En France, les mesures récoltées depuis plus de deux siècles montrent que la vitesse du recul est de un à deux mètres par an en moyenne. Tous les spécialistes s'accordent pour dire que ce phénomène n'est pas près de s'inverser : les côtes vont continuer à reculer, c'est maintenant une certitude ; les données les plus récentes soulignent même une accélération de l'érosion. Peut-on réellement résister à un phénomène d'une telle ampleur ? Peut-on, doit-on défendre tel ou tel front de mer menacé ? Si oui, comment le défendre ? Qui financera la protection ? Peut-on, à l'inverse, accepter la disparition d'ici à la fin du siècle, de bandes de terrain de 100 ou 200 mètres de profondeur, avec les bâtiments qu'elles supportent ? C'est à ces questions très concrètes que doivent répondre les responsables publics. À travers l'exemple du littoral dunaire aquitain, espace modelé par l'homme au siècle dernier et perçu aujourd'hui comme l'une des côtes les plus sauvages de l'hexagone, l'auteur montre les pistes qui se dessinent pour gérer le recul inéluctable du rivage. Dans une mer déchaînée par la tempête, ce sont finalement plus de 350 km de côtes qui seront souillées par 37.000 tonnes de fioul lourd. Plus de 60.000 oiseaux y perdront la vie et la facture s'élève à ce jour à 910 millions d'euros selon le cabinet Mazars et Guérard, cité récemment par Ouest France. Devant l'ampleur du désastre à venir, le Comité Interministériel pour l'Aménagement et le Développement du Territoire (CIADT) réuni à Nantes fin février 2000 décide de créer, financements à l'appui, un SIG littoral. Trois ans plus tard, une orthophotographie couvre quasiment tout le littoral de l'Espagne à la frontière belge. Accessible à tous par Internet, elle sert de base à diverses analyses et productions cartographiques. Mais la France dispose-t-elle pour autant d'un véritable SIG littoral, afin de mieux se protéger en cas de catastrophe ? La question reste posée. [Termes IGN] rayonnement solaireRésumé : (Auteur) Terrain parameters derived from digital elevation models (DEMs), such as slope gradient, aspect and cell surface area, are represented as a vector normal to the surface and calculated using the minimum areal unit of the DEM, that is enclosed between four data points. The position of the Sun is calculated by applying rotational matrices to a unit vector defined at noon as a function of latitude and declination. The direct component of insolation intercepted by the cell surface is then calculated as a dot product between the unit vector in the direction of the Sun and the unit vector normal to surface, multiplied by direct normal irradiation. Hillshading is computed by scanning the projection of cells onto a solar illumination plane perpendicular to the Sun direction. Horizon angles and estimated sky view factor are calculated using a more economical algorithm than a rigorous evaluation of all the angles subtended by every grid cell to each other. The performance of the slope algorithm is evaluated using a synthetic surface and real world examples are given for the Mont Blanc Massif, in the French Alps. [Termes IGN] ruissellementRésumé : (Auteur) This paper reports an investigation on the accuracy of gridbased routing algorithms used in hydrological models. A quantitative methodology has been developed for objective and dataindependent assessment of errors generated from the algorithms that extract hydrological parameters from gridded DEM. The generic approach is to use artificial surfaces that can be described by a mathematical model, thus the 'true' output value can be predetermined to avoid uncertainty caused by uncontrollable data errors. Four mathematical surfaces based on all ellipsoid (representing convex slopes), an inverse ellipsoid (representing concave slopes), saddle and plane were generated and the theoretical 'true' value of the Specific Catchment Area (SCA) at any given point on the surfaces could be computed using mathematical inference. Based on these models, tests were made on a number of algorithms for SCA computation. The actual output values from these algorithms on the convex, concave, saddle and plane surfaces were compared with the theoretical 'true' values, and the errors were then analysed statistically. The strengths and weaknesses of the selected algorithms are also discussed. [Termes IGN] radargrammétrieRésumé : (Auteur) This paper shows results of digital elevation models (DEMs) generated from various RADARSAT stereopairs (fine, standard, extended) over three different topographic study sites (flattorolling, rollingtomountainous, mountainoustosteep) using 31) parametric modcling developed at the Canada Centre for Remote Sensing (CCRS) and an automated image matching method. Reference topographic DEMs were first used to compute terrain slope and aspect and then to evaluate the accuracy of the stereoderived DEMs as a function of the slopes and aspects. The DEM accuracy was almost linearly correlated with the terrain slope, with the larger errors in the steepest slopes. In addition, the stronger the stereo radar geometry, the more heterogeneous the DEM is. For the aspect, the best and worse results generally occurred in the foreslopes and backslopes, respectively, and there is no specific trend in the azimuth. Finally, the more pronounced the relief, the higher the correlation between the elevation accuracy and the aspect is and the larger the variations of the elevation accuracy are.
