[Termes IGN] système d'information géographiqueRésumé : (Auteur) The usefulness of remote sensing (RS), geographical information systems, and ground observations for monitoring changes in urban areas has been demonstrated through many examples over the last two decades. Research has generally focused on the relief phase following a disaster, but we have instead investigated the subsequent phases involving early recovery, recovery, and development. Our aim was to determine to what extent integration of the available tools, techniques, and methods can be used to efficiently monitor the progress of recovery following an earthquake. Changes in buildings within the Italian city of L’Aquila following the 2009 earthquake were identified from Earth observation data and are used as indicators of progress in the recovery process. These changes were identified through (1) visual analysis, (2) automated change detection using a set of decision rules formulated within an object-based image analysis framework, and (3) validation based on a combination of visual and semiautomated interpretations. An accuracy assessment of the automated analysis showed a producer accuracy of 81% (error of omission: 19%) and a user accuracy of 55% (error of commission: 45%). The use of RS made it possible for the identification of changes to be spatially exhaustive, and also to increase the number of categories used for a recovery index. In addition, using RS allowed the area requiring extensive fieldwork (to monitor the progress of the recovery process) to be reduced. Ce comportement conduit généralement à une situation dans laquelle certaines stations sont pleines et d'autres vides. Le système est d'autant plus contraint que les véhicules sont électriques et qu'un temps de recharge minimal est nécessaire. Dans ce travail, nous proposons des heuristiques qui optimisent la redistribution des voitures et la gestion du service. Ces heuristiques permettent de calculer le nombre de voitures, le nombre d'agents et les différentes opérations de redistribution à réaliser sur une journée donnée. Les algorithmes proposés sont appliqués sur le réseau Auto Bleue de la ville de Nice et une cartographie est réalisée sur QuantumGlS à partir des demandes estimées. [Termes IGN] téléphonie mobileRésumé : (auteur) Driven by the recent trends in the GIS domain including Volunteered Geographic Information, geo-crowdsourcing and citizen science, and fostered by the constant technological advances, collection and dissemination of geospatial information by ordinary people has become commonplace. However, applications involving user-generated geospatial content show dramatically diversified patterns in terms of incentive, type and level of participation, purpose of the activity, data/metadata provided and data quality. This study contributes to this heterogeneous context by investigating public participation in GIS within the field of mobile-based applications. Results not only show examples of how to technically build GIS applications enabling user collection and interaction with geospatial data, but they also draw conclusions about the methods and needs of public participation. We describe three projects with different scales and purposes in the context of urban monitoring and planning, and tourism valorisation. In each case, an open source architecture is used, allowing users to exploit their mobile devices to collect georeferenced information. This data is then made publicly available on specific Web viewers. Analysis of user involvement in these projects provides insights related to participation patterns which suggests some generalized conclusions.
