[Termes IGN] réseau socialRésumé : (auteur) The continuous development of Spatial Data Infrastructures (SDI) provides a favourable context for environmental management and planning. However, it appears that the actual contribution of SDIs should also depend on the correlation between users’ expectations and the services delivered to them. Several studies have addressed some organizational, methodological and technological aspects of the development of SDIs. However, only a few studies have, to the best of our knowledge, studied SDI use at large. This article introduces a methodological approach oriented towards the study of the relationship between SDIs and the users interacting with them as part of their professional practices. Our study is applied to coastal zone management and planning in France. This approach combines structural and data flow modelling. The former is based on Social Network Analysis (SNA) and the latter on Data Flow Diagrams (DFD). This modelling approach has been applied to an online questionnaire and semi-structured interviews. The results identify the SDIs, geographical data flows and institutional levels implied in French coastal zone management and planning. [Termes IGN] prospectiveRésumé : (auteur) Au niveau local, la compréhension et le traitement des enjeux environnementaux nécessite la mise en place d’approches de plus en plus transversales (pour la définition de stratégies, la mise en œuvre de projets, etc.). Cela doit se traduire par un décloisonnement des politiques publiques, via une gestion moins verticale et plus intégrée des différentes compétences de la collectivité. Dans ce contexte, on constate un besoin croissant de données de différentes natures, afin d’aider à la décision les pouvoirs publics et leurs parties prenantes, comme par exemple dans le cadre de projets de transformation urbaine. En parallèle, on assiste à un élargissement exponentiel des possibilités offertes par le numérique ainsi qu’à de nouvelles opportunités en matière de données mobilisables et de moyens de les traiter et de les valoriser via des outils pour la création de connaissance. Le présent article s’appuie sur l’analyse de l’environnement technologique et informationnel des données et des outils d’observation, d’analyse et de prospective territoriale, pour éclairer le paradoxe entre le besoin identifié d’appui à la décision publique et le faible développement de solutions adaptées pour y répondre de manière optimale. Articulée autour du cycle de vie des données, l’analyse des enjeux pour optimiser la valorisation des données territoriales et améliorer leur gouvernance apporte des pistes pour répondre à cette inadéquation. [Vedettes matières IGN] GénéralisationRésumé : (Auteur) Geovisualization applications that allow the navigation between maps at different scales while zooming in and out often provide no smooth transition between the individual building level of abstraction and the representation of whole urban areas as polygons. In order to reduce the cognitive load of the user, we seek to add intermediate zoom levels with intermediate and progressive abstractions between buildings and urban areas. This paper proposes a method based on progressive block graying while enhancing building landmarks, to derive these intermediate representations from the individual buildings. Block graying is based on an automatic building classification, and a multiple criteria decision technique to infer inner city blocks. The landmarks identification relies on machine learning and several criteria based on geometry and spatial relations. The method is tested with real cartographic data between the 1:25k (with individual buildings) and the 1:100k scale (with urban areas): transitions with one, two, or three intermediate representations are derived and tested.
