[Termes IGN] système d'information géographiqueRésumé : (auteur) Digital systems storing cadastral data in vector format are considered effective due to their ability of offering interactive services to citizens and other land-related systems. The adoption of such systems is ubiquitous, but when adopted, they create two non-compatible systems with paper-based cadastral systems whose information needs to be digitised. This study proposes a new approach that is fast and accurate for transforming paper-based cadastral data into digital systems. The proposed method involves deep-learning techniques of the LCNN and ResNet-50 for detecting cadastral parcels and their numbers, respectively, from the cadastral plans. It also contains four functions defined to speed up transformations and compilations of the cadastral plan’s data in digital systems. The LCNN is trained and validated with 968 samples. The ResNet-50 is trained and validated with 106,000 samples. The Structural-Average-Precision (sAP10) achieved with the LCNN was 0.9057. The Precision, Recall and F1-Score achieved with the ResNet-50 were 0.9650, 0.9648 and 0.9649, respectively. These results confirmed that the new method is accurate enough for implementation, and we tested it with a huge set of data from Tanzania. Its performance from the experimented data shows that the proposed method could effectively transform paper-based cadastral data into digital systems. P-Mapping was used to uncover indigenous knowledge on the changes in land ownership, land use rights and land-use types over ten years. The paper finds that properly trained local people can reliably delineate and indicate land rights and land uses in their environment on photomaps with little support from professionals. The experiment results show that PGIS can accelerate land adjudication processes on customary lands. [Termes IGN] système d'information foncièreRésumé : (auteur) The fit-for-purpose rural cadastre has been implemented for several years in the Amhara region of Ethiopia. There are no internationally accepted methodologies to evaluate the efficacy of rural cadastral systems in developing countries. In this study, an evaluation framework was designed from the literature review and used to assess the quality of the rural cadastral system. A mixed research method was applied. Data were secured from the pertinent participants, and descriptive statistics was used to analyze the data. The findings indicated that the framework developed for the quality assessment was found to be an essential tool to evaluate the efficacy of rural cadastral systems. The study identified the strengths, weaknesses, opportunities, and threats of the cadastral systems of the Amhara region, which underpinned the understanding of the spatial, legal, and institutional arrangements and statuses. Further, this study identified sets of indicators and good practices of the system. Yet, we know very little about the development of building density and building height over time. In this study, we characterize the horizontal and vertical patterns of urban development in Barcelona, Madrid, Valencia, and Zaragoza between 1965 and 2015. Our analysis is based on a unique combination of cadastral data and LiDAR point clouds, which we use to characterize building footprint, height, and volume, at decadal intervals. Subsequently, we characterize urban expansion and densification processes using building volume and Urban Form Types. We find that height of new buildings shows a significant downward trend during the 70′s for the four urban areas and a decreasing trend after the 2008 real estate bubble for the cases of Barcelona and Valencia. Over the analyzed period a decrease of 116, 313, 217 and 157 cm in average building height was observed for Barcelona, Madrid, Valencia, and Zaragoza, respectively. Urbanized volume of all cities together has expanded by roughly 350% between 1950 and 2015. Sparse built-up form showed the largest absolute increase, although it contains only a low fraction of new built-up volume. A clear trend towards expansion is observed in city outskirts and the development of new urban clusters in municipalities closer to the main city. At the same time, settlements have followed incremental steps towards densification of the city-cores over time. This study provides a first step towards comprehensive understanding of long-term changes in 3D urban form, which can inform the development of policies that target the third dimension in urban form to steer sustainable urban growth. This study focuses on managing the official documents as online requested by the land registry and cadastre directorates from the other institutions during these transactions. Therefore, a general external data model based on the LADM has been proposed to manage requested documents during transactions. If web-based applications support the proposed model, access to documents will be faster and easier, and security risk will be reduced.
