Image exploitation approaches during the immediate (first few days) aftermath of a disaster are predominantly through visual analysis rather than automated classification methods. While the temporal needs for obtaining the imagery are fairly clear (within a one- to three-day window), there have only been educated guesses about the spatial resolution requirements necessary for the imagery for visual analysis. In this paper, we report results from an empirical study to identify the coarsest spatial resolution that is adequate for tasks required immediately following a major disaster. The study was conducted using cognitive science experimental methods and evaluated the performance of individuals with varying image interpretation skills in the task of mapping hurricane-related residential structural damage. Through this study, we found 1.5 m as a threshold for the coarsest spatial resolution imagery that can successfully be used for this task. The results of the study are discussed in terms of the likelihood of collection of this type of imagery within the temporal window required for emergency management operations. [Termes IGN] segmentation d'imageRésumé : (Auteur) In this paper, we propose the use of binary partition trees (BPT) to introduce a novel region-based and multi-scale polarimetric SAR (PolSAR) data representation. The BPT structure represents homogeneous regions in the data at different detail levels. The construction process of the BPT is based, firstly, on a region model able to represent the homogeneous areas, and, secondly, on a dissimilarity measure in order to identify similar areas and define the merging sequence. Depending on the final application, a BPT pruning strategy needs to be introduced. In this paper, we focus on the application of BPT PolSAR data representation for speckle noise filtering and data segmentation on the basis of the Gaussian hypothesis, where the average covariance or coherency matrices are considered as a region model. We introduce and quantitatively analyze different dissimilarity measures. In this case, and with the objective to be sensitive to the complete polarimetric information under the Gaussian hypothesis, dissimilarity measures considering the complete covariance or coherency matrices are employed. When confronted to PolSAR speckle filtering, two pruning strategies are detailed and evaluated. As presented, the BPT PolSAR speckle filter defined filters data according to the complete polarimetric information. As shown, this novel filtering approach is able to achieve very strong filtering while preserving the spatial resolution and the polarimetric information. Finally, the BPT representation structure is employed for high spatial resolution image segmentation applied to coastline detection. The analyses detailed in this work are based on simulated, as well as on real PolSAR data acquired by the ESAR system of DLR and the RADARSAT-2 system. Roofing materials, in particular the metallic ones are considered as a major source of urban runoff contamination. An accurate evaluation of contaminant flows from roofs is thus required at the city scale. This paper aims to describe the definition of an appropriate methodology for evaluating the zinc emission at the city scale. This methodology is based on combining two different methods. The first one is an automatic classification and the second one is a theoretical urban study site. In order to obtain representative data, the choice of the study site was based on the diversity of land use and the urban and social context. Finally some results and future works will be presented. [Termes IGN] zone urbaineIndex. décimale : 30.60 Géodésie spatiale Résumé : (Auteur) There is a growing demand for high-quality spatial data and for efficient methods of updating spatial databases. In the present study, automated object-based interpretation methods were developed and tested for coarse land use mapping, detailed land cover and building mapping, and change detection of buildings. Various modern remotely sensed datasets were used in the study. An automatic classification tree method was applied to building detection and land cover classification to automate the development of classification rules. A combination of a permanent land cover classification test field and the classification tree method was suggested and tested to allow rapid analysis and comparison of new datasets. The classification and change detection results were compared with up-to-date map data or reference points to evaluate their quality. The combined use of airborne laser scanner data and digital aerial imagery gave promising results considering topographic mapping. In automated building detection using laser scanner and aerial image data, 96% of all buildings larger than 60 m2 were correctly detected. This accuracy level (96%) is compatible with operational quality requirements. In automated change detection, about 80% of all reference buildings were correctly classified. The overall accuracy of a land cover classification into buildings, trees, vegetated ground and non-vegetated ground using laser scanner and aerial image data was 97% compared with reference points. When aerial image data alone were used, the accuracy was 74%. A comparison between first pulse and last pulse laser scanner data in building detection was also carried out. The comparison showed that the use of last pulse data instead of first pulse data can improve the building detection results. The results yielded by automated interpretation methods could be helpful in the manual updating process of a topographic database. The results could also be used as the basis for further automated processing steps to delineate and reconstruct objects. The synthetic aperture radar (SAR) and optical satellite image data used in the study have their main potential in land cover monitoring applications. The coarse land use classification of a multitemporal interferometric SAR dataset into built-up areas, forests and open areas lead to an overall accuracy of 97% when compared with reference points. This dataset also appeared to be promising for classifying built-up areas into subclasses according to building density. Important topics for further research include more advanced interpretation methods, new and multitemporal datasets, optimal combinations of the datasets, and wider sets of objects and classes. From the practical point of view, work is needed in fitting automated interpretation methods in operational mapping processes and in further testing of the methods. Note de contenu : 1. INTRODUCTION
