[Termes IGN] système de référence mondialRésumé : (Auteur) We have compared the VLBI and GPS terrestrial reference frames, realized using 5 years of time-series observations of station positions and polar motion, with surveyed co-location tie vectors for 25 sites. The goal was to assess the overall quality of the ties and to determine whether a subset of co-location sites might be found with VLBI–GPS ties that are self-consistent within a few millimeters. Our procedure was designed to guard against internal distortion of the two space-geodetic networks and takes advantage of the reduction in tie information needed with the time-series combination method by using the very strong contribution due to co-location of the daily pole of rotation. The general quality of the available ties is somewhat discouraging in that most have residuals, compared to the space-geodetic frames, at the level of 1–2 cm. However, by a careful selection process, we have identified a subset of nine local VLBI–GPS ties that are consistent with each other and with space geodesy to better than 4 mm (RMS) in each component. While certainly promising, it is not possible to confidently assess the reliability of this particular subset without new information to verify the absolute accuracy of at least a few of the highest-quality ties. Particular care must be taken to demonstrate that possible systematic errors within the VLBI and GPS systems have been properly accounted for. A minimum of two (preferably three or four) ties must be measured with accuracies of 1 mm or better in each component, including any potential systematic effects. If this can be done, then the VLBI and GPS frames can be globally aligned to less than 1 mm in each Helmert component using our subset of nine ties. In any case, the X and Y rotations are better determined, to about 0.5 mm, due to the contribution of co-located polar motion. [Termes IGN] modèle numérique de surfaceRésumé : (Auteur) High-resolution digital elevation models (DEMs) are often limited in spatial coverage; they also may possess systematic artifacts when compared to comprehensive low-resolution maps. Here we correct artifacts and interpolate regions of missing data in airborne Topographic Synthetic Aperture Radar (TOPSAR) DEMs using a low-resolution Shuttle Radar Topography Mission (SRTM) DEM. We use a prediction error (PE) filter to interpolate and fill missing data so that the interpolated regions have the same spectral content as the valid regions of the TOPSAR DEM. The SRTM DEM is used as an additional constraint in the interpolation. We use cross-validation methods to obtain the optimal weighting for the PE filter and SRTM DEM constraints. The methodology, based on available GIS tools, consists of using earlier land cover maps and relevant environmental factors (calibration data) to model actual, known land cover to validate the model. The model aggregates Markov chain analysis for time prediction and multi-critera evaluation, multi-objective evaluation and cellular automata to perform spatial contiguity of modelled land cover scores. The first results give an accurate, pixel by pixel prediction rate of approximately 75%. An important issue of this study consists of analysing prediction residues to improve the model. [Termes IGN] segmentation d'imageRésumé : (Auteur) Recent improvements in the spatial resolution of commercial satellite imagery make it possible to apply very high-resolution (VHR) satellite data for assessing structural damage in the aftermath of humanitarian crises, such as, armed conflicts. Visual interpretation of pre- and post-crisis very high-resolution satellite imagery is the most straightforward method for discriminating structural damage and assessing its extent. However, the feasibility of using visual interpretation alone diminishes in the cases of large and dense urban settlements and spatial resolutions in the range of 2 m to 3 meters and larger. Visual interpretation can be further complicated at spatial resolutions greater than 1 m if accompanied by shadow formation and differences in sensor and solar conditions between the pre- and post-conflict images. In this study, we address these problems through investigating the use of traditional change techniques, namely, image differencing and principle component analysis, with an object-oriented image classification software, e-Cognition. Pre-conflict Ikonos (2 m resolution) images of Jenin in the Palestinian territories and Brest (1 m resolution) in FYROM were classified using the e-Cognition software. Thereafter, the pre-conflict classification was used to guide the classification, using e-Cognition, of the pixel-based change detection analysis. The second part of the study examines the feasibility of using mathematical morphological operators to automatically identify likely structurally damaged zones in dense urban settings. The overall results are promising and show that object-oriented segmentation and classification systems facilitate the interpretation of change detection results derived from very high-resolution (1 m and 2 m) commercial satellite data. The results show that object-oriented classification techniques enhance quantitative analysis of traditional pixel-based change detection applied to very high-resolution satellite data and facilitate the interpretation of changes in urban features. Finally, the results suggest that mathematical morphological methods are a potential new avenue for automatically extracting likely damaged zones from very high-resolution satellite imagery in the aftermath of disasters. Two important components are : (1) the "surface parcel partition" based on a detailed elevation model and (2) the volume parcel and its representation. Technological solutions for both parts are not yet available in commercial Geo-ICT software, and therefore solutions have been investigated, designed and developed (in a geo-DBMS environment). A number of countries in the world do already have legislation allowing the registration of volume parcels, sometimes even including detailed regulations for 3D survey plans. However, until now, these have not yet been integrated in the cadastral information system. A 3D case from Queensland, Australia is presented, and a prototype is realized based on an integrated 3D cadastral information system : elevation-model-based surface parcels complemented with volume parcels.
