[Termes IGN] surveillance hydrologiqueRésumé : (auteur) Signal-to-noise ratio (SNR) time series acquired by a geodetic antenna were analyzed to retrieve water heights during asymmetric tides on a narrow river using the Interference Pattern Technique (IPT) from Global Navigation Satellite System Reflectometry (GNSS-R). The dynamic SNR method was selected because the elevation rate of the reflecting surface during rising tides is high in the Garonne River with macro tidal conditions. A new process was developed to filter out the noise introduced by the environmental conditions on the reflected signal due to the narrowness of the river compared to the size of the Fresnel areas, the presence of vegetation on the river banks, and the presence of boats causing multiple reflections. This process involved the removal of multipeaks in the Lomb-Scargle Periodogram (LSP) output and an iterative least square estimation (LSE) of the output heights. Evaluation of the results was performed against pressure-derived water heights. The best results were obtained using all GNSS bands (L1, L2, and L5) simultaneously: R = 0.99, ubRMSD = 0.31 m. We showed that the quality of the retrieved heights was consistent, whatever the vertical velocity of the reflecting surface, and was highly dependent on the number of satellites visible. The sampling period of our solution was 1 min with a 5-min moving window, and no tide models or fit were used in the inversion process. This highlights the potential of the dynamic SNR method to detect and monitor extreme events with GNSS-R, including those affecting inland waters such as flash floods. [Termes IGN] ville durableRésumé : (auteur) This article proposes a conceptual framework for analysing and comparing urban governance configurations and their dynamics in the context of sustainability transitions. Our contribution to the debates consists of drawing on a literature review to develop a conceptual framework with the dimensions necessary for understanding urban governance processes and their dynamics; an urban governance configuration framework. We argue that this framework allows us to combine important dimensions (discourses, actor networks, knowledge and material processes) shaping urban development decision-making and outcomes in their social, economic and environmental domains, in a complex world. The main advantages of this approach are: first, it enables the analysis how complex decision-making is combined in a particular time and space, generating decisions and outcomes based on a variety of knowledge; second, it allows a comparative analysis of governance configurations across different places within the same city and between cities; and third, provides lessons on how urban governance could shift to more inclusive, sustainable forms of urban development. [Termes IGN] toundraRésumé : (auteur) Open access airborne laser scanning (ALS) data have been available in Finland for over a decade and have been actively applied by the Finnish archaeologists in that time. The low resolution of this laser scanning 2008–2019 dataset (0.5 points/m2), however, has hindered its usability for archaeological prospection. In the summer of 2020, the situation changed markedly, when the Finnish National Land Survey started a new countrywide ALS survey with a higher resolution of 5 points/m2. In this paper we present the first results of applying this newly available ALS material for archaeological studies. Finnish LIDARK consortium has initiated the development of semi-automated approaches for visualizing, detecting, and analyzing archaeological features with this new dataset. Our first case studies are situated in the Alpine tundra environment of Sápmi in northern Finland, and the assessed archaeological features range from prehistoric sites to indigenous Sámi reindeer herding features and Second Word War-era German military structures. Already the initial analyses of the new ALS-5p data show their huge potential for locating, mapping, and assessing archaeological material. These results also suggest an imminent burst in the number of known archaeological sites, especially in the poorly accessible and little studied northern wilderness areas, when more data become available. [Termes IGN] TurquieRésumé : (Auteur) Rize district is an important tea production site in Turkey, which is known for high quality tea. Determining the temporal changes is very crucial from the viewpoint of agricultural management and protection of tea areas. In addition, delineation of tea gardens using photogrammetric evaluation techniques for a single orthoimage takes approximately 8 h of labour work, which is both costly and time-consuming process. To overcome these issues, a method is proposed for demarcation of tea gardens from high-resolution orthoimages. In this article, a hierarchical object-based segmentation using mean-shift (MS) and supervised machine learning (ML) methods are investigated for delineation of tea gardens. First, the MS algorithm was applied to partition the images into homogeneous segments (objects) and then from each segment, various spectral, spatial and textural features were extracted. Finally, four most widely used supervised ML classifiers, support vector machine (SVM), artificial neural network (ANN), random forest (RF), and decision trees (DTs), were selected for classification of objects into tea gardens and other types of trees. Photogrammetrically evaluated tea garden borders were taken as reference data to evaluate the performance of the proposed methods. The experiments showed that all selected supervised classifiers were effective for delineation of the tea gardens from high-resolution images.
