[Termes IGN] zone industrielleRésumé : (Auteur) La mixité entre bassin de sites industriels classés Seveso et une zone urbanisée péri-industrielle existante est aujourd'hui source de dangers potentiels pour les populations concernées. Le retour d'expérience sur l'accident de Toulouse en 2001 a fait évoluer la vision de l'accident industriel, sa perception par la population et la réglementation relative à la maîtrise des risques technologiques. De ce retour d'expérience, émerge la notion de vulnérabilité, qui, selon nous, appliquée au territoire péri-industriel se décline en trois dimensions (directe, indirecte et induite). Il émerge aussi que des progrès importants sont réalisables en terme de maîtrise de l'urbanisation, ce qui souligne le rôle des décideurs publics locaux. Ces décideurs, pour mener à bien une atténuation de la vulnérabilité de leur territoire péri-industriel, auront besoin d'une information spécifique et d'un outil d'aide à la décision, afin de faciliter l'application des futurs plans de prévention des risques industriels, innovation créée par la loi du 30 Juillet 2003. Nous proposons, ici, les bases d'une méthodologie permettant d'aider la réflexion des décideurs publics locaux. Cette méthode de maîtrise du risque industriel, complémentaire à l'action des responsables d'entreprises classées Seveso (réduction du risque à la source), s'articule autour de l'idée de rendre le territoire péri-industriel " intelligent " en veillant à une atténuation de la vulnérabilité de ce territoire spécifique tout en assurant sa pérennité et celle du territoire communal dans son ensemble.
