal changevector to two years of SPOT VEGETATION data. The main processes detected are related to droughts, floods and deforestation. The study was extended to Europe and the whole of Africa over a time period from May 1998 to April 2000. Continental scale maps of change in surface attributes were generated over the growing seasons of every biome. Finally, a validation of the change patches identified allows us to interpret the type of change and their environmental significance. [Termes IGN] télédétection aérienneRésumé : (Auteur) We have investigated the problem of fire recognition and management assuming that the fire may produce noticeable effects in almost the entire optical spectral range (from the visible until the thermal infrared). Accordingly, we have chosen to exploit the application to the concerned problem of airborne, high resolution hyperspectral sensors that provide the user with a large amount of information about the spectral properties of the imaged target. The main problems addressed by this work are the firefront and burnedarea recognition and the extraction of information useful for the management of the burned area. The paper shows data gathered by the sensor MIVIS over the fire, the data processing result and is completed with a brief theoretical discussion of the involved topics. Some hints are given about the diagnostic capabilities of other hyperspectral devices. Not only the objective documentation of the disasters can be done through the utilization of satellite data in many cases, but this technology also provides information for the planning, during the prevention, preparation period and also in the most serious time of the mitigation. Excessive and lacking water, that is flood, waterlog and draught are quite frequent in Hungary, but in the past decade their occurrence was remarkably higher. This paper shows examples, how remote sensing techniques can operationally be used in the combat, mitigation management at local and national levels.
