[Termes IGN] web sémantiqueRésumé : (Auteur) Building on abstract reference models, the Open Geospatial Consortium (OGC) has established standards for storing, discovering, and processing geographical information. These standards act as a basis for the implementation of specific services and Spatial Data Infrastructures (SDI). Research on geo-semantics plays an increasing role to support complex queries and retrieval across heterogeneous information sources, as well as for service orchestration, semantic translation, and on-the-fly integration. So far, this research targets individual solutions or focuses on the Semantic Web, leaving the integration into SDI aside. What is missing is a shared and transparent Semantic Enablement Layer for SDI which also integrates reasoning services known from the Semantic Web. Instead of developing new semantically enabled services from scratch, we propose to create profiles of existing services that implement a transparent mapping between the OGC and the Semantic Web world. Finally, we point out how to combine SDI with linked data. [Termes IGN] web sémantiqueRésumé : (Auteur) Land use regulations are an important but often underrated legal domain. In densely populated regions such as the Netherlands, spatial plans have a profound impact on both (local) governments and citizens. This article describes our work on a 'Legal Atlas'. Using Semantic Web technology we combine distributed geospatial data, textual data and controlled vocabularies to support users in answering questions such as: "What activity is allowed here?" Spatial norms are represented using OWL 2 in a way that enables intuitive visualisation of their effects: map-based legal case assessment. Users can represent a (simple) case by selecting or drawing an area on the map. Given a designation for that area, the system can assess whether this is allowed or not. The same solution also enables the comparison of two or more sets of spatial norms that govern the same region. We discuss the advantages and drawbacks of a number of alternative solutions for representing and integrating metadata of spatial plans, and the representation of normative conflicts and exceptions between norms. [Termes IGN] web sémantiqueRésumé : (Auteur) Interpretation of spatial features often requires combined reasoning over geometry and semantics. We introduce the Space package, an open source SWI-Prolog extension that provides spatial indexing capabilities. Together with the existing semantic web reasoning capabilities of SWI-Prolog, this allows efficient integration of spatial and semantic queries and provides an infrastructure for declarative programming with space and semantics. There are few systems that provide indexing and reasoning facilities for both spatial and semantic data. A common solution is to combine separate semantic reasoning and geospatial services. Such loose coupling has the disadvantage that each service cannot make use of the statistics of the other. This makes optimization of such a service-oriented architecture hard. The SWI-Prolog Space and Semantic web packages provide a native Prolog interface to both spatial and semantic indexing and reasoning, which makes it easy to write combined query optimizers. Another advantage of the Space package is that it allows declarative logic programming, which means in practice that you say what you want to compute instead of how to compute it. The actual indexing machinery is encapsulated inside Prolog predicates. In this article we describe the interface of the Space package, compare its functionality to alternative software libraries, and show how to work with it using three example applications. These example illustrations include reasoning over movement patterns, dynamically loading geospatial linked data off the semantic web, and setting up a simple KML server. [Termes IGN] web sémantiqueRésumé : (Auteur) In order to support the processing of qualitative spatial queries, spatial knowledge must be represented in a way that machines can make use of it. Ontologies typically represent thematic knowledge. Enhancing them with spatial knowledge is still a challenge. In this article, an implementation of the Region Connection Calculus (RCC) in the Web Ontology Language (OWL), augmented by DL-safe SWRL rules, is used to represent spatio-thematic knowledge. This involves partially ordered partitions, which are implemented by nominals and functional roles. Accordingly, a spatial division into administrative regions, rather than, for instance, a metric system, is used as a frame of reference for evaluating closeness. Hence, closeness is evaluated purely according to qualitative criteria. Colloquial descriptions typically involve qualitative concepts. The approach presented here is thus expected to align better with the way human beings deal with closeness than does a quantitative approach. To illustrate the approach, it is applied to the retrieval of documents from the database of the Datacenter Nature and Landscape (DNL).
