This article illustrates the solution that was developed by Stadt Bochum. The elaboration of the solution takes existing software and data available at Stadt Bochum into account in order to develop an economic solution to the problem. [Termes IGN] toitRésumé : (Auteur) Automatic 3D extraction of building roofs from remotely sensed data is important for many applications including city modelling. This paper proposes a new method for automatic 3D roof extraction through an effective integration of LIDAR (Light Detection And Ranging) data and multispectral orthoimagery. Using the ground height from a DEM (Digital Elevation Model), the raw LIDAR points are separated into two groups. The first group contains the ground points that are exploited to constitute a ‘ground mask’. The second group contains the non-ground points which are segmented using an innovative image line guided segmentation technique to extract the roof planes. The image lines are extracted from the grey-scale version of the orthoimage and then classified into several classes such as ‘ground’, ‘tree’, ‘roof edge’ and ‘roof ridge’ using the ground mask and colour and texture information from the orthoimagery. During segmentation of the non-ground LIDAR points, the lines from the latter two classes are used as baselines to locate the nearby LIDAR points of the neighbouring planes. For each plane a robust seed region is thereby defined using the nearby non-ground LIDAR points of a baseline and this region is iteratively grown to extract the complete roof plane. Finally, a newly proposed rule-based procedure is applied to remove planes constructed on trees. Experimental results show that the proposed method can successfully remove vegetation and so offers high extraction rates. Such three-dimensional (3D) maps allow for easy orientation and provide the observer with an immersive impression of the landscape to be discovered or remembered. The most impressive panoramic masterpieces are almost exclusively painted manually or with minor digital tool support. Software packages that allow modern cartographers to create 3D maps of comparable visual quality (semi-) automatically are currently not available. Computer graphics has developed a number of methods for painterly rendering, including imitating the characteristics of a panorama artist's brush stroke and raster-based methods that synthesize new texture from examples. In this article, the latter approach is explored, and the idea of creating terrain textures for arbitrary regions by reassembling them from pieces of scanned hand-painted masterworks is pursued. Panorama painters vary the appearance of land cover depending on terrain characteristics and viewing parameters. This article suggests how the example-based texture synthesis approach could be adapted to accommodate such dependencies. A case study of transferring the appearance of H.C. Berann's hand-painted panorama of the Swiss Jungfrau region to a digital panorama of a different region is presented. The case study shows that a number of previously unanticipated hurdles are encountered when using hand-painted panoramas as input to an example-based texture synthesis algorithm. By identifying the challenges of applying texture-by-example to panoramic map making and by suggesting possible solutions, the authors aim to promote the creation of more visually appealing and legible digital panoramic maps. Canada's north offers a useful case study of both the opportunities and challenges of such projects. Through the Geomatics and Cartographic Research Centre (GCRC), Inuit peoples have been invited to become partners in innovative digital mapping projects, including creating atlases of traditional place names, recording the patterns and movement of sea ice, and recording previously uncharted and often shifting traditional routes over ice and tundra. Such projects have generated interest in local communities because of their potential to record and preserve traditional knowledge and because they offer an attractive visual and multimedia interface that can address linguistic and cultural concerns. But given corporations' growing interest in the natural resources of the Arctic and the concomitant rise in government concern about claims to Arctic sovereignty, such maps may also be of interest to a broad range of actors and for a variety of purposes. Because these projects rely heavily upon, and record, oral knowledge, and because they convert such knowledge into highly malleable and easily disseminated digital content, they raise challenging issues around informed consent, intellectual and cultural property, and privacy. This article identifies and examines these issues and describes the collaborative and interdisciplinary research established to identify and address the use of traditional knowledge in digital cartography.
