[Vedettes matières IGN] AltimétrieIndex. décimale : 30.52 Marégraphie et niveau moyen des mers Résumé : (Auteur) La Principauté de Monaco, qui disposait d'un marégraphe OTT, s'est dotée en 1999 d'un marégraphe MORS acoustique. Le OTT à flotteur est toujours opérationnel et les deux appareils sont situés à proximité l'un de l'autre au Port de la Condamine. La comparaison des deux mesures de niveau a montré des anomalies diurnes liées à l'évolution de la température de l'air au cours de la journée. Afin de lever le doute sur la mesure erronée, il était intéressant d'utiliser les données du MORS de Nice. Ainsi les moyennes horaires des deux marégraphes MORS (Nice et Monaco) ont été comparées aux relevés horaires des enregistrements graphiques du marégraphe OTT.
L'intérêt de cette étude réside dans le fait que les deux MORS sont implantés en Méditerranée où l'amplitude de la marée est faible. En outre, le MORS de Monaco a un capteur de température incorporé dans le sondeur acoustique, donc avec une grande constante de temps, alors que celui de Nice a subi une modification tendant à réduire cette inertie et à apporter ainsi une meilleure correction sur la vitesse du son. La comparaison de ces appareils a fait l'objet d'une étude portant plus particulièrement sur les écarts respectifs à chaque changement de saison. Les trois écarts obtenus, les deux MORS par rapport au OTT et le MORS monégasque par rapport au niçois, présentent un maximum dans la matinée et un minimum l'aprèsmidi ou le soir. L'amplitude et l'heure des extremums de l'écart entre les deux appareils de Monaco varient avec la saison. Le maximum peut atteindre 3 centimètres en juin, mais en décembre il est de l'ordre du centimètre (5 à 10 mm). Il en est de même de la variation diurne entre les deux MORS. Par contre la variation diurne de l'écart entre le MORS de Nice et le OTT ne semble pas affectée par les saisons et son amplitude reste en moyenne de l'ordre de 5 à 6 millimètres, le maximum étant atteint vers 1 lh13h TU+00. Cette étude est complétée par une analyse harmonique des écarts. Pour les deux marégraphes de Monaco, les anomalies supérieures au millimètre sont obtenues dans les groupes d'ondes encadrant SI, S2 et S3, la valeur maximale (6 mm) étant atteinte sur SI. Pour M2, l'anomalie est également supérieure au millimètre. Les groupes SI, S2 et S3 sont aussi affectés dans l'analyse de l'écart entre les deux MORS avec un maximum de 6 mm sur SI, mais le groupe M2 ne l'est pas (anomalie inférieure au mm). Entre le MORS de Nice et le OTT, l'analyse ne donne des valeurs supérieures au millimètre que pour SI (4,3 mm) et S2 d'une part, et le groupe M2 d'autre part.
Notre conclusion est que le OTT est entaché d'une erreur sur M2 (1 à 2 %) liée aux légères fluctuations du défilement graphique, mais que les deux MORS sont affectés d'une erreur systématique due à l'évolution diurne de la température. Il serait souhaitable de mieux corriger cet effet sur tous les marégraphes acoustiques implantés en Méditerranée ou de les remplacer par de nouveaux systèmes plus précis. [Termes IGN] résiduRésumé : (auteur) In this paper, a new method for reconstruction of 3D segments from multiple images in urban areas environment is presented. Compared to previous algorithms, this one performs the matching of 2D segments in the Object Space through a sweep plane technique, thus avoiding the combinatorial exploration of all possible correspondences and handling images in a symmetric way. Furthermore, a method for reconstruction of 3D line from 2D lines, which takes into account the uncertainty on the parameters that define the 2D lines is also presented. It enables to get normalized residuals, which is used as a geometric criterion usable whatever the number of images is, to assess or reject potential correspondences. This criterion along with an unicity criterion is at the heart of the algorithm to prune the set of possible correspondences and to keep only reliable matches. Promising results are presented on simulated and real data. They show the ability of the algorithm to overcome detection errors in images and its robustness to occlusions in some images. [Termes IGN] télémétrie laser aéroportéRésumé : (Auteur) Airborne scanning laser altimetry (LiDAR) is an important new data source for environmental applications, being able to map topographic height, and the height of surface objects, to high vertical and horizontal accuracy over large areas. This paper describes a range image segmentation system for data from a LiDAR measuring either time of last significant return, or measuring time of both first and last returns. We focus on the application of the segmenter to improving the data required by 2D hydraulic flood models, i.e. maps of topographic height which provide model bathymetry, and vegetation height, which could be converted to distributed floodplain friction coefficients. In addition, the location of river channels and a suitable height contour are used to define the extent of the model domain. An advantage of segmentation is that it allows different topographic and vegetation height extraction algorithms to be used in regions of different cover type. LiDAR data for a reach of the River Severn, UK, is presented. Short vegetation heights (grass and cereal crops) are predicted with a rms error of 14 em. The topography underlying such cover differs from manually measured spot heights by 17 em (rms error). The topographic accuracy decreases in the presence of a densely wooded slope. Errors in the vegetation height map, apparent at the overlap regions of adjacent swaths, are reduced by the removal of heights measured at large scan angles. [Termes IGN] Terre (planète)Résumé : (Auteur) DLR's Xband interferometric SAR system onboard the Shuttle Radar Topography Mission (SRTM) has been flown successfully in February 2000 and acquired 3660 Gbytes of raw data to be processed to a near global Digital Elevation Model (DEM) of the Earth with an absolute height accuracy of +16m. Before starting the operational processing deferent kinds of calibration and motion compensation activities based on the attitude and position data and recorded instrument housekeeping data have to be performed. The preliminary results achieved over ocean test areas show the absolute height error and the relative error from the radar noise within specification. The processing and archiving facility is operational and the complete data set will be processed and available to the customers till mid 2003. [Termes IGN] système d'information géographiqueRésumé : (Auteur) This paper explores the institutional and geographic factors that affected the outcome of two old-growth forest mapping efforts undertaken in 1989-1990 in the Pacific Northwest region of the United States. The projects mapped old-growth forest stands within US National Forests that support the endangered northern spotted owl. The projects, conducted by the US Forest Service (the manager) and the Wilderness Society (a conservation organization), obtained old-growth acreage totals that differed by a factor of two. This difference was largely attributable to the organizational context of each project. Both were constrained by short time lines imposed by the US Congress and by impending litigation. Motivations for the two organizations, however, were very different: Congress compelled the Forest Service to do the mapping, whereas the Wilderness Society used the geographic information for conservation advocacy. The two organizations also varied by the level of financial resources allocated and the methods (remote sensing versus aerial photo interpretation) employed. In my comparison of the two projects, I examined the events leading up to the spotted owl controversy and investigated the nature of the institutions involved. To understand the methods of the projects, I obtained the published literature resulting from the two projects and interviewed the principals of each project. I then obtained the data sets, put them into a common format, performed a spatial overlay, and compared the results using confusion matrices and visual analysis. When the two data sets were compared directly, there was little pattern evident in the differences. This lack of pattern made it difficult to draw any conclusions about the relative accuracy of the studies. It is inappropriate to infer that the results of either project were better; however, it is critical to understand the causes of the disparate results. The research found that merely by providing an alternate set of maps of old growth, the Wilderness Society "won" by casting doubt on the maps produced by the Forest Service. I also identified several institutional factors that affected the projects' outputs, namely budget, technology, staffing, study area, and institutional agendas and requirements. It is hoped that an understanding of these factors and disparate project results will help users of the two data sets understand their inherent biases and appropriate usage.
