[Termes IGN] transformation linéaire directeRésumé : (Auteur) Very high resolution optical space images are coming more and more into competition to classical aerial images making them more important for mapping projects. The orientation process of the dominating CCD-line scanner images taken from space is quite different from the orientation of perspective photos. Different image products like nearly original images and images projected to a plane with constant height are available, this requires corresponding orientation solutions. All optical satellites are equipped with direct sensor orientation based on a positioning system, gyros and star sensors, so they can estimate the orientation parameters. For IKONOS, QuickBird and OrbView-3, this can be made without control points with a standard deviation of the ground coordinates in the range of 10 m and better. The orientation information is available as view direction from the scene centre or start of scene or as ephemeris and as rational polynomial coefficients (RPCs). This allows the determination of the scene orientation by geometric reconstruction or bias corrected RPCs using control points. In addition approximations like 3D-affine transformation, direct linear transformation and terrain related RPCs are in use. The accuracy of the methods is compared in relation to the number and distribution of the control points and the limitations of the approximations are investigated. The approximations of the orientations by 3D affine transformation and direct linear transformation can only handle images projected to a plane with constant height like IKONOS and QuickBird or Standard. For original images they are not leading to acceptable accuracy. In any case they require more and three-dimensional well distributed control points. [Termes IGN] système d'information géographiqueRésumé : (Auteur) In the past decades, the damage due to natural and man-made disasters increased worldwide in amount and magnitude. According to the Munich Re Group, the year 2005 set a new record with overall losses exceeding US$ 210 billion and more than one hundred thousand people killed as a result of natural catastrophes. Hurricane Katrina which caused the New Orleans flood in the United States was the most expensive natural catastrophe loss in history. Rapid population growth, global climate changes and the over-exploitation of natural resources are mainly responsible for these disasters. To break and, if possible, reverse this negative trend, International Federation of Surveyors (FIG) implemented a working group in 2003 to identify the current and future needs for research and action in the field of disaster risk management. After three years of research in the form of expert meetings, as well as papers and posters presented at five FIG conferences, the International Federation of Surveyors published this report, which presents those application-oriented concepts, methods, and instruments deemed to enable effective disaster risk management. The report shows clearly that disaster risk reduction could (and should!) be an essential field of application for the surveyor/geomatics/engineer/geodesist/land manager professional. The wide scope of surveyors’ abilities —such as, land management, geodetic engineering, geo-informatics, satellite technology, and remote sensing— can make an important contribution to improving, simplifying, and shortening the disaster management process. In addition to these engineering skills and knowledge, good governance and capacity development are central components of implementing sustainable and effective disaster risk management. FIG intends to contribute effectively to the success of mitigating natural and man-made disasters. I wish to thank the members of the FIG Working Group 8.4, the sister organizations of FIG, and other organizations who have contributed to this publication for their constructive and helpful work. Certains secteurs, tel celui des pêches, sont touchés par l’émergence des technologies et par un marché qui propose sans cesse de nouveaux équipements à la fine pointe. Ainsi, les principaux acteurs doivent prendre d’importantes décisions quant à l’investissement dans de telles innovations. Cet article présente les résultats d’une recherche portant sur les conditions d’utilisation de technologies de localisation par les pêcheurs des îles de la Madeleine. Une enquête réalisée auprès d’eux a permis de connaître davantage leur profil démographique ainsi que le niveau d’adoption des technologies géomatiques. Les résultats obtenus indiquent que l’avantage relatif perçu et l’image projetée lors de l’acquisition de systèmes d’information géographiques jouent un rôle prédominant lors de la décision d’en faire un usage courant. [Termes IGN] temps réelRésumé : (Auteur) In the late 1980s, the French Centre national d'études spatiales' (CNES), in conjunction with the Institut géographique national' (IGN) and the Groupe de recherche en géodésie spatiale' (GRGS) developed a new geodetic tracking system called DORIS for precise orbit determination of low Earth orbiting satellites for oceanographic missions. Since then, the number of applications has increased, leading recently to the creation of an International DORIS Service (IDS), making it a part of the Global Geodetic Observation System (GGOS) currently under development within the International Association of Geodesy (IAG). The goal of this paper is to present the current applications of the DORIS system for precise orbit determination as well as for geodesy, geophysics, Earth rotation or atmospheric sciences. Current accuracies are discussed as well as already planned improvements. In particular, recent improvements in on-board real time orbit showing 5-cm radial agreement with post-processed orbits are discussed. In addition, when using a 5-satellite constellation, 1-cm precision is achievable for station position as well as sub milli-arcsecond precision for polar motion. [Termes IGN] traitement du signalRésumé : (Auteur) The noise spectrum in DORIS ground-station motion is investigated by means of the Allan variance method applied to the decomposition of the 3D signal into its principal components in the time domain. Sets of weekly position time-series from 1994 to 2005 derived by three IDS Analysis Centres (IGN-JPL, INASAN, and LEGOS-CLS) for 119 stations at 69 sites are considered. The observing satellites are SPOT-2, SPOT-3, SPOT-4, and SPOT-5, TOPEX/Poseidon, and ENVISAT. Annual and semi-annual perturbations, as well as the 117.3-day term associated with the TOPEX/Poseidon orbit, are found at most stations. Their amplitudes reach up to 19.3, 23.7, and 13.3 mm, respectively, for the three analysis centres (ACs). When corrected for these components and a linear drift, the time-series dominantly show white noise (WN) at the 10-45mm level the noise level is the highest in the East direction, probably in connection with the high orbit inclinations. The noise level is minimum for the high latitude stations, mostly and intensively observed by the SPOT satellites, and the determination of the noise type is unclear; longer observation spans would be needed to decide between interannual variations and flicker noise. The improvement in positioning due to the DORIS constellation extension from three to five satellites in 2002, and the network rejuvenation program initiated in 2000, results in a decrease of the noise level by a factor of 1.7 in a WN context, both before and after the changes. One example of the benefit of studying the signal in the time eigenspace domain is the detection of anomalously large WN in the East direction for station HBKB (Hartebeesthoek, Africa) that masks the above-mentioned improvement. Studying the projection on the local frame of the second and third time-eigenspace components, a noise excess is detected in the North direction for some of the ACs. Station stability derived from our time-series analysis confirms, in general, the expected performance based on the careful technical review of the station components (antenna, pillar, etc.). The respective merits of our noise qualification method, based on direct time-series analysis in the time-eigenspace domain without any a priori statistical model, in comparison with other methods, such as the selection of a mixed-noise model by maximum likelihood estimation, are discussed.
