La modélisation de l'impact des fluctuations des paramètres de gestion de chaque aménagement sur le comportement hydrologique d'un bassin versant par une approche traditionnelle d'estimation des paramètres hydrologiques est très difficile, voire impossible. L'utilisation des outils modernes d'aide à la gestion, tels les Systèmes d'Information Géographique (SIG), permet de contourner ces difficultés.
Les SIG permettent de construire des modèles descriptifs de comportement hydrologique de bassins versants susceptibles de se prêter à l'utilisation de plusieurs modèles hydrologiques, dans la mesure où ces derniers sont compatibles avec la partition de l'espace retenue. Dans une optique d'aménagement ou de gestion des eaux et de ses usages, une représentation de l'espace en bassins versants élémentaires constitue une méthode élégante de résolution des équations de bilan d'eau à divers niveaux d'agrégation, conduisant à la modélisation du comportement global du bassin versant tout entier. Une telle approche offre une souplesse évidente, permettant d'intégrer la variabilité spatiale et temporelle des termes du bilan d'eau.
Une partition de l'espace basée sur des éléments structurants pertinents permet la description du territoire en plusieurs niveaux d'agrégation dont l'échelon inférieur correspond, dans notre recherche, à une petite retenue villageoise et au bassin versant qui s'y rapporte. Ce niveau élémentaire est en règle générale, celui qui a le plus bénéficié d'études hydrologiques notamment par le biais des bassins versants représentatifs expérimentaux. Il représente l'entité spatiale de base dont l'agrégation conduit aux niveaux plus élevés.
Les éléments structurants ayant servi au découpage du territoire ont chacun une réalité physique. Certains constituent des points de changement du fonctionnement hydraulique (changement des termes du bilan) du cours d'eau et d'autres permettent de mesurer des paramètres de ce fonctionnement. Il s'agit d'une part des ouvrages hydrauliques tels que les prises d'eau, les barrages de retenue, les mares ou les stations hydrométriques et d'autre part des confluences ou défluences (les confluences sont les lieux de cumul des apports venant de deux unités d'espace différentes tandis que les défluences marquent le partage des apports d'une unité dans deux unités distinctes).
Sur la base de cette partition de l'espace, il est alors possible de dégager les données pertinentes de gestion, de les décrire et de les organiser dans un SIG de manière à leur donner une certaine ouverture visàvis de l'utilisation des modèles hydrologiques d'une part et de l'intégration des différentes perceptions des acteurs d'autre part. Cette description du territoire laisse une porte ouverte à d'éventuel enrichissement de la base de données géographiques par des couches d'information non initialement intégrées.
L'application sur le bassin du Massili a permis de transposer sur le terrain le concept de gestion des eaux préconisé et tester l'aptitude de la base de données géographiques à répondre aux besoins d'aide à la décision dans l'aménagement des eaux.
