[Termes IGN] urbanismeIndex. décimale : PROJET Mémoires : Rapports de projet - stage des ingénieurs de 2e année Résumé : (auteur) La capitale de la Mongolie Oulan-Bator est confrontée à de nombreuses difficultés sociales et environnementales en partie causées par les bouleversements politiques engendrés par la chute de l’Union Soviétique. Elle ne cesse désormais d’accueillir en son sein les populations nomades dont les troupeaux ont été décimés par les conditions climatiques extrêmes et qui sont guidés par l’espoir d’une vie plus facile et d’un meilleur avenir pour leur descendance. C’est pourquoi les quartiers de ger s’étendent au nord de la ville sans qu’aucun plan d’aménagement ne soit défini avec précision pour structurer leur disposition spatiale. L’organisation non gouvernementale mongole Ger Community Mapping Center au sein de laquelle se déroule le stage apporte une connaissance nouvelle de ce territoire et de son identité au moyen de cartes réalisées selon une approche participative. Les citoyens sont alors impliqués dans le processus de développement cartographique car ce sont eux qui délivrent les données à partir desquelles les cartes sont élaborées, et influencent par ce moyen d’expression, l’avenir de leur communauté. Le présent rapport de stage explore les possibilités offertes par cette méthode de cartographie, au moyen de recherches réalisées sur deux principales thématiques : la gestion de l’eau au sein de la ville, et la réalisation de cartes émotionnelles. Il s’agissait également d’une opportunité pour développer des outils informatiques destinés à accroître l’efficacité de ces méthodes, puis de les importer au sein de l’organisation par la mise en place de formations. [Termes IGN] utilisateurRésumé : (Auteur) Alors que le périmètre de certaines régions françaises s’est étendu, les services déconcentrés de l’État doivent se saisir de cette nouvelle échelle pour penser le portage des politiques publiques sur le territoire tout en réinventant leur organisation et leurs pratiques. Comment alors s’approprier individuellement et collectivement un nouveau territoire en prenant en compte la diversité de la connaissance des institutions et des agents ? La direction régionale de l’Environnement, de l’Aménagement et du Logement de la région Grand-Est, en collaboration avec AgroParisTech, a adapté une méthode d’analyse territoriale afin de répondre à ce double défi du changement d’échelle et de la transformation des pratiques. Cette démarche, la méthode de diagnostic partagé territorial, vise à mobiliser les usages de l’information géographique au cours d’un processus participatif de construction-déconstruction des connaissances territoriales qu’engagent les agents à chaque étape. Par cette expérience, l’article met en évidence que l’approche spatiale sert d’intermédiaire dans l’acquisition de cette connaissance multi-échelle par les agents en situation de changement et repère les points de passage obligés pour en faire une démarche plus générique. Nous introduisons une nouvelle structure pour les nuages de points 3D appelée graphe de superpoints (superpoint graph, ou SPG), capable d’encoder de manière compacte l’organisation d’un nuage de points en sous-objets interconnectés. Notre méthode définit un nouvel état de l’art pour la segmentation sémantique de scans LiDAR aussi bien en extérieur (+11:9 et +8:8 points de mIoU pour les deux ensembles de tests de Semantic3D [13]), ainsi qu’en extérieur (+12:4 points de mIoU pour les acquisitions S3DIS [2]).
