[Termes IGN] synchronisationRésumé : (Auteur) Precise georeferencing of airborne full-waveform lidar is a complex process. On one hand, no ground control points are visible due to heavy canopy. While on the other hand, precise georeferencing relies on ground control. As an alternative, we propose to use an available digital elevation model (DEM ) as control. The mathematical framework minimizes the difference between the lidar DEM and the reference DEM. Our solution consists of two steps: initial optimization to find reliable ground points through iterative filtering and georeferencing, and fine optimization to achieve precise georeferencing and lidar system calibration. Through this approach, the wave-form-derived DEM can best fit the reference DEM, with a mean of 0.937 m and standard deviation of 0.792 m, while the time-synchronization offset and boresight angles are simultaneously determined, i.e., self-calibrated. This development provides a novel georeferencing approach with self-calibration for lidar data without using conventional ground control points. [Termes IGN] précipitationRésumé : (auteur) During late September, 2019 Bihar was struggling with severe flooding problem, which otherwise is marked as a period of flood recession due to withdrawal of south-east monsoons. The present study assess the flood situation using Sentinel-1 SAR images and complements the understanding about the flood event using long term (2000-18) multi-temporal space based flood sensitive proxy indicators like precipitation (GPM), soil moisture (AMSR-2), vegetation condition (MODIS) together with ground based river gauge (CWC) data. The study reveals that in 2019 during the 39th week of the year (late September) the central and eastern parts of Bihar witnessed heavy precipitation (176 percent higher than average), leading to enhanced soil moisture build up (19 percent higher than average) and consequently triggering severe flooding. River Ganga was observed to be flowing above danger level for almost two weeks. Due to the prolonged submergence by floodwaters a significant drop was observed in the NDVI and EVI values of about 13.7 and 11.1 percent respectively from the normal. About 8.36 lakh ha area was observed to be inundated, impacting about 9.26 million population. Patna followed by Bhagalpur were the two worst affected districts with almost 30% and 36% of districts geographical area being flooded. [Vedettes matières IGN] GéovisualisationRésumé : (auteur) For the past twenty years, the adoption of Virtual Geographic Environments is thriving. This democratization is due to numerous new opportunities offered by this medium. However, in participatory urban planning these interactive 3D geovisualizations are still labeled as very advanced means, and are only scarcely used. The involvement of citizens in urban decision-making is indeed carefully planned ahead to limit off-topic feedback. A better comprehension of Virtual Geographic Environments, and more specifically of users’ strategic behaviors while interacting with this medium could enhance participants’ contributions. The users’ strategic behavior was assessed in this article through an experimental study. A total of 107 participants completed online tasks about the identification of 3D scenes’ footprints, the comparison of buildings’ heights, and the visibility of objects through the scenes. The interactions of the participants were recorded (i.e. pressed keys, pointing device interactions), as well as the camera positions adopted to complete specific tasks. The results show that: (1) users get more efficient throughout the study; (2) interruptions in 3D manipulation appear to highlight difficulties in interacting with the virtual environments; (3) users tend to centralize their positions within the scene, notably around their starting position; (4) the type of task strongly affects the behavior of users, limiting or broadening their explorations. The results of this experimental study are a valuable resource that can be used to improve the design of future urban planning projects involving Virtual Geographic Environments, e.g. with the creation of personalized 3D tools. Par ailleurs, cette pratique s’est accentuée avec l’avènement du Géoweb. En effet, le développement fulgurant et la multiplication des outils de cartographie collaborative et de l’Opendata ont occasionné la croissance du phénomène d’import de données massives dans OSM. Dans cette étude, nous analyserons donc les imports de données massives dans OSM. Pour ce faire, nous subdivisons notre travail en trois grandes parties, chacune étant décrite à travers un chapitre. Le premier chapitre porte sur la présentation générale de l’écosystème d’OSM. Il s’agit donc de décrire le modèle de données d’OSM, de présenter les outils d’éditions (y compris les outils d’imports) et les plateformes de téléchargement de données. Le deuxième chapitre s’articulera autour de l’analyse des données massivement importées dans OpenStreetMap. Concrètement, cette analyse se fait à travers l’identification et la typologie des sources de données, l’identification des types de modification et l’analyse de l’évolution des données importées. Enfin, le troisième chapitre porte sur les discussions et les perspectives de l’analyse des imports massifs dans OSM. Note de contenu : Introduction

[Termes IGN] modèle numérique de terrainRésumé : (auteur) [introduction] In 2018, NASA launched the Global Ecosystem Dynamics Investigation (GEDI) mission, a high resolution lidar system installed onboard the International Space Station (ISS). It is producing high quality 3D observations of the Earth surface structure, which are highly relevant to study forest ecosystems at a global scale (Qi et al. 2019). GEDI data is composed of 25 m diameter circular footprints for which the waveform of the received energy intensity returned by the ground is recorded. Each GEDI footprint is georeferenced and its positioning accuracy (for version 1 releases) is estimated at 15-20 m in planimetry with a systematic component of 8-10 m and a noise of the order of 8 m (1). A final horizontal geolocation accuracy of 8 m is expected after further processing in the final version (Dubayah et al. 2020). Compared to most other spatial satellites the ISS is much closer to earth, causing more variations in its orientation and altitude. Therefore, geolocating data acquired by ISS sensors is more diffucult than geolocating data aquired by satellites (Dou et al. 2014). An improved geolocation of GEDI data is mandatory to evaluate their quality, by comparison with other earth observation data or field measurements, and to further facilitate their integration in ecosystem monitoring approaches. We propose a method to improve the georeferencing of GEDI footprints using a precise Digital Terrain Model (DTM).
