[Termes IGN] télémétrie laser terrestreRésumé : (Auteur) This paper focuses on extracting vertical objects from 3D terrestrial point clouds, acquired in dense urban scenes. We are especially interested in urban vertical posts whose inventory is useful for many applications such as urban mapping, virtual tourism or localization. The proposed methodology is based on two steps. The first is a focalization step providing hypothetical candidates consisting of vertical features. The second step validates or rejects these candidates. In the case of validation, the features are classified according to the posts pattern library. The extraction of vertical objects is processed by projecting the point cloud in a horizontal plan. The accumulation density, the minimal and maximal heights are used to filter out ground points, tree leaves and to solve acquisition problems such as a region multiscans. After filtering step, the accumulation image is updated. Connex regions correspond to the vertical objects. These candidates are then validated regarding the posts pattern library. An analysis of the 3D vertical point distribution is processed. To do that, each region is characterized by its eigenvalues and eigenvectors based on a Principal Component Analysis in 3D space. The classification is processed by a decision tree algorithm. Results are presented on large and various datasets acquired under real conditions in a dense urban area. A global accuracy of 84 % is reached. [Termes IGN] station de référenceRésumé : (Auteur) We apply global optimization in order to optimize the referencing (and consequently the stability) of the Earth Orientation Parameters (EOP) with respect to ITRF2005. These EOP are derived at a daily sampling from SLR data, simultaneously with weekly station positions. The EOP referencing is carried out with minimum constraints applied weekly to the three rotations and over core station networks. Our approach is based on a multi objective genetic algorithm, a particular stochastic global optimization method, the reference system effects being the objectives to minimize. We thus use rigorous criteria for the optimal weekly core station selection. The results evidence an improvement of 10% of the stability for Polar Motion (PM) series in comparison to the results obtained with the network specially designed for EOP referencing by the Analysis Working Group of the International Laser Ranging Service. This improvement of nearly 25 ?as represents 50% of the current precision of the IERS 05 C04 PM reference series. We also test the possibility of averaging the weekly networks provided by our algorithm (the Genetically Modified Networks—GMN) over the whole time period. Although the dynamical nature of the GMN is clearly a key point of their success, we can derive such a global mean core network, which could be useful for practical applications regarding EOP referencing. Using this latter core network moreover provides more stable EOP series than the conventional network does. [Termes IGN] utilisation du solRésumé : (Auteur) This paper presents a novel method to model urban land use conversion using support vector machines (SVMs), a new generation of machine learning algorithms used in the classification and regression domains. This method derives the relationship between rural-urban land use change and various factors, such as population, distance to road and facilities, and surrounding land use. Our study showed that SVMs are an effective approach to estimating the land use conversion model, owing to their ability to model non-linear relationships, good generalization performance, and achievement of a global and unique optimum. The rural-urban land use conversions of New Castle County, Delaware between 1984-1992, 1992-1997, and 1997-2002 were used as a case study to demonstrate the applicability of SVMs to urban expansion modeling. The performance of SVMs was also compared with a commonly used binomial logistic regression (BLR) model, and the results, in terms of the overall modeling accuracy and McNamara's test, consistently corroborated the better performance of SVMs.
