Since 3D data have such importance in the field of heritage documentation, quality control is paramount and must be performed before any point cloud processing is even planned to be conducted. The thesis is therefore divided into two parts. The first part concerned mainly the data acquisition and quality control of the point cloud data using the two techniques most commonly used, i.e. photogrammetry and laser scanning. A particular emphasis was also put on the integration of photogrammetry and laser scanning within the context of a multi-scalar documentation of a heritage site. The second part will address the processing of the resulting point cloud, particularly its segmentation and classification. The multi-scalar approach proposed in this thesis is an important point to note, as in many cases a historical building of interest is located in a historical neighbourhood; thus the requirement for a multi-scalar segmentation. By combining these two parts, the thesis had attempted to address the 3D workflow of heritage sites in a holistic manner, from the 3D data acquisition up to the resulting point clouds' segmentation and classification into individual entities in various scale steps. [Termes IGN] urbanismeRésumé : (auteur) Geographical data and analysis are a key asset in different domains of education, from primary school to high education and life-long learning, and of research like geography, history, urbanism or environmental science, among others. Engaging with these user communities is part of the mission of many EuroSDR members. It is also a precious investment to improve data value and reusability. Firstly, the education community can give relevant feedback on the data usability from their pedagogical perspectives, scientific users can comment on quality documentation as they need to adopt a critical perspective on results obtained with data and students learn to use such complex data before they go into the work force where they may promote their usage. Second, all these users can help data providers investigate the design of new products to answer emerging needs. Three commission chairs of EuroSDR (Commission 4 Information usage, Commission 5 Business models and operations and Commission 6 Knowledge transfer) launched a survey on the provision of data and tools for research and education purposes on 13th May 2019. The objective of the survey was to study existing initiatives in terms of practices and projects at EuroSDR organizations to provide data and tools to pupils, students, teachers, and scientists for research and/or education purposes. A questionnaire was sent to all the delegates of EuroSDR who represent national mapping and cadastral agencies (NMCAs). The respondents were asked to describe their potential initiatives by using a standardized template format, which is in the Annexe 1 of this report. The respondents could describe as many initiatives as relevant for the provision of their data and tools. The deadline was set for 1st July 2019. The answers were compiled and reported in a first draft. As the answer rate was rather low, the draft report was circulated in Spring 2020 again. The first section of this report presents an overview of the results obtained from this survey and the next section presents them more in details using the same structure as the questions of the template. [Termes IGN] télémétrie laser sur satelliteRésumé : (auteur) The satellite laser ranging (SLR) technique has the potential to make extremely precise measurements to retroreflector arrays on orbiting satellites, with normal point range precision at a level of 1 mm for the core tracking stations of the International Laser Ranging Service (ILRS). The main limitation to achieving a similar level of range accuracy is the presence of uncorrected systematic errors, which can be attributed to various sources at the stations (e.g., calibration and/or synchronization procedures, hardware malfunctioning, nonlinearities in the time-of-flight measurement devices), as well as to modeling deficiencies, especially in the ability to refer the range measurements to the center of mass of the spacecraft. The ILRS has always been active in adopting rigorous procedures to detect and remove systematic errors from the data: a group of ILRS analysis centers routinely performs data quality control a few hours after data acquisition; the ILRS Analysis Standing Committee (ASC) is in charge of long-term monitoring and characterization of systematic errors in the observations used for the ILRS products; a Quality Control Board was established in 2015 to address SLR systems’ biases and other data issues. In particular, the ASC is devoting efforts on an investigation of an alternative approach whereby a simultaneous estimation of site coordinates and range biases provides station positions that are in principle free of systematic errors. Results using this approach have shown a significant impact on the realization of the TRF, in particular by reducing the existing scale offset between the VLBI and SLR solutions and reaching a closer agreement with the ITRF2014 scale. This paper outlines the work that continues to be done to improve these products and in particular focuses on new research to evaluate rigorously any impact on the strength of coordinate solutions and geophysical inferences when systematic range errors are determined simultaneously with reference frame parameters. Future procedures for handling systematic errors will be informed by the outcome of the current investigations. [Termes IGN] temps réelRésumé : (auteur) Real-time satellite orbit and clock product is a key prerequisite for real-time precise positioning service based on precise point positioning (PPP). With the rapid development of the multiple global navigation satellite systems (Multi-GNSS), about 120 satellites will be processed for Multi-GNSS real-time clock estimation. Unfortunately, the computation is very time-consuming, especially for quality control since problematic observations are inevitable. Taking advantage of computer technology, sequential least square adjustment with an adapted online quality control procedure is developed to rapidly estimate Multi-GNSS real-time clocks, although various filtering estimators are commonly used now. A globally distributed network including 70 stations tracking mostly satellites of GPS, GLONASS, BDS, and Galileo is employed for experimental validation. The results show that the computation time per epoch is less than 3 s in average and can meet the 5 s update rate of the IGS real-time clock product. Compared to the GeoForschungsZentrum MGEX (GBM) final clock product, the averaged STD values of the estimated clocks of the four GNSS systems are 0.089 ns and 0.153 ns, respectively, for the clock solutions with and without the online quality control, which also confirms the importance of the quality control procedure. The Multi-GNSS kinematic PPP experiment using the estimated clocks with quality control shows that the positioning RMS is about 4 cm and generally 2 cm in vertical and horizontal components, respectively, and the corresponding convergence time is about 15 min.
