[Termes IGN] restitutionRésumé : (Auteur) Le Service d’information aéronautique (SIA) est un service de la DGAC (Direction générale de l’aviation civile) qui publie et exploite des données aéronautiques dont notamment les obstacles à la navigation aérienne. Il existe trois types d’obstacles : les obstacles TOD (Terrain and Obstacle Data) exigés par l’OACI1 (Annexe 15), les relevés d’obstacles pour la conception de procédures de vol aux instruments et les ONA (Obstacles à la navigation aérienne) qui sont publiés sur le site du SIA (https://www.sia.aviation-civile.gouv.fr). Les deux premiers types d’obstacles sont relevés par deux sociétés qui ont été sélectionnées sur un appel d’offres public, cette procédure est récurrente afin de remettre en concurrence les prestataires. Les derniers obstacles (ONA) sont recueillis par le SIA auprès d’informateurs aéronautiques régionaux. Le contrôle qualité des obstacles est sous-traité par GEOFIT Group, société spécialisée en création et gestion de bases de données géospatiales. Cet article a pour but de présenter les techniques d’acquisition de ces obstacles (restitution 3D et mesures topométriques) et de contrôles (en grande partie automatisés). In this context, multi-temporal airborne LiDAR data has been considered an effective alternative since it has some advantages over conventional photogrammetry. Despite several works in the literature, the automatic class definition with great accuracy and performance remains a challenge in change detection. The developed strategies usually explore training samples or empirical thresholds to discriminate the classes. To overcome this limitation, we proposed an automatic building change detection method based on Otsu algorithm and median planarity attribute computed from eigenvalues. The main contribution corresponds to the automatic and unsupervised identification of building changes. The experiments were conducted using airborne LiDAR data from two epochs: 2012 and 2014. From qualitative and quantitative analysis, the robustness of the proposed method in detecting building changes in urban areas was evaluated, presenting completeness and correctness around 99% and 76%, respectively. In this study, we address the modeling of COVID-19 spread across space and time, which facilitates understanding of the pandemic. We propose a hybrid data-driven learning approach to capture the mobility-related spreading mechanism of infectious diseases, utilizing multi-sourced mobility and attributed data. This study develops a visual analytic approach that identifies and depicts the strength of the transmission pathways of COVID-19 between areal units by integrating data-driven deep learning and compartmental epidemic models, thereby engaging stakeholders (e.g., public health officials, managers from transportation agencies) to make informed intervention decisions and enable public messaging. A case study in the state of Colorado, USA was performed to demonstrate the applicability of the proposed transmission modeling approach in understanding the spatio-temporal spread of COVID-19 at the neighborhood level. Transmission path maps are presented and analyzed, demonstrating their utility in evaluating the effects of mitigation measures. In addition, integrated embeddings also support daily prediction of infected cases and role analysis of each area unit during the transmission of the virus. While many studies have used such data to explore human-environment interaction in urban settings, few have investigated natural, non-urban settings. To address this gap, this study systematically explores the content of online reviews of nature-based recreation activities, and develops a fine-grained hierarchical model that includes 28 aspects grouped into three main domains: activity, settings, and emotions/cognition. It further demonstrates how the model can be used to explore the variation in recreation experiences across activities, setting the stage for the analysis of the spatio-temporal variations in recreation experiences in the future. Importantly, the study provides an annotated corpus that can be used as a training dataset for developing methods to automatically capture aspects of recreation experiences in texts. [Termes IGN] scène urbaineRésumé : (Auteur) Mobile lidar scanning is one of the recent technologies that is used to map street scenes rapidly. Among street objects, utility-poles are more critical to energy companies to monitor regularly through time. This paper presents a novel approach to detect utility-poles from mobile lidar data in complex city scenes. After removing ground points, the scene is gridded into blocks based on a shared-partitioning algorithm. Next, an interwoven column generation algorithm is used to create columns. Finally, each of these columns is considered to be a utility-pole or not. The proposed algorithm is tested on two test areas. The algorithm achieved Completeness, Correctness and Quality of 92.8%, 97.5% and 90.6% in Area 1, and 92.8%, 92.2% and 86.1% in Area 2. The total number of utility-poles in both areas was 265. The algorithm shows promising results in utility-pole detection in complex city scenes with attached walls.
